قدّم تقرير التنمية في العالم 2026 الصادر عن مجموعة البنك الدولي بعنوان «وعد الذكاء الاصطناعي» صورة متقدمة لمكانة السعودية في المشهد العالمي لهذه التقنيات؛ إذ وضعها ضمن أكبر عشر دول عالمياً في الاستثمار الخاص بالذكاء الاصطناعي، وأبرزها وجهة جاذبة لكفاءاته، ونموذجاً في تكامل البيانات الحكومية.
ويعكس هذا الحضور الدولي ثمرة دعم وتمكين القيادة الرشيدة، عبر مسار وطني متكامل أسسته رؤية السعودية 2030 لبناء اقتصاد قائم على البيانات والحوسبة والابتكار، وترسيخ موقع المملكة في صناعة مستقبل الذكاء الاصطناعي.
ويُعد التقرير، الصادر أخيراً، أول تقييم شامل يقدمه البنك الدولي لآثار الذكاء الاصطناعي في الاقتصادات النامية، والفرص التي يتيحها للأفراد والمنشآت والحكومات، والمتطلبات اللازمة لتعظيم أثره التنموي وإدارة مخاطره.
ثلاثة محاور
ويرتكز التقرير على ثلاثة محاور رئيسة ترسم أثر الذكاء الاصطناعي في التنمية، وهي: القدرات التي يتيحها لتوسيع الوصول إلى الخبرات ودعم اتخاذ القرار، والتركّز الناتج عن تمركز إنتاج النماذج المتقدمة والرقائق ومراكز البيانات في عدد محدود من الدول والشركات، والعوامل المكمّلة المتمثلة في البنية التحتية والبيانات والمهارات والمؤسسات.
ومن خلال هذه المحاور، يقدم التقرير مساراً متدرجاً يبدأ بتبنّي الأدوات المتاحة، ثم تكييفها مع اللغات والبيانات والمؤسسات والاحتياجات المحلية، وصولاً إلى تطوير التقنيات المتقدمة وبناها الممكنة.
منظومة مترابطة
وأكد التقرير أن الاستفادة من الذكاء الاصطناعي لا تعتمد على امتلاك النماذج الأكبر فحسب، بل على بناء منظومة مترابطة تشمل الاتصال والحوسبة والبيانات والمهارات والمؤسسات، موضحاً أن الحلول الملائمة للسياق المحلي توسع الوصول إلى الخبرات، وترفع الإنتاجية، وتحسن الخدمات العامة، وتدعم النمو الاقتصادي.
وفي محور التركّز، الذي يرصد تمركز البنية المتقدمة للذكاء الاصطناعي والاستثمارات المرتبطة بها، أشار التقرير إلى أن المملكة تجمع بين الحوافز الضريبية والمناطق الاقتصادية الخاصة لاستقطاب الاستثمارات في مراكز البيانات وبناء قدرات الحوسبة، في نهج وطني يربط جذب رأس المال بتطوير منظومة تشمل الكفاءات والشركات الناشئة والطاقة والبنية التحتية اللازمة لنمو تطبيقات الذكاء الاصطناعي.
نمو متسارع
يتوافق التقرير مع النمو المتسارع في البنية التحتية الرقمية بالمملكة، إذ ارتفعت سعة مراكز البيانات من 68 ميجاوات في عام 2021 إلى 440 ميجاوات في عام 2025، ثم واصلت نموها لتبلغ 467 ميجاوات خلال الربع الأول من عام 2026، بزيادة تجاوزت 6% منذ بداية العام، وبما يقارب سبعة أضعاف مقارنة بعام 2021، كما بلغت تغطية شبكات الجيل الرابع والخامس 99% بنهاية عام 2025، ووصل متوسط سرعة الإنترنت إلى 216 ميجابت في الثانية، وهي ممكّنات تدعم التوسع في الخدمات السحابية وتطبيقات الذكاء الاصطناعي.
وفي محور القدرات، أبرز التقرير قدرة المملكة على جذب الكفاءات المتخصصة، موضحاً أنها جاءت في عام 2025 ضمن الاقتصادات التي سجلت أعلى صافي تدفق للعاملين في الذكاء الاصطناعي لكل 10 آلاف عضو على منصة «لينكدإن»، إلى جانب لوكسمبورغ وأستراليا وسويسرا، كما سجلت المملكة صافي تدفق بلغ 3.08 ضمن فئة أبرز مؤلفي ومبتكري الذكاء الاصطناعي في العام نفسه، في نتيجة تعكس تسارع جاذبية البيئة التقنية السعودية للخبرات النوعية.
The World Development Report 2026, issued by the World Bank Group and titled "The Promise of Artificial Intelligence," presents an advanced picture of Saudi Arabia's position in the global landscape of these technologies; it ranks the country among the top ten nations worldwide in private investment in artificial intelligence, highlighting it as an attractive destination for talent and a model for government data integration.
This international presence reflects the fruits of support and empowerment from wise leadership, through a comprehensive national path established by Saudi Vision 2030 to build an economy based on data, computing, and innovation, and to solidify the Kingdom's position in shaping the future of artificial intelligence.
The report, recently released, is the first comprehensive assessment provided by the World Bank on the impacts of artificial intelligence in developing economies, the opportunities it offers to individuals, enterprises, and governments, and the necessary requirements to maximize its developmental impact and manage its risks.
Three Pillars
The report is based on three main pillars that outline the impact of artificial intelligence on development: the capabilities it provides to expand access to expertise and support decision-making, the concentration resulting from the centralization of advanced model production, chips, and data centers in a limited number of countries and companies, and the complementary factors represented by infrastructure, data, skills, and institutions.
Through these pillars, the report presents a gradual path that begins with adopting available tools, then adapting them to local languages, data, institutions, and needs, leading to the development of advanced technologies and their enabling structures.
An Interconnected System
The report emphasizes that benefiting from artificial intelligence does not solely depend on possessing the largest models but on building an interconnected system that includes connectivity, computing, data, skills, and institutions, explaining that context-appropriate solutions expand access to expertise, enhance productivity, improve public services, and support economic growth.
In the concentration pillar, which monitors the centralization of advanced artificial intelligence infrastructure and related investments, the report notes that the Kingdom combines tax incentives and special economic zones to attract investments in data centers and build computing capabilities, in a national approach that links capital attraction with developing a system that includes competencies, startups, energy, and the necessary infrastructure for the growth of artificial intelligence applications.
Accelerated Growth
The report aligns with the accelerated growth in the digital infrastructure of the Kingdom, as the capacity of data centers increased from 68 megawatts in 2021 to 440 megawatts in 2025, and continued to grow to reach 467 megawatts during the first quarter of 2026, with an increase exceeding 6% since the beginning of the year, and nearly seven times compared to 2021. Additionally, the coverage of 4G and 5G networks reached 99% by the end of 2025, and the average internet speed reached 216 megabits per second, which are enablers supporting the expansion of cloud services and artificial intelligence applications.
In the capabilities pillar, the report highlights the Kingdom's ability to attract specialized talents, noting that in 2025, it ranked among the economies that recorded the highest net inflow of workers in artificial intelligence per 10,000 members on the LinkedIn platform, alongside Luxembourg, Australia, and Switzerland. The Kingdom also recorded a net inflow of 3.08 in the category of leading authors and innovators in artificial intelligence in the same year, reflecting the accelerating attractiveness of the Saudi tech environment for quality expertise.
