فازت المملكة العربية السعودية ممثلة بالديوان العام للمحاسبة، برئاسة المنظمة الدولية للأجهزة العليا للرقابة المالية العامة والمحاسبة «الإنتوساي»، بدءاً من العام 2031 لدورة رئاسية تستمر لمدة 3 سنوات، وذلك خلال أعمال الجمعية العمومية الـ25 للمنظمة، المنعقدة بمدينة شرم الشيخ المصرية.
وتنطلق رئاسة المملكة باستضافتها وفود أكثر من 195 دولة حول العالم بقيادة رؤساء الأجهزة العليا للرقابة المالية؛ لتتسلم فيها السعودية ممثلةً بالديوان العام للمحاسبة قيادة أعلى المنظمات الدولية في مجال المراجعة المالية ومراجعة الأداء، وقيادة دُفة هذا المجال المهني ذو الأهمية الفائقة للحكومات حول العالم؛ لدوره الفعّال في تعزيز الشفافية والحوكمة في القطاع العام، ورفع فاعلية الأداء الحكومي، وترسيخ الثقة بالاقتصاد الوطني للدول.
حراك دولي
ويأتي هذا الفوز تتويجاً لحراك دولي وزخمٍ مُتصاعد قادته المملكة، من خلال الجهود المستمرة للديوان العام للمحاسبة، ومسيرة طويلة وثرية في تسنم المناصب الدولية وقيادة المنظمات واللجان، بدأت منذ انضمام الديوان المبكر إلى المنظمة الدولية للأجهزة العليا للرقابة المالية العامة والمحاسبة في عام 1977، ليكون في مقدمة الدول الرائدة في تبنّي منهجيات المراجعة المالية وتوظيفها لحفظ المال العام وتعظيم أثره، وهو التوجه الذي وضعه مؤسس المملكة الملك عبدالعزيز بن عبدالرحمن آل سعود بقراره تأسيس الديوان العام للمحاسبة قبل أكثر من 100 عام، لتُترجم هذه الريادة المبكرة بتسلم المملكة ممثلةً بالديوان رئاسة العديد من المنظمات الدولية والإقليمية، تمثَّلت في رئاسة المنظمة العربية للأجهزة العليا للرقابة المالية العامة والمحاسبة (الأرابوساي) لمرتين متتاليتين منذ عام 2022؛ بوصفه أول جهاز يتولى رئاستها لفترتين متتاليتين منذ تأسيسها، إضافةً إلى الفوز برئاسة المنظمة الآسيوية للأجهزة العليا للرقابة المالية العامة والمحاسبة (الآسوساي) بدءاً من عام 2027، وترؤس الديوان العديد من اللجان القيادية في منظمة الإنتوساي، وقيادة العديد من المبادرات المعنية ببناء القدرات وتعزيز كفاءة الأجهزة النظيرة بالدول النامية في مجال المراجعة والمحاسبة، نهوضاً بمسؤولية المملكة -ومن موقعها الريادي- تجاه تطور مجال المراجعة والمحاسبة عالمياً.
عضوية 195 دولة
وتُعد المنظمة الدولية للأجهزة العليا للرقابة المالية العامة والمحاسبة (الإنتوساي) أكبر وأعرق المنظمات الدولية التي تجمع الأجهزة العليا للرقابة المالية، وقد تأسست قبل أكثر من 70 عاماً، تلاها تأسيس العديد من المنظمات على المستويات القارّية والإقليمية، وتضم الإنتوساي في عضويتها أكثر من 195 دولة ممثلة بأجهزتها العليا للرقابة المالية، تمارس أنشطتها في المراجعة على القطاع العام في الدولة، وتهدف المنظمة إلى تحقيق رؤية تتمثل في تعزيز الشفافية والحوكمة، بما ينعكس على تحسين حياة المواطنين حول العالم.
أوضح رئيس الديوان العام للمحاسبة الدكتور حسام العنقري، أن هذا الفوز سيُدوَّن في سجلات المملكة الزاخرة بالمنجزات على الصعيدين المحلي والدولي، في صورة تعكس المكانة الدولية للمملكة، والثقة العالمية التي تحوزها، وتخولها القيام بدور حيوي ومؤثر على مستوى العالم.
The Kingdom of Saudi Arabia, represented by the General Court of Audit, has won the presidency of the International Organization of Supreme Audit Institutions (INTOSAI), starting from the year 2031 for a presidential term lasting 3 years, during the 25th General Assembly of the organization held in Sharm El Sheikh, Egypt.
The Kingdom's presidency will commence by hosting delegations from more than 195 countries around the world, led by the heads of supreme audit institutions; in which Saudi Arabia, represented by the General Court of Audit, will take the lead of the highest international organizations in the field of financial auditing and performance review, steering this highly significant professional field for governments worldwide due to its effective role in enhancing transparency and governance in the public sector, improving government performance, and establishing trust in the national economy of countries.
International Movement
This victory comes as a culmination of an international movement and increasing momentum led by the Kingdom, through the continuous efforts of the General Court of Audit, and a long and rich journey in assuming international positions and leading organizations and committees, which began with the early accession of the Court to the International Organization of Supreme Audit Institutions in 1977, making it one of the leading countries in adopting financial auditing methodologies and employing them to safeguard public funds and maximize their impact. This approach was established by the founder of the Kingdom, King Abdulaziz bin Abdulrahman Al Saud, with his decision to establish the General Court of Audit over 100 years ago. This early leadership is reflected in the Kingdom, represented by the Court, assuming the presidency of many international and regional organizations, including the presidency of the Arab Organization of Supreme Audit Institutions (ARABOSAI) for two consecutive terms since 2022; being the first body to hold the presidency for two consecutive terms since its establishment, in addition to winning the presidency of the Asian Organization of Supreme Audit Institutions (ASOSAI) starting from 2027, and the Court's leadership of many steering committees in INTOSAI, as well as leading numerous initiatives aimed at building capacities and enhancing the efficiency of peer institutions in developing countries in the field of auditing and accounting, fulfilling the Kingdom's responsibility - from its pioneering position - towards the global development of auditing and accounting.
Membership of 195 Countries
The International Organization of Supreme Audit Institutions (INTOSAI) is the largest and most prestigious international organization that brings together supreme audit institutions, established over 70 years ago, followed by the establishment of many organizations at continental and regional levels. INTOSAI has more than 195 member countries represented by their supreme audit institutions, which engage in auditing activities in the public sector of the state. The organization aims to achieve a vision that focuses on enhancing transparency and governance, reflecting positively on improving the lives of citizens around the world.
Dr. Hussam Al-Anqari, the President of the General Court of Audit, stated that this victory will be recorded in the Kingdom's rich history of achievements at both local and international levels, reflecting the Kingdom's international standing and the global trust it holds, enabling it to play a vital and influential role on the world stage.
