أعلن البيت الأبيض أن الصين ستعلق الرسوم الجمركية المضادة على بعض المنتجات الزراعية الأمريكية وستصدر تراخيص عامة صالحة لصادرات المعادن الأرضية النادرة وغيرها، وذلك في إطار الاتفاق الذي توصل إليه الرئيس دونالد ترمب مع نظيره الصيني شي جين بينغ.
فيما أعلنت الولايات المتحدة أن الصين قررت تعليق تنفيذ القيود الإضافية المفروضة على تصدير المعادن النادرة، وإنهاء التحقيقات التي كانت تستهدف شركات أمريكية عاملة في قطاع أشباه الموصلات.
ووفق البيان، ستصدر بكين تراخيص عامة تسمح بتصدير المعادن النادرة لصالح شركات أمريكية؛ ما يعني إلغاء القيود التي كانت قد فرضت في عامي 2022 و2025.
وفي المقابل، ستمدد الولايات المتحدة تعليق بعض الرسوم الجمركية المفروضة على الواردات الصينية لعام إضافي، إضافة إلى تأجيل تطبيق رسوم بنسبة 100% كانت مقررة على صادرات الصين إلى السوق الأمريكية الشهر القادم.
ضبط الصادرات
من جهة أخرى، أكد مفوض التجارة بالمفوضية الأوروبية، أمس، أن الاتحاد الأوروبي والصين سيواصلان التعاون بشأن سياسات ضبط الصادرات، وذلك بعد يوم من اجتماع مسؤولين من الجانبين في بروكسل.
واتفق ترمب والرئيس الصيني شي جين بينغ الخميس الماضي، على تهدئة التوتر وإعلان هدنة في حرب الرسوم الجمركية المتبادلة لمدة عام واحد، لكن الاتفاق لا يفعل الكثير لمعالجة الانقسام الأعمق بين البلدين.
قيود صارمة
وأخيراً، أعلن ترمب أنه توصل إلى اتفاق مع الصين يقضي بخفض الرسوم الجمركية مقابل استئناف بكين شراء فول الصويا من الولايات المتحدة وضمان استمرار صادرات المعادن النادرة وفرض قيود صارمة على التجارة غير المشروعة في مادة الفنتانيل.
وذكر ترمب أن الصين وافقت على البدء في عملية شراء الطاقة الأمريكية وأن صفقة كبيرة قد تتم على أن تشمل كميات من ألاسكا.
وجاء إعلان ترمب عقب لقائه المباشر مع الرئيس الصيني في مدينة بوسان بكوريا الجنوبية، في أول محادثات تجمعهما منذ 2019.
The White House announced that China will suspend counter-tariffs on some American agricultural products and will issue general licenses valid for the export of rare earth metals and others, as part of the agreement reached by President Donald Trump with his Chinese counterpart Xi Jinping.
The United States announced that China has decided to suspend the implementation of additional restrictions imposed on the export of rare metals and to end investigations targeting American companies operating in the semiconductor sector.
According to the statement, Beijing will issue general licenses allowing the export of rare metals for the benefit of American companies; this means the cancellation of restrictions that had been imposed in 2022 and 2025.
In return, the United States will extend the suspension of some tariffs imposed on Chinese imports for an additional year, in addition to postponing the implementation of a 100% tariff that was scheduled on Chinese exports to the American market next month.
Export Controls
On another note, the European Commissioner for Trade confirmed yesterday that the European Union and China will continue to cooperate on export control policies, following a day after officials from both sides met in Brussels.
Trump and Chinese President Xi Jinping agreed last Thursday to ease tensions and announce a truce in the mutual tariff war for one year, but the agreement does little to address the deeper divide between the two countries.
Strict Restrictions
Finally, Trump announced that he reached an agreement with China to reduce tariffs in exchange for Beijing resuming purchases of soybeans from the United States and ensuring the continuation of rare metals exports while imposing strict restrictions on illegal trade in fentanyl.
Trump mentioned that China agreed to begin the process of purchasing American energy and that a large deal could be made to include quantities from Alaska.
This announcement came after his direct meeting with the Chinese president in Busan, South Korea, in their first talks together since 2019.
