طرحت المنصة الإلكترونية الموحدة لاستطلاع آراء العموم والجهات الحكومية «استطلاع» التابعة للمركز الوطني للتنافسية في السعودية 90 مشروعاً ذا صلة بالشأن الاقتصادي والتنموي، بالتعاون مع 21 جهة حكومية؛ لتمكين أصحاب المصلحة من إبداء المرئيات والمقترحات حولها قبل إقرارها.
وتضمّنت المشروعات المطروحة في المنصة مشروع «الدليل الإجرائي لتصاريح سفر الإفطار في موسم رمضان»، الذي تهدف من خلاله الهيئة العامة للعناية بشؤون المسجد الحرام والمسجد النبوي إلى تنظيم وإدارة عملية إصدار تصاريح سفر الإفطار في المسجد الحرام والمسجد النبوي خلال موسم رمضان، وينتهي الاستطلاع على المشروع في 2 سبتمبر 2025م.
وشهدت المنصة طرح وزارة البلديات والإسكان مشروع «تعديل اللائحة التنفيذية للدعم السكني»، الذي تهدف من خلاله الوزارة إلى توفير حلول سكنية تتوافق مع حاجات الأسر السعودية، وتتيح المنصة الاستطلاع على المشروع إلى يوم 4 سبتمبر 2025م، وفق ما نقلته وكالة الأنباء السعودية «واس».
وطرحت وزارة التجارة عبر المنصة مشروع (اللائحة التنفيذية لنظام المعادن الثمينة والأحجار الكريمة)؛ بهدف تحديد الأحكام التنظيمية لنشاطي تجارة وصناعة المعادن الثمينة والأحجار الكريمة ومشغولاتها والأصناف المطلية والملبسة والمطعمة بها، وضوابط الرقابة عليها، وفق أفضل الممارسات، وينتهي الاستطلاع على المشروع بتاريخ 4 سبتمبر 2025م.
من جانبها طرحت وزارة السياحة مشروع (تعديل نظام السياحة)، الذي يهدف إلى ضمان مواكبة التغيرات التنظيمية بما يسهم في رفع جودة الخدمات السياحية، ويعزز الامتثال للأنظمة، تحقيقاً للتوازن بين الرقابة والتنمية في القطاع السياحي، وينتهي الاستطلاع على المشروع في 20 سبتمبر 2025م.
وتضمنت المشروعات المطروحة في المنصة مشروع (تعديل ضوابط إنتاج وإدارة المحتوى الرقمي)، الذي تهدف من خلاله هيئة الإذاعة والتلفزيون إلى إشراك قطاع الأعمال والجهات ذات العلاقة في إبداء مرئياتهم حول مقترح تعديل ضوابط إنتاج وإدارة المحتوى الرقمي في المواد (10، 13، 17)، وينتهي الاستطلاع على المشروع في 20 سبتمبر 2025م.
ويأتي طرح مشروعات الأنظمة واللوائح وما في حكمها من خلال منصة «استطلاع»؛ لتعزيز الشفافية في البيئة التشريعية ونشر ثقافة الاستطلاع لدى العموم والجهات الحكومية والقطاع الخاص، وإشراكهم في صياغة المشروعات المتعلقة ببيئة الأعمال.

The unified electronic platform for public and government opinion surveys, "Istiqbaal," affiliated with the National Center for Competitiveness in Saudi Arabia, has launched 90 projects related to economic and developmental matters, in collaboration with 21 government entities, to enable stakeholders to express their views and suggestions on them before their approval.
The proposed projects on the platform include the "Procedural Guide for Iftar Travel Permits during Ramadan," through which the General Authority for the Care of the Two Holy Mosques aims to organize and manage the process of issuing Iftar travel permits at the Grand Mosque and the Prophet's Mosque during Ramadan. The survey on this project will end on September 2, 2025.
The platform also features the Ministry of Municipal and Rural Affairs and Housing's project to "Amend the Executive Regulation of Housing Support," which aims to provide housing solutions that meet the needs of Saudi families. The platform will allow the survey on this project until September 4, 2025, according to the Saudi Press Agency (SPA).
The Ministry of Commerce has proposed through the platform the project (Executive Regulation of the Precious Metals and Gemstones System); aimed at defining the regulatory provisions for the trade and industry of precious metals and gemstones, their products, and the items coated, dressed, or embedded with them, along with the controls for monitoring them, according to best practices. The survey on this project will end on September 4, 2025.
For its part, the Ministry of Tourism has proposed the project (Amendment of the Tourism System), which aims to ensure alignment with regulatory changes that contribute to enhancing the quality of tourism services and promote compliance with regulations, achieving a balance between oversight and development in the tourism sector. The survey on this project will end on September 20, 2025.
The proposed projects on the platform also include the project (Amendment of the Controls for the Production and Management of Digital Content), through which the Broadcasting and Television Authority aims to engage the business sector and relevant entities in providing their views on the proposed amendment of the controls for the production and management of digital content in articles (10, 13, 17). The survey on this project will end on September 20, 2025.
