نفذ البرنامج الوطني لمكافحة التستر التجاري زيارات تفتيشية في مختلف المناطق؛ للوقوف على امتثال المكاتب الهندسية، والتحقق من عدم وجود مخالفات لنظام مكافحة التستر بالشراكة مع الهيئة السعودية للمهندسين.
وشملت زيارات الفرق الرقابية مدن ومحافظات الرياض، ومكة المكرمة، وجدة، وأبها، وجيزان، والخرج، صبيا، وخميس مشيط، والطائف؛ بهدف الكشف عن حالات التستر في القطاع الهندسي، وإيقاع العقوبات النظامية الرادعة بحق المخالفين.
مؤشرات الاشتباه
ويواصل البرنامج تنفيذ جولاته التفتيشية بمختلف المناطق، استناداً على الدلالات ومؤشرات الاشتباه بالتستر للتحقق من امتثال المنشآت التجارية، وضبط جرائم ومخالفات نظام مكافحة التستر، وإحالة المخالفين إلى الجهات المختصة، وتطبيق العقوبات الرادعة بحقهم.
يذكر أن البرنامج الوطني لمكافحة التستر التجاري أكد في وقت سابق، على ضرورة التزام كافة المنشآت بقواعد السوق المعتمدة لدى الجهات الحكومية.
10 معايير
وأعلن البرنامج أهم 10 معايير لالتزام المنشآت بمعايير السوق للحد من حالات التستر التجاري بشكل مستدام، وتتمثل في؛ وجود سجل تجاري سارٍ للمنشأة ومُحدث بالبيانات والتراخيص اللازمة كافة لمزاولة النشاط، إضافة إلى فتح حساب بنكي خاص بالمنشأة، وعدم استخدام الحسابات الشخصية في التعاملات التجارية، والحرص على تجديد رخص مزاولة النشاط، وتحديث عناوين المنشأة المرتبطة بها.
وشدد البرنامج على أهمية توثيق التعاملات المالية كافة للمنشأة، والالتزام بالأنظمة ذات الصلة بهذا الشأن، وعدم منح غير السعودي أدوات تؤدي إلى قيامه بالتصرف على نحو مطلق في المنشأة، والتأكيد على الالتزام بتوفير وسائل الدفع الإلكتروني، والعمل على إصدار وحفظ الفواتير إلكترونياً.
The National Program for Combating Commercial Concealment has conducted inspection visits in various regions to ensure compliance of engineering offices and to verify the absence of violations of the Anti-Concealment Law in partnership with the Saudi Engineers Authority.
The visits by the monitoring teams included the cities and governorates of Riyadh, Makkah, Jeddah, Abha, Jizan, Al-Kharj, Sabya, Khamis Mushait, and Taif; with the aim of uncovering cases of concealment in the engineering sector and imposing deterrent legal penalties on violators.
Indicators of Suspicion
The program continues to carry out its inspection rounds in various regions, based on indicators and signs of suspected concealment to verify the compliance of commercial establishments, detect crimes and violations of the Anti-Concealment Law, refer violators to the relevant authorities, and apply deterrent penalties against them.
It is worth mentioning that the National Program for Combating Commercial Concealment previously emphasized the necessity for all establishments to adhere to the market regulations approved by government entities.
10 Standards
The program announced the top 10 standards for establishments to comply with market standards to sustainably reduce cases of commercial concealment, which include having a valid commercial registration for the establishment updated with all necessary data and licenses to conduct the activity, in addition to opening a dedicated bank account for the establishment, refraining from using personal accounts for commercial transactions, ensuring the renewal of activity licenses, and updating the addresses associated with the establishment.
The program stressed the importance of documenting all financial transactions of the establishment, complying with related regulations, not granting non-Saudis tools that allow them to act independently within the establishment, and ensuring adherence to providing electronic payment methods, as well as working on issuing and storing invoices electronically.
