أعلنت وزارة المالية في التقرير الربعي لأداء الميزانية العامة للدولة للربع الثاني من السنة المالية الحالية 2025 استحواذ الإيرادات (غير النفطية) على 49.69% من إجمالي إيرادات الدولة، إذ بلغت قيمتها 149,861 مليون ريال، تزامناً مع تسجيلها نمواً ملحوظاً بنسبة 31.68% مقارنة بالربع الأول.
وسجلت ميزانية الدولة عجزاً بقيمة 34,534 مليون ريال، إذ بلغت قيمة الإيرادات الإجمالية نحو 301,595 مليون ريال، منها 151,734 مليون ريال (إيرادات نفطية)، أما مصروفات الدولة العامة فبلغت 336,129 مليون ريال.
وعلى مستوى النصف الأول (الستة الأشهر الأولى) من العام الحالي 2025، بلغت الإيرادات الإجمالية 565,210 ملايين ريال، أما المصروفات فسجلت 658,446 مليون ريال، وبلغ العجز الإجمالي 93,236 مليون ريال.
انعكاسات الضرائب
ارتفعت إيرادات الضرائب على الدخل والأرباح والمكاسب الرأسمالية بنسبة 7% في الربع الثاني لتبلغ 13,729 مليون ريال، فيما كانت تلك الضرائب في الربع الأول نحو 12,850 مليون ريال، وارتفعت إيرادات الضرائب على التجارة والمعاملات الدولية بنسبة 16% لتصل إلى 6,323 مليون ريال، بعد أن كانت في الربع الأول 5,458 مليون ريال، وارتفعت الضرائب على السلع والخدمات بنسبة 7% لتصل إلى 74,950 مليون ريال، بعد أن كانت 70,125 مليون ريال في الربع الأول.
صرفية القطاعات
وبعد مرور النصف الأول من العام الحالي 2023، فإن العديد من القطاعات صرفت أكثر من الميزانية المعتمدة لها، إذ تم صرف أكثر من نصف الميزانية المعتمدة لقطاعات «الإدارة العامة، الخدمات البلدية، الصحة والتنمية الاجتماعية، الموارد الاقتصادية، التعليم»، وصرف قطاع الأمن والمناطق الإدارية نصف الميزانية المخصصة للعام، وهناك بعض القطاعات صرفت أقل من نصف الميزانية المعتمدة وهي «العسكري، التجهيزات الأساسية والنقل، البنود العامة».
آلية التمويل
كشفت وزارة المالية أن عجز الميزانية الذي سجل في الربعين الأول والثاني تم تمويلهما من الدين بالكامل، دون المساس بالاحتياطيات الحكومية.

The Ministry of Finance announced in the quarterly report on the performance of the state budget for the second quarter of the current fiscal year 2025 that non-oil revenues accounted for 49.69% of the total state revenues, amounting to 149,861 million riyals, coinciding with a significant growth of 31.68% compared to the first quarter.
The state budget recorded a deficit of 34,534 million riyals, with total revenues reaching approximately 301,595 million riyals, of which 151,734 million riyals were oil revenues. Meanwhile, the total public expenditures of the state amounted to 336,129 million riyals.
In the first half (the first six months) of the current year 2025, total revenues reached 565,210 million riyals, while expenditures recorded 658,446 million riyals, resulting in a total deficit of 93,236 million riyals.
Tax Impacts
Tax revenues on income, profits, and capital gains increased by 7% in the second quarter to reach 13,729 million riyals, compared to approximately 12,850 million riyals in the first quarter. Revenues from taxes on trade and international transactions rose by 16% to 6,323 million riyals, up from 5,458 million riyals in the first quarter, and taxes on goods and services increased by 7% to reach 74,950 million riyals, after being 70,125 million riyals in the first quarter.
Sector Expenditures
After the first half of the current year 2023, many sectors have spent more than their approved budgets, with more than half of the approved budget for the sectors of "public administration, municipal services, health and social development, economic resources, education" being spent. The security sector and administrative regions spent half of the allocated budget for the year, while some sectors spent less than half of their approved budgets, including "military, basic equipment and transport, general items."
Financing Mechanism
The Ministry of Finance revealed that the budget deficit recorded in the first and second quarters was fully financed by debt, without affecting government reserves.
