أعلنت الهيئة السعودية للمواصفات والمقاييس والجودة بعد التنسيق مع الجهات المختصة، إلزام المورّدين بإصدار «شهادة الإرسالية» كشرط أساسي قبل تقديم أي بيان جمركي على الواردات، وذلك ابتداءً من 1 أكتوبر القادم، بهدف رفع موثوقية المنتجات والحد من إعادة تصدير السلع غير المطابقة إلى السوق السعودية.
وأوضحت الهيئة، أن القرار يشمل جميع المنتجات سواء الخاضعة للوائح الفنية أو غير الخاضعة لها، مشيرةً إلى أن إجراءات الإصدار تتم إلكترونياً عبر منصة سابر الإلكترونية (saber.sa).
وأكّدت «المواصفات والمقاييس» أن المنتجات الخاضعة للوائح الفنية تتطلب تسجيل «شهادة مطابقة منتج» عبر المنصة، باختيار خدمة «تسجيل شهادة مطابقة منتج»، وتقديم الطلب لإحدى جهات تقويم المطابقة المعتمدة لدى الهيئة لمراجعته وإصدار الشهادة، يلي ذلك طلب «مطابقة إرسالية جديد» وتأكيد التعهد لإتمام إصدار شهادة الإرسالية.
وبينت أنه ينبغي للمستفيد إصدار «الإقرار الذاتي» فيما يتعلق بالمنتجات غير الخاضعة للوائح الفنية، من خلال خدمة «إصدار إقرار ذاتي» على منصة «سابر»، واختيار المنتجات المطلوبة وإنشاء الإقرار وإتمامه إلكترونياً، واستكمال خطوات إصدار شهادة الإرسالية بنفس الآلية.
ودعت الهيئة، إلى التأكد من حالة المنتجات، بالدخول في منصة «سابر» والاطلاع على صفحة «مركز المعرفة»، وتحديد «رمز النظام المنسق»، والبحث بواسطة رمز النظام المنسق، (code HS) أو الكلمات الدلالية لظهور حالة المنتج وتصنيفه.
كما دعت المورّدين والوكالات الجمركية إلى التحقق المبكر، والتنسيق مع جهات تقويم المطابقة المعتمدة، وتجهيز وثائق المطابقة أو الإقرار الذاتي عبر منصة «سابر» قبل عملية الشحن.
The Saudi Standards, Metrology and Quality Organization announced, after coordinating with the relevant authorities, that suppliers are required to issue a "Shipment Certificate" as a fundamental condition before submitting any customs declaration on imports, starting from October 1st, with the aim of enhancing product reliability and reducing the re-export of non-compliant goods to the Saudi market.
The organization clarified that the decision includes all products, whether subject to technical regulations or not, noting that the issuance procedures are carried out electronically through the Saber electronic platform (saber.sa).
The "Standards and Metrology" confirmed that products subject to technical regulations require the registration of a "Product Conformity Certificate" via the platform by selecting the "Product Conformity Certificate Registration" service and submitting the application to one of the accredited conformity assessment bodies for review and issuance of the certificate. This is followed by requesting a "New Shipment Conformity" and confirming the commitment to complete the issuance of the shipment certificate.
It indicated that beneficiaries should issue a "Self-Declaration" regarding products not subject to technical regulations through the "Self-Declaration Issuance" service on the "Saber" platform, selecting the required products, creating the declaration, and completing it electronically, and then following the same procedure for issuing the shipment certificate.
The organization urged to verify the status of products by accessing the "Saber" platform and reviewing the "Knowledge Center" page, identifying the "Harmonized System Code," and searching using the Harmonized System code (HS code) or keywords to display the product's status and classification.
It also called on suppliers and customs agencies to conduct early verification, coordinate with accredited conformity assessment bodies, and prepare conformity documents or self-declarations via the "Saber" platform before the shipping process.
