عقدت اللجنة القانونية بالمركز الوطني للتنافسية، اليوم، اجتماعها الثامن في مقر المركز برئاسة رئيس مجلس إدارة المركز الدكتور ماجد القصبي، ومشاركة وزير الدولة عضو مجلس الوزراء محمد آل الشيخ، وتضم اللجنة في عضويتها مسؤولي الوكالات والإدارات القانونية في 32 جهة حكومية.
واستعرضت اللجنة مبادراتها الـ27 التي تعمل عليها وما نتج عنها من أعمال، ومنها: «دراسة حوكمة التفويض التشريعي»، والأدلة الاسترشادية الـ6 لدعم أعمال الإدارات القانونية بالجهات الحكومية، إضافة إلى مبادرة «دليل المصطلحات التشريعية»، التي تهدف إلى إيجاد أدلة مرجعية للمصطلحات التشريعية باللغتين العربية والإنجليزية، بما يسهم في تحسين جودة المخرجات التشريعية، ويزيد استقرار البيئة التشريعية في المملكة.
واطلع المشاركون على جهود اللجنة الهادفة إلى نشر المعرفة، وتمكين الكفاءات لدعم تنافسية البيئة التشريعية، إذ استُعرضت مخرجات 5 جلسات وورش عمل عقدتها اللجنة، منها «تجربة لجنة إعداد التشريعات القضائية في دراسة المشروعات المنوطة بها»، و«مستقبل الوسائل البديلة لتسوية المنازعات في ضوء التحول الرقمي ونصوص الأونسيترال».
وتضمن جدول الاجتماع عدداً من المقترحات والتوصيات المرتبطة بتحديات تنافسية البيئة التشريعية في المملكة، إذ وُجّه بدراستها، واستكمال اللازم حيالها.
يذكر أنّ المركز الوطني للتنافسية يهدف إلى تطوير البيئة التنافسية في المملكة وتحسينها، والارتقاء بترتيب المملكة في المؤشرات والتقارير العالمية ذات العلاقة، وذلك من خلال دراسة المعوقات والتحديات التي تواجه القطاع العام والخاص، وتحديدها وتحليلها، واقتراح الحلول والمبادرات والتوصيات ومتابعة تنفيذها، وذلك باتباع أفضل الأساليب والممارسات التي تؤدي إلى تعزيز تنافسية المملكة عالمياً.

The Legal Committee at the National Center for Competitiveness held its eighth meeting today at the center's headquarters, chaired by the Chairman of the Board of Directors, Dr. Majid Al-Qasabi, with the participation of Minister of State and Member of the Council of Ministers, Mohammed Al-Sheikh. The committee includes officials from the legal agencies and departments of 32 government entities.
The committee reviewed its 27 initiatives that it is working on and the outcomes resulting from them, including: "Study of Legislative Delegation Governance," and the 6 guiding documents to support the work of legal departments in government entities, in addition to the "Legislative Terminology Guide" initiative, which aims to create reference guides for legislative terms in both Arabic and English, contributing to improving the quality of legislative outputs and enhancing the stability of the legislative environment in the Kingdom.
Participants were informed about the committee's efforts aimed at disseminating knowledge and empowering competencies to support the competitiveness of the legislative environment. The outcomes of 5 sessions and workshops held by the committee were presented, including "The Experience of the Committee for Drafting Judicial Legislation in Studying the Projects Assigned to It," and "The Future of Alternative Dispute Resolution Methods in Light of Digital Transformation and UNCITRAL Texts."
The meeting agenda included several proposals and recommendations related to the challenges of the competitiveness of the legislative environment in the Kingdom, and it was directed to study them and take the necessary actions regarding them.
It is worth mentioning that the National Center for Competitiveness aims to develop and improve the competitive environment in the Kingdom and to enhance the Kingdom's ranking in relevant global indicators and reports, by studying the obstacles and challenges facing the public and private sectors, identifying and analyzing them, proposing solutions, initiatives, and recommendations, and following up on their implementation, using the best methods and practices that lead to enhancing the Kingdom's global competitiveness.
