تقدمت وزيرة المالية الكويتية نورة الفصام باستقالتها من منصبها، وصدر مرسوم أميري بقبول استقالتها، وتعيين وزير الكهرباء صبيح المخيزيم وزيرا للمالية، وفق ما نشرته وكالة الأنباء الكويتية – «كونا»، اليوم.
ونص المرسوم الأميري، على قبول استقالة وزيرة المالية ووزيرة الدولة للشؤون الاقتصادية والاستثمار بناءً على عرض رئيس مجلس الوزراء.
وفي مرسوم أميري آخر، تقرر تعيين وزير الكهرباء والماء والطاقة المتجددة الدكتور صبيح عبدالعزيز عبدالمحسن المخيزيم إضافة إلى عمله وزيراً للمالية ووزير دولة للشؤون الاقتصادية والاستثمار بالوكالة، وذلك بناءً على ما عرضه رئيس مجلس الوزراء.
وتم تعيين نورة الفصام الحاصلة على شهادة الماجستير في إدارة الأعمال وشهادة بكالوريوس الهندسة الصناعية والنظم من جامعة الكويت، وزيرة للمالية ووزيرة دولة للشؤون الاقتصادية والاستثمار، في 25 أغسطس 2024 في تعديل وزاري.
وقبل توليها منصبها الوزاري كانت تعمل رئيسة التخطيط الإستراتيجي في بنك بوبيان الكويتي، بخبرة عملية تزيد على 23 عاما في تمويل الشركات والخدمات المصرفية الاستثمارية.
وخلال فترة توليها الوزارة تمكنت الحكومة من إصدار قانون الدين العام عبر مرسوم، في مارس الماضي، لتضع بذلك إطارا طويل الأجل لتنظيم الاقتراض العام، وذلك في ظل استعداد البلاد للعودة إلى أسواق الدين العالمية قريبا.
وأتاح القانون للحكومة إصدار أدوات مالية بآجال استحقاق تصل إلى 50 سنة، مع تحديد سقف الدين العام بمبلغ 30 مليار دينار كويتي (98.18 مليار دولار) كحد أقصى أو ما يعادله من العملات الأجنبية الرئيسية القابلة للتحويل.

The Kuwaiti Minister of Finance, Nourah Al-Fusam, has submitted her resignation from her position, and a royal decree has been issued accepting her resignation and appointing the Minister of Electricity, Sabih Al-Mukhizeem, as the Minister of Finance, according to what was published by the Kuwaiti News Agency - "KUNA," today.
The royal decree stated the acceptance of the resignation of the Minister of Finance and Minister of State for Economic Affairs and Investment based on the proposal of the Prime Minister.
In another royal decree, it was decided to appoint the Minister of Electricity, Water, and Renewable Energy, Dr. Sabih Abdulaziz Abdulmohsen Al-Mukhizeem, in addition to his role as Minister of Finance and Acting Minister of State for Economic Affairs and Investment, based on what was proposed by the Prime Minister.
Nourah Al-Fusam, who holds a Master's degree in Business Administration and a Bachelor's degree in Industrial Engineering and Systems from Kuwait University, was appointed as Minister of Finance and Minister of State for Economic Affairs and Investment on August 25, 2024, in a cabinet reshuffle.
Before assuming her ministerial position, she worked as the Head of Strategic Planning at Boubyan Bank in Kuwait, with over 23 years of practical experience in corporate finance and investment banking.
During her tenure as minister, the government was able to issue a public debt law through a decree in March, thus establishing a long-term framework for regulating public borrowing, as the country prepares to return to the global debt markets soon.
The law allowed the government to issue financial instruments with maturities of up to 50 years, with a cap on public debt set at 30 billion Kuwaiti Dinars (98.18 billion dollars) as a maximum or its equivalent in major convertible foreign currencies.
