أصدرت وزارة البيئة والمياه والزراعة قرارا يحدد الشروط والضوابط الخاصة بإصدار رخص حفر الآبار الجديدة على الرف الرسوبي للمياه الجوفية غير المتجددة، وذلك للمشاريع الزراعية المتخصصة المرخصة ذات الاستهلاك المحدود للمياه.
ويشمل القرار مشاريع الدواجن وما في حكمها، ومشاريع تسمين المواشي، ومسالخ الدواجن، ومصانع اللحوم الحمراء، ومصانع الأعلاف، إضافة إلى مشاريع الزراعة العمودية، والزراعة المائية، والبيوت المحمية.
وأوضحت الوزارة أن القرار يستثني حفر الآبار الجديدة في بعض الطبقات الحاملة للمياه الجوفية غير المتجددة، والمحددة في الخارطة المائية المرفقة بالقرار، التي تعاني من هبوط حاد في مستويات المياه، نظرا إلى احتوائها على عدد كبير من مشاريع مياه الشرب، ونشاط زراعي كثيف. ويأتي هذا الاستثناء بهدف استدامة هذه الموارد والأنشطة المرتبطة بها.
وأضافت أن القرار لا يشمل المزارع القائمة حالياً، حيث تستمر في تقديم خدمات حفر الآبار البديلة لأي بئر تخرج من الخدمة، إلى جانب خدمات تعميق وتنظيف الآبار القائمة.
ودَعت الوزارة جميع المستفيدين من المشاريع الزراعية والحيوانية المتخصصة إلى التقدم بطلبات رخص حفر الآبار الجديدة على الرف الرسوبي (المياه الجوفية غير المتجددة) عبر بوابة «نما» الإلكترونية، وفقاً للشروط والضوابط المعتمدة، ويمكن الاطلاع على الشروط والضوابط على الرابط التالي: https://www.mewa.gov.sa/ar/InformationCenter/DocsCenter/RulesLibrary/Documents/WellDrillingControls.pdf.
ويأتي هذا القرار ضمن جهود الوزارة المستمرة لتنظيم استخدامات المياه الجوفية، وتحقيق الاستدامة المائية، والإسهام في تحقيق الأمن الغذائي، بما يتماشى مع أهداف الإستراتيجية الوطنية للمياه، والإستراتيجية الوطنية للزراعة، ومستهدفات رؤية المملكة (2030).
The Ministry of Environment, Water, and Agriculture has issued a decision that specifies the conditions and regulations for issuing licenses for new well drilling on the sedimentary layer of non-renewable groundwater, aimed at licensed specialized agricultural projects with limited water consumption.
The decision includes poultry projects and similar ventures, livestock fattening projects, poultry slaughterhouses, red meat factories, feed factories, in addition to vertical farming projects, hydroponics, and greenhouses.
The ministry clarified that the decision exempts new well drilling in certain aquifer layers of non-renewable groundwater, as specified in the water map attached to the decision, which are suffering from a sharp decline in water levels due to the presence of a large number of drinking water projects and intensive agricultural activities. This exemption aims to sustain these resources and the activities associated with them.
It added that the decision does not include existing farms, which will continue to provide well drilling services as alternatives for any well that goes out of service, along with services for deepening and cleaning existing wells.
The ministry called on all beneficiaries of specialized agricultural and animal projects to submit applications for new well drilling licenses on the sedimentary layer (non-renewable groundwater) through the electronic "Namaa" portal, in accordance with the approved conditions and regulations. This decision is part of the ministry's ongoing efforts to regulate the use of groundwater, achieve water sustainability, and contribute to food security, in line with the objectives of the National Water Strategy, the National Agriculture Strategy, and the targets of the Kingdom's Vision (2030).
