أعلنت وزارة البلديات والإسكان اعتماد اللائحة التنفيذية لرسوم الأراضي البيضاء، في خطوةٍ تنظيميةٍ تهدف إلى زيادة المعروض من الأراضي المطورة بما يحقق التوازن بين العرض والطلب، وزيادة المعروض من الوحدات العقارية، وحماية المنافسة العادلة، ومكافحة الممارسات الاحتكارية.
وأوضحت الوزارة أن اللائحة تعتمد آلية مُطورة لتطبيق الرسوم من خلال تقسيم النطاقات الجغرافية المستهدفة إلى شرائح بناءً على أولويات التطوير العمراني داخل المدينة، إذ تفرض رسوماً سنوية بنسبة تصل إلى 10% من قيمة الأرض للشريحة ذات الأولوية القصوى للتطوير العمراني.
ووفقاً للائحة، التي جاءت في 16 مادة، فإن الوزارة تتولى -دورياً- مراجعة توافر الوحدات والأراضي والمعروض منها وحجم تداولها وأسعارها، والممارسات الاحتكارية في أي مدينة أو نطاق جغرافي، لتقرير تطبيق الرسم على الأراضي فيها، أو تعديل المساحة الخاضعة للرسم، أو تعليق التطبيق.
وأشارت الوزارة إلى أن اللائحة حدّدت 5 شروط تُخضِع الأرض البيضاء للرسم، من بينها ألا تقل مساحة الأرض، أو مجموع مساحة الأراضي المملوكة لمالك واحد الخاضعة للتطبيق في نطاق المدينة، عن 5 آلاف م2.
وراعت اللائحة المُسببات التي قد تمنع الملاك من التطوير، إذ لا يُطبَّق الرسم في حالات وجود موانع نظامية أو عوائق تحول دون إصدار التراخيص اللازمة، شريطة ألا يكون المالك متسبباً في ذلك، ويجوز للوزارة منح مدة إضافية لإنجاز التطوير بناءً على طبيعة الأرض ومساحتها، علاوة على أن إنجاز تطوير الأرض أو بنائها خلال المدة النظامية لسداد الرسم يوقف تطبيق الرسم.
وعملت الوزارة على تيسير إجراءات التطوير للملاك والمطورين، التي تشمل إصدار رخص البناء والتراخيص وغيرها، عبر مركز خدمات المطورين «إتمام» الذي يسرّع اعتماد المخططات والتراخيص عبر منصة موحدة، بما يمكّن المكلفين من تسريع التطوير وتعزيز كفاءة استثماراتهم العقارية.
ودعت الملاك المعنيين الذين سيتم تحديد مناطقهم تباعاً ضمن إعلانات رسمية قادمة، إلى المبادرة بتسجيل أراضيهم عبر البوابة الإلكترونية للبرنامج خلال المهلة النظامية التي تُحدد مع كل إعلان.

The Ministry of Municipalities and Housing announced the adoption of the executive regulation for white land fees, in an organizational step aimed at increasing the supply of developed land to achieve a balance between supply and demand, increase the supply of real estate units, protect fair competition, and combat monopolistic practices.
The ministry clarified that the regulation relies on a developed mechanism for applying the fees by dividing the targeted geographical areas into segments based on urban development priorities within the city, imposing annual fees of up to 10% of the land value for the segment with the highest priority for urban development.
According to the regulation, which consists of 16 articles, the ministry will periodically review the availability of units and lands, their supply, trading volume, prices, and monopolistic practices in any city or geographical area, to decide on the application of the fee on the lands there, or to modify the area subject to the fee, or to suspend its application.
The ministry pointed out that the regulation specified 5 conditions that subject white land to the fee, including that the area of the land, or the total area of lands owned by a single owner subject to application within the city, must not be less than 5,000 m².
The regulation took into account the reasons that may prevent owners from developing, as the fee will not be applied in cases where there are legal impediments or obstacles that prevent the issuance of the necessary licenses, provided that the owner is not responsible for that. The ministry may grant an additional period for completing the development based on the nature and area of the land, in addition to the fact that completing the development or construction of the land within the legal period for paying the fee will suspend the application of the fee.
The ministry has worked to facilitate development procedures for owners and developers, which include issuing building permits and licenses, through the Developer Services Center "Etimad," which accelerates the approval of plans and licenses through a unified platform, enabling the obligated parties to expedite development and enhance the efficiency of their real estate investments.
The ministry called on the concerned owners, whose areas will be identified subsequently in upcoming official announcements, to take the initiative to register their lands through the electronic portal of the program within the legal deadline specified with each announcement.
