أثارت التكلفة الباهظة التي خصصتها الحكومة الأرمينية لتنظيم حفل نجمة البوب الأمريكية جينيفر لوبيز في العاصمة يريفان جدلاً واسعاً في البلاد، وسط اتهامات بانتهاك الدستور وشبهات فساد.
وأُقيم حفل لوبيز الأحد الماضي على الملعب الجمهوري في يريفان، وأفادت وسائل إعلام محلية بأن تكلفة إحياء الحفل بلغت 6 ملايين دولار، فيما صرح لاحقاً نائب عمدة يريفان أرمين بامبوكيان بأن الحكومة خصصت فعلياً 7 ملايين دولار لتنظيم الحفل، واصفاً هذه النفقات بـ«المبررة».
و أعرب العديد من مرتادي مواقع التواصل الاجتماعي عن استيائهم مما وصفوه بـ«تبديد المال العام على فعالية فنية»، في وقت كان من الأجدر بالحكومة توجيه هذه النفقات نحو قطاعات أكثر أولوية كالتعليم والصحة والبنية التحتية.
وفي سياق متصل، وصف رئيس وزراء أرمينيا السابق غرانت باغراتيان تخصيص ملايين الدولارات من ميزانية الدولة لإحياء حفل لوبيز بأنه «انتهاك للدستور».
وقال في تصريحات صحفية: «تخصيص 6 ملايين دولار من أموال الدولة لحفل جينيفر لوبيز يُعد مخالفاً للدستور، فالدولة ليست جهة تجارية، مثل هذا الإنفاق ينطوي على مخاطر فساد جسيمة».
وأشار إلى أن بيع تذاكر الحفل يُعد مؤشراً على وجود شق تجاري في هذه الفعالية، ما يعني أن استخدام الأموال العامة لمصلحة محدودة يخالف مبدأ العدالة الاجتماعية، مضيفاً: «نحن أمام نشاط ذي طابع تجاري جزئي، والمال العام ملك لجميع المواطنين، في حين لم يتمكن سوى عدد محدود من حضور الحفل. ويجب على النيابة العامة والهيئات المختصة بمكافحة الفساد فتح تحقيق فوري في هذه المسألة».
ودعا باغراتيان وزيرة التعليم والعلوم والثقافة والرياضة جانا أندرياسيان إلى توضيح الأساس القانوني الذي اعتمدت عليه لتنظيم الحفل، مطالباً باستجواب وزير المالية فاهيه أوفانيسيان بشأن صرف أموال لم تُدرج ضمن الميزانية الرسمية للدولة.
The exorbitant cost allocated by the Armenian government to organize a concert for American pop star Jennifer Lopez in the capital Yerevan has sparked widespread controversy in the country, amid accusations of constitutional violations and corruption suspicions.
The Lopez concert was held last Sunday at the Republican Stadium in Yerevan, and local media reported that the cost of reviving the concert amounted to 6 million dollars, while the Deputy Mayor of Yerevan, Armin Bambukyan, later stated that the government actually allocated 7 million dollars for organizing the concert, describing these expenses as "justified."
Many social media users expressed their discontent with what they described as "squandering public money on an artistic event," at a time when it would have been more appropriate for the government to direct these expenses towards more priority sectors such as education, health, and infrastructure.
In a related context, former Armenian Prime Minister Grant Bagratyan described the allocation of millions of dollars from the state budget for reviving Lopez's concert as a "violation of the constitution."
He stated in press remarks: "Allocating 6 million dollars of state funds for Jennifer Lopez's concert is unconstitutional; the state is not a commercial entity, and such spending entails serious corruption risks."
He pointed out that the sale of concert tickets indicates a commercial aspect to this event, which means that using public funds for a limited benefit violates the principle of social justice, adding: "We are facing an activity with a partially commercial nature, and public money belongs to all citizens, while only a limited number were able to attend the concert. The public prosecutor's office and the relevant anti-corruption bodies should open an immediate investigation into this matter."
Bagratyan called on the Minister of Education, Science, Culture, and Sports, Jana Andreasyan, to clarify the legal basis on which she relied to organize the concert, demanding the questioning of Finance Minister Vahram Avanesyan regarding the disbursement of funds that were not included in the official state budget.
