أعلن وزير الخزانة الأمريكي سكوت بيسنت، اليوم (الأحد)، أن الولايات المتحدة مستعدة لزيادة الرسوم الجمركية المفروضة على الصين إذا لم تلتزم الأخيرة بتعهدها بعدم منع صادرات المعادن النادرة.
وفي أعقاب الاتفاق و«حسن النية» الذي أظهره الرئيسان، أضاف وزير الخزانة الأمريكي: «آمل أن نتمكن من الاعتماد عليهم ليكونوا شركاء أكثر موثوقية».
وحذّر بقوله: «خلاف ذلك قد نلوح بتهديد الرسوم الجمركية مجدداً ونستعمل العديد من الأوراق الأخرى أيضاً».
قيود إضافية
وأشارت السلطات الصينية إلى أنها علقت لمدة عام القيود الإضافية التي فرضتها في التاسع من أكتوبر الماضي، على صادرات المعادن النادرة الحيوية لقطاع التكنولوجيا عالمياً.
ويتم استخراج هذه العناصر المعدنية في العديد من البلدان، منها الولايات المتحدة، لكن الصين تحتكر تقريباً معالجتها لجعلها قابلة للاستخدام في الصناعة، غير أن بعض القيود التي فرضتها بكين في السابق لا تزال سارية.
وتم الإعلان عن التعليق بعد محادثات بين الرئيسين الأمريكي دونالد ترمب، والصيني شي جينبينغ في كوريا الجنوبية.
وبموجب الاتفاق المعلن هذا الأسبوع، ستخفض الحكومة الأمريكية الرسوم الجمركية على الصادرات الصينية إلى الولايات المتحدة من 57% إلى 47%.
U.S. Treasury Secretary Scott Pisent announced today (Sunday) that the United States is prepared to increase tariffs imposed on China if the latter does not adhere to its commitment not to block exports of rare earth metals.
Following the agreement and the "goodwill" demonstrated by the two presidents, the U.S. Treasury Secretary added, "I hope we can rely on them to be more reliable partners."
He warned by saying, "Otherwise, we may threaten tariffs again and use many other options as well."
Additional Restrictions
Chinese authorities indicated that they have suspended for one year the additional restrictions imposed on October 9th on exports of rare earth metals vital to the global technology sector.
These mineral elements are extracted in many countries, including the United States, but China almost monopolizes their processing to make them usable in industry; however, some restrictions previously imposed by Beijing are still in effect.
The suspension was announced following talks between U.S. President Donald Trump and Chinese President Xi Jinping in South Korea.
Under the agreement announced this week, the U.S. government will reduce tariffs on Chinese exports to the United States from 57% to 47%.
