أُهنّئ أ. إحسان بن عباس بافقيه، على ثقة القيادة بتعيينه أميناً لمحافظة جدة، التي تشهد اختلالات جسيمة تتطلّب مبضع جراح بصير، يعالج كافة التشوّهات، والنهوض بها كفاء مكانتها وتاريخها العريق، حتى يوفّي هذه الثقة حقّها ومستحقها. جدة تحتاج إلى حملة إصلاح شاملة لرسم ملامح المدينة التي تشوهت بعوامل كثيرة. حملة يشارك فيها أصحاب المراكز التجارية والمطاعم والفنادق وأصحاب الفلل والعمائر لإزالة كل ما ران على وجهها الجميل من ندوب وحفر وتجاعيد وتشوّه بصري، نتيجة عدة عوامل، منها تعاقب الأمناء عليها حيث جعلها بعضهم حقلاً لتجاربهم وميداناً لأفكارهم غير المجدية.
شوارع جدة وأرصفتها وضعها مزرٍ، لا يتناسب مع مدينة تراهن عليها المملكة في محفل جودة الحياة عالمياً، تعضدها رؤية طموحة بمستهدفاتها الوضيئة، سلوكيات خاطئة أوصلت شوارع جدة إلى هذه الحالة، منها غسيل السيارات أمام البنايات، إذ ترى العاملين فاتحين خراطيم المياه بأقصى طاقتها، محوّلين الشارع لبركة مياه، تنتهي مع تراكم الفعل يومياً إلى حفر، وتشققات ونتوءات، ولن يجدي التنبيه مع هذا السلوك غير الحضاري، في هدر ممقوت لغياب العقوبة الرادعة والموجعة من جهة مسؤولة تحفظ للشارع كرامته واحترامه.
وزادت الشركات العاملة في المشاريع الوضع سوءاً، فما من شارع حفرته وأعادته كما كان لا تراعى اشتراطات لجودة، أو مراقبة، وإنما حفر ولصق والمحصلة «خرائط» وندوب وحفر وأخاديد ونتوءات على «جسد الطريق» تجعلنا زبائن دائمين عند الورش ومحلات بيع قطع الغيار.ثالثة الأثافي التي خرّبت شوارع جدة الشجرة «القبيحة» «البزروميا»، ودورها في زحزحة طبقة الأسفلت، وتخريب الأرصفة، وقلع بلاطها وجعلها مشوهة لا فائدة منها، وإفشال كافة جهود النظافة مع أوراقها وثمارها المتساقطة على الأرض تذروها الريح في الأنوف والحلوق، تسلقت أغصانها أعمدة الإنارة، فحرقت لمباتها، وجعلت الشوارع مظلمة موحشة دون أن تكلف الأمانة نفسها قصها وتهذيبها وإصلاح ما خرّبته.
ويتصل بملف الطرقات ملف مواقف السيارات، التي أسندتها الأمانة إلى شركة خاصة خصّصت مواقف مدفوعة الأجر مما جعل أصحاب الحاجات يقفون في مواقف أصحاب البنايات والفلل ببلاش دون حياء أو خجل؛ مما يسبّب ربكة الشوارع وخناقات لا تنتهى. كما أنه من غير المناسب أن تكون المواقف في المقابر والمساجد والمستشفيات مدفوعة الأجر.
أما ثالث الملّفات فيتصل بإصحاح البيئة، والأمل كبير في الأستاذ «إحسان» لإيلاء هذا الملف أهميته القصوى، فمن غير اللائق أن جدة، بكل إرثها التاريخي، وقيمتها الحضارية، ما زالت تعيش على الأساليب القديمة في طرق معالجة الإصحاح البيئي، فأول مظاهر الاختلال حاويات فاغرة فاهها مفتوحة من الفجر وحتى المساء، تستقبل الفضلات بكافة أنواعها، يعلّق على أكتافها ما زاد من طعام، ويترك بجوارها من حطام الأثاث، والمراتب، والوسائد، وما الله به عليم، لتفرغ بعد يوم «حافل» مع الذباب والهوام، والحشرات، والجراثيم، والروائح الكريهة.. ولا تخلو عملية الإفراغ من سلوك لا يتناسب ومقتضيات الإصحاح البيئي، فما أن «تعصر» المحتويات المتناقضة، حتى تسيل العصارات النتنة، وتزكمك الروائح الكريهة، وتبقى كمّيات من الأوساخ لم تستوعبها الحاويات فاستقبلها الشارع بكل أريحية.
هناك حاويات ذكية تستقبل مخلفات مفروزة سلفاً، بما يسهل تدويرها، والاستفادة منها لو وجد التخطيط السليم، والغرامة المُوجعة على المخالفين.ظاهرة عربات الطعام المنتشرة في الشوارع وقد سرحت الفيران بينها، تستطيب ما يلقى إليها من فائض الطعام، فبشمت وتجشّأت، وزادت أوزانها، لا شيء يزعجها، ولا «أمانة» تسائلها، فإن أكثرت النظر إليها زادت جرأة وتحدياً توشك أن تسألك «أيش فيك»؟!
غربان جدة استوطنت السماء، ولوّثت سمع المدينة بنعيقها المشؤوم، ومظهرها الكالح، ومارست «حياتها الطبيعية» على أسطح البنايات، وأشجار البزروميا وأعمدة الإنارة المحروقة أمنت من أي إزعاج يعكر صفو عيشها.
نعيش في عصر تحولي جديد، رسم خارطته الأمير محمد بن سلمان بنظرة متفائلة تحمل الأمل لغد مشرق واعد، ورؤية أنارت للوطن طريقاً مفعماً بالخير، والأمانة عليها واجب كبير في الخروج بالرؤية من محضن التنظير إلى براح الفعل الملموس، لمواكبة التحوّل الوطني، بمعالجات جذرية، وتخطيط سليم، لضمان مدينة قابلة لمواجهة مستقبلها، واحتضان ما ينتظرها من مناسبات عالمية.
الملفات كثيرة، والعشم أكبر أيها الأمين، لا تفعل كما فعل بعض السابقين تترك جدة خلفك وتنظر إلى البحر من مكتبك وتُغلق دونك الأبواب. اذهب بنفسك، وشاهد تشوّهات الشوارع ومخالفاتها وغياب الرقابة ومعاناة الناس خاصة في الحواري الداخلية. صادق دعائي بالتوفيق والسداد.
I congratulate Mr. Ihsan bin Abbas Bafqih on the trust of the leadership in appointing him as the Secretary of Jeddah, which is experiencing severe imbalances that require the scalpel of a perceptive surgeon to address all distortions and elevate it to the level of its status and rich history, so that he fulfills this trust rightfully and deservedly. Jeddah needs a comprehensive reform campaign to outline the features of a city that has been marred by many factors. A campaign in which commercial centers, restaurants, hotels, villa and building owners participate to remove all that has tarnished its beautiful face with scars, pits, wrinkles, and visual distortions, resulting from several factors, including the succession of secretaries who made it a field for their experiments and a battleground for their unproductive ideas.
The condition of Jeddah's streets and sidewalks is deplorable, inconsistent with a city that the Kingdom bets on in the global quality of life arena, supported by an ambitious vision with bright targets. Wrong behaviors have led to this state of Jeddah's streets, including car washing in front of buildings, where you see workers opening water hoses at full capacity, turning the street into a pool of water, which, with the daily accumulation of this act, leads to pits, cracks, and bumps. Warnings will not suffice against this uncivilized behavior, in a detestable waste due to the absence of a deterrent and painful punishment from a responsible authority that preserves the dignity and respect of the street.
The companies working on projects have worsened the situation, as there is no street they have dug up and restored that meets quality requirements or oversight; rather, it is just digging and sticking, resulting in "maps" of scars, pits, grooves, and bumps on the "body of the road," making us permanent customers at workshops and spare parts shops. The third factor that has ruined Jeddah's streets is the "ugly" tree, "Buzromia," and its role in displacing the asphalt layer, damaging the sidewalks, uprooting its tiles, and rendering them useless, thwarting all cleanliness efforts with its fallen leaves and fruits scattered on the ground, blown by the wind into noses and throats. Its branches have climbed the lighting poles, burning their bulbs and leaving the streets dark and desolate without the municipality even bothering to trim and repair what it has damaged.
Connected to the road file is the parking file, which the municipality has entrusted to a private company that has designated paid parking, causing those in need to park in the lots of building and villa owners for free, without shame or embarrassment; this leads to street congestion and endless traffic jams. It is also inappropriate for parking to be paid in cemeteries, mosques, and hospitals.
The third file relates to environmental sanitation, and there is great hope in Mr. "Ihsan" to give this file its utmost importance, as it is inappropriate for Jeddah, with all its historical heritage and cultural value, to still rely on outdated methods for environmental sanitation. The first signs of imbalance are containers gaping wide open from dawn until dusk, receiving waste of all kinds, with leftover food hanging on their shoulders, and debris from furniture, mattresses, pillows, and whatever else God knows, to be emptied after a "busy" day with flies, pests, insects, germs, and foul odors. The emptying process is not free from behaviors that do not align with the requirements of environmental sanitation; once the contradictory contents are "squeezed," the foul juices flow, and the stench overwhelms you, leaving quantities of dirt that the containers could not accommodate, which the street receives with ease.
There are smart containers that receive pre-sorted waste, facilitating recycling and benefiting from it if proper planning and painful fines for violators are in place. The phenomenon of food carts scattered in the streets, where rats roam among them, enjoying the surplus food thrown to them, causing them to burp and bloat, is not disturbed by anything, nor is there any "municipality" to question them; the more you look at them, the bolder and more defiant they become, almost asking you, "What's wrong with you?"
The crows of Jeddah have settled in the sky, polluting the city's ears with their ominous cawing, and their grim appearance, living their "normal life" on the rooftops of buildings, the Buzromia trees, and the burned lighting poles, secure from any disturbances that might disrupt their existence.
We live in a new transformative era, charted by Prince Mohammed bin Salman with an optimistic vision that carries hope for a bright and promising tomorrow, and a vision that has illuminated the path for the nation, filled with goodness. The municipality has a significant duty to take this vision from mere theory to the realm of tangible action, to keep pace with national transformation, through radical solutions and sound planning, to ensure a city capable of facing its future and hosting the global events that await it.
The files are many, and the hope is greater, O Secretary. Do not act like some of your predecessors who left Jeddah behind and looked at the sea from their offices, closing the doors behind them. Go yourself, and witness the distortions of the streets, their violations, the absence of oversight, and the suffering of people, especially in the inner alleys. My sincere prayers for your success and guidance.
