رفع وزير البلديات والإسكان رئيس مجلس إدارة الهيئة العامة للعقار ماجد بن عبدالله الحقيل، الشكر لخادم الحرمين الشريفين الملك سلمان بن عبدالعزيز ولولي عهده الأمين، بمناسبة صدور موافقة مجلس الوزراء على النظام المُحدَّث لتملُّك غير السعوديين العقار، في جلسته المنعقدة أمس (الثلاثاء).
وأوضح الحقيل أنَّ صدور موافقة مجلس الوزراء على النظام المُحدَّث لتملُّك غير السعوديين العقار في هذا التوقيت، يأتي امتداداً للتشريعات العقارية الرامية إلى تنمية القطاع العقاري، وتشجيع الاستثمار الأجنبي المباشر الذي سُيسهم في رفع المعروض العقاري، من خلال استقطاب المستثمرين وشركات التطوير العقاري إلى السوق السعودي.
وبيّن أن اللائحة التنفيذية للنظام ستُطرح في «استطلاع» خلال 180 يوماً من نشر القرار، وأن النظام يدخل حيز التنفيذ في يناير 2026.
وأكدَّ الحقيل أنَّ النظام المُحدَّث يُراعي مصالح المواطنين السعوديين من خلال وجود آليات تضمن ضبط السوق والامتثال للإجراءات المحددَّة الساعية إلى تحقيق التوازن العقاري، مبيناً أنَّ النظامَ راعى جميع الجوانب الاقتصادية والاستثمارية، إذ سيُتاح التملُّك في نطاقات جغرافية مُحددَّة خصوصاً في مدينتَي الرياض وجدة، واشتراطات خاصة للتملُّك في مكة المكرمة والمدينة المنورة.
The Minister of Municipal and Rural Affairs and Housing, Chairman of the Board of Directors of the General Authority for Real Estate, Majid bin Abdullah Al-Huqail, expressed his gratitude to the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz, and to the Crown Prince, on the occasion of the Cabinet's approval of the updated system for non-Saudis to own real estate, during its session held yesterday (Tuesday).
Al-Huqail explained that the Cabinet's approval of the updated system for non-Saudis to own real estate at this time is an extension of the real estate legislation aimed at developing the real estate sector and encouraging foreign direct investment, which will contribute to increasing the real estate supply by attracting investors and real estate development companies to the Saudi market.
He indicated that the executive regulations for the system will be presented in a "survey" within 180 days of the decision's publication, and that the system will come into effect in January 2026.
Al-Huqail confirmed that the updated system takes into account the interests of Saudi citizens through the existence of mechanisms that ensure market regulation and compliance with the specified procedures aimed at achieving real estate balance, noting that the system considers all economic and investment aspects, as ownership will be allowed in specific geographical areas, particularly in the cities of Riyadh and Jeddah, with special conditions for ownership in Mecca and Medina.
