هبط صافي إيرادات الميزانية الروسية من إنتاج النفط إلى 326.2 مليار روبل (3.76 مليار دولار) في شهر أغسطس الماضي، بانخفاض نحو 22% على أساس سنوي، مسجلاً أدنى مستوى منذ فبراير 2026.
ووفق حسابات «بلومبيرغ» استندت إلى بيانات وزارة المالية، تراجعت الإيرادات النفطية بأكثر من 60% مقارنة بيوليو الماضي، الذي يشهد عادة تحصيل الحكومة جزءاً كبيراً من الضريبة المرتبطة بأرباح المنتجين.
مدفوعات الحكومة
واحتُسبت إيرادات أغسطس على أساس سعر يزيد قليلاً على 59 دولاراً لبرميل خام الأورال، بعدما بلغ متوسطه الشهري ذروة قاربت 95 دولاراً في الربيع.
كما تأثرت الإيرادات بارتفاع مدفوعات الحكومة للمصافي لضمان إمدادات الوقود المحلية إلى أكثر من 197 مليار روبل (أكثر من ملياري دولار) خلال أغسطس.
ويشكل النفط والغاز نحو خُمس إيرادات الميزانية الروسية؛ لذا فإن انخفاض أسعار خام الأورال مع ارتفاع دعم المصافي يضيق هامش التمويل المتاح لموسكو، ويزيد حساسية المالية العامة لأي تراجع إضافي في أسعار التصدير.
The net revenue of the Russian budget from oil production fell to 326.2 billion rubles ($3.76 billion) in August, down nearly 22% year-on-year, marking the lowest level since February 2026.
According to calculations by Bloomberg based on data from the Ministry of Finance, oil revenues dropped by more than 60% compared to last July, which typically sees the government collecting a significant portion of the tax related to producers' profits.
Government Payments
The August revenues were calculated based on a price slightly above $59 per barrel of Urals crude, after averaging nearly $95 per barrel in the spring.
Revenues were also affected by increased government payments to refineries to ensure local fuel supplies, exceeding 197 billion rubles (over $2 billion) during August.
Oil and gas account for about one-fifth of the Russian budget revenues; therefore, the decline in Urals crude prices, along with rising refinery support, tightens the financing margin available to Moscow and increases the sensitivity of public finances to any further decline in export prices.
