أعلنت إدارة الصناعة والأمن التابعة لوزارة التجارة الأمريكية (BIS) اليوم (الجمعة)، 29 أغسطس 2025، عن إصدار قرار جديد يهدف إلى تخفيف متطلبات الترخيص لتصدير السلع والبرمجيات والتكنولوجيا ذات الاستخدامات المدنية إلى سورية.

وبحسب بيان الوزارة الأمريكية، يأتي هذا القرار تنفيذاً للسياسة التي أقرها الأمر التنفيذي 14312 الصادر في 30 يونيو 2025، بعنوان «إلغاء العقوبات على سورية»، والذي أكد التزام الولايات المتحدة بدعم سورية مستقرة وموحدة وفي سلام مع نفسها وجيرانها.
وبموجب القرار الجديد، أصبح بإمكان الشركات الأمريكية تصدير السلع والبرمجيات والتكنولوجيا ذات الاستخدامات المدنية البحتة (المصنفة تحت تصنيف EAR99 وفقاً للوائح BIS)، بالإضافة إلى أجهزة الاتصالات الاستهلاكية وبعض المعدات المتعلقة بالطيران المدني، إلى سورية دون الحاجة إلى ترخيص تصدير مسبق.
كما يسهل القرار الموافقة على تراخيص تصدير المنتجات المتعلقة بتطوير البنية التحتية للاتصالات، وخدمات الصرف الصحي، وتوليد الطاقة، والطيران المدني.

ومع ذلك، ستستمر إدارة الصناعة والأمن في مراجعة طلبات تصدير العناصر ثنائية الاستخدام (ذات الاستخدامات المدنية والعسكرية) على أساس كل حالة على حدة، مع التركيز على منع وصول هذه العناصر إلى أطراف خبيثة، بما في ذلك أفراد وكيانات سورية لا تزال خاضعة للعقوبات.
وفي هذا السياق، قال جيفري كيسلر، وكيل وزارة التجارة للصناعة والأمن: «تعكس هذه الخطوة التزام إدارة ترمب بمنح الشعب السوري فرصة جديدة لبناء مستقبل مستقر ومزدهر تحت قيادة حكومتهم الجديدة»، مضيفاً: «في الوقت نفسه، ستظل إدارتنا يقظة لمنع الأطراف السيئة من الوصول إلى السلع والتكنولوجيا الأمريكية».
يأتي هذا القرار في إطار جهود الولايات المتحدة لدعم استقرار الاقتصاد السوري، بعد إلغاء معظم العقوبات الاقتصادية على سورية بموجب الأمر التنفيذي 14312، مع استمرار العقوبات على أفراد وكيانات معينة مثل الرئيس السابق بشار الأسد وشركاء آخرين يُعتبرون عوامل مزعزعة للاستقرار في المنطقة.
The Bureau of Industry and Security (BIS) of the U.S. Department of Commerce announced today (Friday), August 29, 2025, the issuance of a new decision aimed at easing licensing requirements for the export of goods, software, and technology with civilian uses to Syria.

According to a statement from the U.S. Department, this decision comes in implementation of the policy established by Executive Order 14312 issued on June 30, 2025, titled "Lifting Sanctions on Syria," which reaffirmed the United States' commitment to supporting a stable, unified, and peaceful Syria with itself and its neighbors.
Under the new decision, U.S. companies can export purely civilian goods, software, and technology (classified under EAR99 according to BIS regulations), in addition to consumer communication devices and some equipment related to civil aviation, to Syria without the need for prior export licensing.
The decision also facilitates the approval of export licenses for products related to the development of communication infrastructure, sanitation services, power generation, and civil aviation.

However, the Bureau of Industry and Security will continue to review export requests for dual-use items (with both civilian and military uses) on a case-by-case basis, focusing on preventing these items from reaching malicious parties, including individuals and entities in Syria that remain under sanctions.
In this context, Jeffrey Kessler, Under Secretary of Commerce for Industry and Security, stated: "This step reflects the Trump Administration's commitment to giving the Syrian people a new opportunity to build a stable and prosperous future under their new government," adding: "At the same time, our administration will remain vigilant to prevent bad actors from accessing U.S. goods and technology."
This decision comes as part of U.S. efforts to support the stability of the Syrian economy, following the lifting of most economic sanctions on Syria under Executive Order 14312, while sanctions remain in place on certain individuals and entities such as former President Bashar al-Assad and other partners considered destabilizing factors in the region.
