تمثل «اتفاقية مكة للدفاع المشترك» بين المملكة العربية السعودية وتركيا وباكستان تحوّلاً نوعياً في التفكير الأمني الإقليمي، ليس لأنها تضيف اتفاقاً عسكرياً جديداً إلى شبكة العلاقات بين الدول الثلاث فحسب، بل لأنها تنقل مفهوم الأمن من إدارة الأزمات بعد وقوعها إلى بناء قدرة ردع تمنع وقوعها أصلاً. فالقاعدة التي تقوم عليها الاتفاقية، ومفادها أن الاعتداء المسلح على إحدى الدول الثلاث يعد اعتداءً عليها جميعاً، ترفع بصورة واضحة كلفة أي مغامرة عسكرية محتملة، وتبعث برسالة مفادها أن أمن المنطقة لم يعد مساحة مفتوحة للاختبار والضغط والابتزاز. والأهمية الأكبر أن هذا الترتيب لم يولد نتيجة انفعال سياسي أو رد فعل طارئ على أزمة آنية، بل جاء بعد مفاوضات استمرت قرابة عام، وسبقته خطوات متدرجة من التعاون السعودي مع كل من تركيا وباكستان، ما يكشف عن رؤية إستراتيجية طويلة المدى لبناء منظومة أمن أكثر استقلالاً وقدرة على حماية مصالح دول المنطقة. وفي قلب هذه المعادلة تبرز المملكة العربية السعودية بوصفها مركز الثقل السياسي والاقتصادي الذي استطاع جمع قوتين عسكريتين كبيرتين في إطار واحد، وتحويل العلاقات الثنائية المتفرقة إلى بنية متعددة الأطراف يمكن أن تشكّل مستقبل نواة أوسع للأمن الإقليمي. هنا تحديداً تتجلى أهمية السياسة السعودية الجديدة: فالرياض لا تنتظر نظاماً إقليمياً تصنعه قوى أخرى ثم تبحث لنفسها عن موقع داخله، وإنما تتحرك للمشاركة في صياغة هذا النظام انطلاقاً من مصالحها ومصالح الاستقرار الإقليمي. كما أن الاتفاق يحقق تكاملاً نادراً بين قدرات مختلفة؛ فالمملكة تمتلك الوزن الاقتصادي والمالي والموقع السياسي والعمق العربي والإسلامي، وتركيا تمتلك صناعة دفاعية متقدمة وخبرة مهمة في المسيّرات والمنظومات البحرية والإلكترونية، بينما تمتلك باكستان كتلة عسكرية كبيرة وخبرة عملياتية وموقعاً إستراتيجياً بالغ الأهمية على بحر العرب. ولذلك فإن قيمة الاتفاق لا تكمن في تجميع الجيوش بقدر ما تكمن في تكامل القدرات والخبرات والتكنولوجيا. ويكتسب البعد الصناعي أهمية خاصة بالنسبة للمملكة، إذ إن الحديث عن مشاريع مشتركة في الصناعات الدفاعية ينسجم مباشرة مع أهداف رؤية السعودية 2030 في توطين الصناعة العسكرية ونقل التكنولوجيا وتنويع مصادر التسليح وتقليل الارتهان لمورّد واحد يمكن أن تتحكم الاعتبارات السياسية في قراراته. ومن الضروري أيضاً قراءة تأكيد قادة الدول الثلاث أن الاتفاق لا يستهدف دولة بعينها، وأن الباب يمكن أن يكون مفتوحاً أمام دول شقيقة أخرى، باعتباره دليلاً على أن الغاية ليست إنشاء محور للحرب، بل إقامة مظلة للردع والاستقرار، وربما تطويرها مستقبلاً إلى منظومة أمن إقليمي أكثر اتساعاً. أما اختيار مكة المكرمة مكاناً للتوقيع، فإنه يمنح الاتفاق بعداً رمزياً استثنائياً، ويؤكد مكانة المملكة باعتبارها نقطة التقاء قادرة على تحويل ثقلها الديني والسياسي والاقتصادي إلى مبادرات عملية. ومن هذه الزاوية، يمكن النظر إلى اتفاقية مكة باعتبارها واحدة من أهم خطوات إعادة تشكيل التوازن الإقليمي على أساس الشراكة والردع والاستقلال الإستراتيجي، وخطوة تستحق الترحيب لأنها تجعل الاستقرار مشروعاً تصنعه دول المنطقة بنفسها، وتضع الرياض في الموقع الذي يتناسب مع وزنها المتصاعد: دولة تقود المبادرة بدلاً من انتظار الآخرين ليحددوا قواعدها.

The greater significance is that this arrangement did not arise from a political impulse or an emergency reaction to a current crisis, but came after nearly a year of negotiations and was preceded by gradual steps of cooperation between Saudi Arabia and both Turkey and Pakistan, revealing a long-term strategic vision for building a more independent security system capable of protecting the interests of the countries in the region. At the heart of this equation, the Kingdom of Saudi Arabia emerges as the political and economic center of gravity that has managed to bring together two major military powers within a single framework, transforming disparate bilateral relations into a multilateral structure that could form the future nucleus of broader regional security. Herein lies the importance of the new Saudi policy: Riyadh is not waiting for a regional system to be crafted by other powers and then seeking its place within it; rather, it is actively participating in shaping this system based on its own interests and those of regional stability. The agreement also achieves a rare integration of different capabilities; the Kingdom possesses economic, financial, political weight, and deep Arab and Islamic ties, while Turkey has advanced defense industries and significant expertise in drones, naval systems, and electronics, and Pakistan has a large military bloc, operational experience, and a strategically vital location on the Arabian Sea. Therefore, the value of the agreement lies not in the mere assembly of armies but in the integration of capabilities, expertise, and technology. The industrial dimension holds special importance for the Kingdom, as discussions about joint projects in defense industries align directly with the goals of Saudi Vision 2030 to localize military industry, transfer technology, diversify arms sources, and reduce dependence on a single supplier whose political considerations can influence its decisions. It is also essential to note the emphasis by the leaders of the three countries that the agreement does not target any specific country and that the door may be open to other brotherly nations, as evidence that the aim is not to create a war axis but to establish a framework for deterrence and stability, and perhaps to develop it in the future into a broader regional security system. The choice of Makkah as the signing location gives the agreement an exceptional symbolic dimension and reaffirms the Kingdom's status as a meeting point capable of transforming its religious, political, and economic weight into practical initiatives. From this perspective, the Makkah Agreement can be viewed as one of the most important steps in reshaping the regional balance based on partnership, deterrence, and strategic independence, and a step that deserves to be welcomed because it makes stability a project created by the countries of the region themselves, placing Riyadh in a position that matches its rising weight: a country that leads the initiative instead of waiting for others to set its rules.
