ردود الفعل الإقليمية والدولية من «اتفاقية مكة» للدفاع المشترك بين السعودية وتركيا وباكستان متوقعة، بغض النظر عن سياقات وخلفية الآراء التي تناولتها، أو المواقف المعلنة منها، أو حتى التوقعات والفرضيات التي حاولت أن تربط توقيتها بالأحداث الجارية في منطقة الشرق الأوسط، رغم أن هذه الاتفاقية جاءت تتويجاً لمفاوضات إستراتيجية امتدت لسنوات بين الدول الثلاث، واستمراراً للتعاون العسكري بينها منذ عقود، فضلاً عن التكامل الاقتصادي والأمني والسياسي، وهو ما يجعل الوصول إلى هذه الاتفاقية في سياق طبيعي.
الحقائق الثابتة في هذه الاتفاقية أنها ذات طبيعة دفاعية ورادعة وليست موجّهة ضد أي دولة بعينها (بما في ذلك إيران)، واتفاقية أيضاً ذات مظلة مفتوحة وغير انعزالية، بمعنى أنها لا تشكّل محوراً طائفياً أو عسكرياً مغلقاً، بل هي مفتوحة لانضمام الدول الشقيقة في المنطقة التي تشاركها مبادئ تعزيز السلام والاستقرار، كذلك اتفاقية لا تلغي أو تحل محل أي معاهدات ثنائية أو متعددة الأطراف للدول الأعضاء مع أطراف أخرى، كما أنها تنسجم تماماً مع المادة 51 من ميثاق الأمم المتحدة التي تكفل حق الدفاع الفردي والجماعي عن النفس.
مهما حاولت الآراء الأخرى أن تقفز على تلك الحقائق تجد نفسها أمام حوكمة بالغة الدقة في تنفيذ بنود الاتفاقية، من خلال آلية التشاور والاستجابة عند تعرّض أي دولة للتهديد، حيث تطلب المساعدة، ويتم تحديد شكل الدعم (عسكري، لوجستي، استخباراتي) بناءً على تقييم مشترك لطبيعة التهديد، كذلك المأسسة التنظيمية بالإعلان عن تأسيس لجنة وزارية مشتركة للتنسيق، إلى جانب إنشاء أمانة عامة دائمة للاتفاقية يكون مقرها في السعودية.
الاتفاقية التاريخية تقوم على مبدأ «الردع الجماعي»، حيث ينص بندها الأساسي على أن أي هجوم مسلح خارجي على إحدى الدول الثلاث يُعد هجوماً عليها جميعاً، وهذا المبدأ ليس جديداً في العلاقات الدولية، ولا يحتمل تفسيرات لا تنسجم مع الواقع، وأكبر دليل حلف شمال الأطلسي (الناتو) الذي يضم مجموعة واسعة من دول أمريكا الشمالية وأوروبا، وينص مبدؤه الرئيس (المادة الخامسة) على أن الهجوم المسلح على عضو أو أكثر يُعدّ هجوماً على الجميع.
وبالتالي الدول الثلاث لم تخترع مبدأ ردع من عدم، وإنما هي ممارسة موجودة بين دول العالم، فضلاً عن الاتفاقيات الثنائية التي تجري بين الدول لتحقيق المبدأ ذاته، والأهم أن هذا المبدأ يحقق الاستقرار العالمي، وخلق بيئة ردع متوازنة تضمن حماية خطوط الملاحة الدولية، وإمدادات الطاقة، وتحقيق سلام مستدام يبنى على القوة والتكامل الإستراتيجي، وهو خلاصة هذه الاتفاقية.
الموقف ليس تبريراً ولكنه توضيحاً لما هو أهم، وهو أن الرياض وأنقرة وإسلام آباد تبرهن على قدرة القوى الإقليمية الكبرى على صياغة أمنها القومي بنفسها، بدلاً من الاعتماد على المظلات الأمنية الدولية التقليدية، وجاء هذا «التحالف التاريخي» بمثابة تعزيز الاعتماد الذاتي المشترك لحماية سيادة تلك الدول ومصالحها الحيوية.
القوة الحقيقية لهذه الاتفاقية في التكامل الجيوسياسي والعسكري والمالي الفريد الذي تشكّله الدول الثلاث؛ فالسعودية تمثل الثقل الاقتصادي والمالي العالمي، والعمق الإستراتيجي والروحي للعالم الإسلامي، إلى جانب نفوذها السياسي والدبلوماسي الواسع، والجمهورية التركية توفر قاعدة تصنيع عسكري وتكنولوجي متطورة، بالإضافة إلى امتلاكها لثاني أكبر جيش في حلف الناتو، وجمهورية باكستان الإسلامية تمنح الحلف عمقاً بشرياً وخبرة قتالية عسكرية ميدانية هائلة تراكمت على مدى عقود، فضلاً عن كونها القوة النووية الوحيدة في العالم الإسلامي.
«اتفاقية مكة» باختصار تعيد صياغة التوازنات الإقليمية، وتمنح المنطقة والعالم الاستقرار والتنمية، وهذه الرسالة وحدها كافية لفهم أبعادها المستقبلية.
The regional and international reactions to the "Makkah Agreement" for joint defense between Saudi Arabia, Turkey, and Pakistan are expected, regardless of the contexts and backgrounds of the opinions expressed, the announced positions, or even the predictions and hypotheses that attempted to link its timing to the ongoing events in the Middle East. This agreement is a culmination of strategic negotiations that have extended for years among the three countries and a continuation of military cooperation between them for decades, in addition to economic, security, and political integration, which makes reaching this agreement a natural context.
The established facts in this agreement are that it is of a defensive and deterrent nature and is not directed against any specific country (including Iran). It is also an agreement with an open and non-isolationist umbrella, meaning it does not form a closed sectarian or military axis, but is open for the inclusion of brotherly countries in the region that share its principles of promoting peace and stability. Furthermore, this agreement does not cancel or replace any bilateral or multilateral treaties that member states have with other parties, and it fully aligns with Article 51 of the United Nations Charter, which guarantees the right to individual and collective self-defense.
No matter how other opinions try to overlook these facts, they find themselves facing a highly precise governance in the implementation of the agreement’s provisions, through a mechanism of consultation and response when any country faces a threat, where assistance is requested, and the form of support (military, logistical, intelligence) is determined based on a joint assessment of the nature of the threat. Additionally, there is an organizational institutionalization by announcing the establishment of a joint ministerial committee for coordination, alongside the creation of a permanent secretariat for the agreement based in Saudi Arabia.
The historic agreement is based on the principle of "collective deterrence," where its main clause states that any external armed attack on one of the three countries is considered an attack on all of them. This principle is not new in international relations and does not allow for interpretations that do not align with reality. The best evidence is the North Atlantic Treaty Organization (NATO), which includes a wide range of North American and European countries, and its main principle (Article 5) states that an armed attack against one or more members is considered an attack against all.
Thus, the three countries did not invent the principle of deterrence from scratch; rather, it is a practice that exists among countries worldwide, in addition to the bilateral agreements that occur between nations to achieve the same principle. Most importantly, this principle achieves global stability and creates a balanced deterrent environment that ensures the protection of international shipping lines, energy supplies, and the establishment of sustainable peace based on strength and strategic integration, which is the essence of this agreement.
The position is not a justification but a clarification of what is more important, which is that Riyadh, Ankara, and Islamabad demonstrate the ability of major regional powers to shape their national security themselves, rather than relying on traditional international security umbrellas. This "historic alliance" has come as a reinforcement of mutual self-reliance to protect the sovereignty of these countries and their vital interests.
The real strength of this agreement lies in the unique geopolitical, military, and financial integration that the three countries form; Saudi Arabia represents the global economic and financial weight, and the strategic and spiritual depth of the Islamic world, alongside its wide political and diplomatic influence. The Republic of Turkey provides an advanced military and technological manufacturing base, in addition to having the second-largest army in NATO. The Islamic Republic of Pakistan offers the alliance a human depth and immense battlefield military experience accumulated over decades, as well as being the only nuclear power in the Islamic world.
In summary, the "Makkah Agreement" reshapes regional balances and grants stability and development to the region and the world, and this message alone is sufficient to understand its future dimensions.
