عقدت الدول الثماني الأعضاء في مجموعة «أوبك بلس»، التي تضم المملكة العربية السعودية، وروسيا، والعراق، والإمارات، والكويت، وكازاخستان، والجزائر، وعُمان، التي سبق أن أعلنت تعديلات تطوعية إضافية في شهري أبريل ونوفمبر من عام 2023م، اجتماعاً، عبر الاتصال المرئي، بتاريخ 5 يوليو 2025م لمراجعة مستجدات السوق البترولية وآفاقها المستقبلية.
وفي ضوء الآفاق المستقبلية المستقرة للاقتصاد العالمي وأسس السوق الإيجابية الحالية، كما يتضح من انخفاض المخزونات البترولية، وبناءً على ما تم الاتفاق عليه في اجتماع 5 ديسمبر 2024م بشأن الاستعادة التدريجية والمرنة لتعديلات الإنتاج التطوعية البالغة (2.2) مليون برميل يوميّاً اعتباراً من 1 أبريل 2025م، قررت الدول المشاركة تنفيذ تعديل في الإنتاج قدره (548) ألف برميل يوميّاً في شهر أغسطس 2025م مقارنة بمستوى الإنتاج المطلوب في يوليو 2025م، وهو ما يعادل أربع زيادات شهرية، كما هو موضح في الجدول المرفق، إذ إن هذه الزيادات قابلة للتعديل أو الإيقاف المؤقت، حسب متغيرات السوق، مما يمنح المجموعة المرونة اللازمة لدعم استقرار السوق، كما نوهت الدول الثماني الأعضاء في مجموعة أوبك+ أن هذا الإجراء سيوفر فرصة للدول المشاركة لتسريع جهود التعويض.
وجددت الدول الثماني التزامها بإعلان التعاون، بما في ذلك التعديلات التطوعية الإضافية المتفق على مراقبتها في الاجتماع الثالث والخمسين للجنة الوزارية المشتركة لمراقبة الإنتاج المنعقد بتاريخ 3 أبريل 2024م، وأكدت عزمها على تعويض كامل الكميات الزائدة في الإنتاج منذ يناير 2024م.
وستعقد الدول الثماني اجتماعات شهرية لمتابعة تطورات السوق، ومستوى الالتزام، وتنفيذ خطط التعويض، على أن يُعقد الاجتماع القادم في 3 أغسطس 2025م لاتخاذ قرار بشأن مستويات الإنتاج لشهر سبتمبر.
«أوبك+» تقرر زيادة انتاج النفط 548 ألف برميل يوميّاً في أغسطس
The eight member countries of the "OPEC Plus" group, which includes Saudi Arabia, Russia, Iraq, the UAE, Kuwait, Kazakhstan, Algeria, and Oman, which had previously announced additional voluntary adjustments in April and November 2023, held a meeting via video conference on July 5, 2025, to review the developments in the oil market and its future prospects.
In light of the stable future outlook for the global economy and the current positive market fundamentals, as evidenced by the decline in oil inventories, and based on the agreement reached in the meeting on December 5, 2024, regarding the gradual and flexible restoration of voluntary production adjustments amounting to (2.2) million barrels per day starting from April 1, 2025, the participating countries decided to implement a production adjustment of (548) thousand barrels per day in August 2025 compared to the required production level in July 2025, which is equivalent to four monthly increases, as shown in the attached table. These increases are subject to modification or temporary suspension, depending on market variables, providing the group with the necessary flexibility to support market stability. The eight member countries of OPEC+ also noted that this action would provide an opportunity for the participating countries to accelerate their compensation efforts.
The eight countries reaffirmed their commitment to the Declaration of Cooperation, including the additional voluntary adjustments agreed upon for monitoring in the fifty-third meeting of the Joint Ministerial Monitoring Committee held on April 3, 2024, and confirmed their intention to fully compensate for the excess production quantities since January 2024.
The eight countries will hold monthly meetings to follow up on market developments, compliance levels, and the implementation of compensation plans, with the next meeting scheduled for August 3, 2025, to make a decision regarding production levels for September.
