أعلنت وزارة الموارد البشرية والتنمية الاجتماعية، بالتعاون مع وزارة البلديات والإسكان، بدء تطبيق قرار رفع نسبة التوطين إلى 30% في المهن الهندسية بالقطاع الخاص اعتباراً من 30 يونيو 2026، وذلك على المنشآت التي يعمل بها 5 عاملين فأكثر من المهن المشمولة وفقاً للتعريفات والمسميات المهنية المعتمدة في التصنيف السعودي الموحد للمهن.
ويستهدف قرار التوطين 46 مهنة هندسية، من أبرزها: (مهندس معماري، مهندس توليد طاقة، مهندس صناعي، مهندس إلكترونيات، مهندس مركبات، مهندس بحري، مهندس صحي، مهندس إنتاج تقني، مهندس تصميم مواقع، مهندس نفط وغاز، مهندس بحث وتطوير، مهندس طيران)، إضافة إلى الاعتماد المهني من الهيئة السعودية للمهندسين.
وبدأت الفرق الرقابية بوزارة الموارد البشرية والتنمية الاجتماعية متابعة تطبيق القرار على المنشآت، والتأكد من التزامها بالنسب المحددة للمهن الهندسية المستهدفة؛ لضمان توفير فرص عمل منتجة ومستقرة للكوادر الوطنية، مع تأكيد تطبيق العقوبات النظامية بحق المنشآت المخالفة التي لم تلتزم بضوابط القرار بعد انتهاء المهلة المحددة.
يُشار إلى أن هذا القرار يأتي استمراراً لجهود الوزارتين، الرامية إلى رفع نسب توطين المهن الهندسية تحقيقاً لمستهدفات إستراتيجية سوق العمل في دعم الكفاءات الوطنية، وزيادة فرصهم الوظيفية، بما يتوافق مع أعداد الباحثين عن عمل في التخصصات ذات العلاقة، ومتطلبات القطاع الهندسي.
The Ministry of Human Resources and Social Development, in collaboration with the Ministry of Municipal and Rural Affairs and Housing, announced the implementation of a decision to raise the localization rate to 30% in engineering professions in the private sector starting from June 30, 2026, for establishments that employ 5 or more workers in the professions included according to the definitions and job titles approved in the Saudi Unified Classification of Professions.
The localization decision targets 46 engineering professions, including: (Architect, Power Generation Engineer, Industrial Engineer, Electronics Engineer, Vehicle Engineer, Marine Engineer, Health Engineer, Technical Production Engineer, Web Design Engineer, Oil and Gas Engineer, Research and Development Engineer, Aviation Engineer), in addition to professional accreditation from the Saudi Council of Engineers.
The monitoring teams at the Ministry of Human Resources and Social Development have begun to follow up on the implementation of the decision in establishments and ensure their compliance with the specified rates for the targeted engineering professions; to ensure the provision of productive and stable job opportunities for national cadres, while confirming the application of legal penalties against non-compliant establishments that do not adhere to the decision's regulations after the specified deadline.
It is worth noting that this decision comes as a continuation of the efforts of the two ministries aimed at increasing the localization rates of engineering professions to achieve the objectives of the labor market strategy in supporting national competencies and increasing their job opportunities, in line with the number of job seekers in related specialties and the requirements of the engineering sector.
