كشفت اللائحة التنظيمية الخاصة بالدعم السكني آلية مستحدثة تمنح المستفيدين نقاطا تحد أولويتهم في الاستحقاق على الدعم السكني بحسب ظروفهم، بهدف ترتيب المستحقين بشكل عادل في منح الوحدات والأراضي السكنية في المدن والمحافظات التي تقع بها المشاريع السكنية، لتعكس النقاط الاحتياجات والأولويات لكل أسرة وفرد.
وأضحت اللائحة أن عدد أفراد الأسرة من العوامل الأساسية في تحديد النقاط، حيث تُمنح الأسر الكبيرة التي يبلغ عدد أفرادها 6 أشخاص فأكثر 20 نقطة، بينما تحصل الأسر الأصغر على نقاط أقل بما يتناسب مع حجمها، وفقا للجدول التالي:
ويعد الدخل الشهري للأسرة عاملاً محورياً آخر، فالأسر منخفضة الدخل التي يقل دخلها عن 3000 ريال ستحصل على 20 نقطة للوحدات السكنية التي لا تقع ضمن مجمعات سكنية للمستفيدين، أما إذا كان الدعم السكني ضمن مجمعات سكنية للمستفيدين ستحصل على 10 نقاط وفقا للجدول التالي:
كما تمنح اللائحة أهمية خاصة للحالات الاجتماعية، حيث يحصل الأرامل والمطلقات على 3 نقاط إضافية فور تقديم الطلب، وينطبق الأمر نفسه على الأسر التي لديها أفراد من ذوي إعاقة أو مرض مزمن، ما يعكس حرص النظام على مراعاة الظروف الخاصة لهذه الفئات.
كما ينظر النظام إلى عمر المستفيد كعامل إضافي، حيث يحصل كبار السن فوق 49 عاماً على 15 نقطة، أما من عمر 35 – 36 فسيحصلون على نقطة واحدة فقط، وفقا للجدول التالي:
The regulatory list for housing support revealed a new mechanism that grants beneficiaries points that determine their priority for housing support based on their circumstances, aiming to fairly arrange the eligible individuals for the allocation of housing units and land in the cities and governorates where the housing projects are located. The points reflect the needs and priorities of each family and individual.
The list clarified that the number of family members is one of the key factors in determining the points, as large families with six or more members will receive 20 points, while smaller families will receive fewer points in accordance with their size, as per the following table:
Monthly family income is another crucial factor, as low-income families with an income of less than 3000 riyals will receive 20 points for housing units that are not located within residential complexes for beneficiaries. However, if the housing support is within residential complexes for beneficiaries, they will receive 10 points according to the following table:
The list also gives special importance to social cases, as widows and divorcees receive an additional 3 points upon submitting their application, and the same applies to families with members who have disabilities or chronic illnesses, reflecting the system's commitment to considering the special circumstances of these groups.
The system also considers the age of the beneficiary as an additional factor, where seniors over 49 years old will receive 15 points, while those aged 35-36 will receive only one point, according to the following table:
