أضحى الخطاب الملكي السنوي أمام مجلس الشورى السعودي تقليداً راسخاً، ومناسبة تكشف فيها الدولة ما أنجزته من خطط كبرى، وتطلعات وطموحات للشعب السعودي، في سياق عملية الإصلاح الهيكلي «غير المسبوق»، الذي يقوده خادم الحرمين الشريفين الملك سلمان بن عبدالعزيز، وولي العهد الأمير محمد بن سلمان بن عبدالعزيز.
ومن أهم ما يستوقف الراصد في الخطاب الملكي الذي ألقاه ولي العهد نيابة عن الملك، شفافية القيادة السعودية في تأكيد التزامها بالإصلاح، وتنويع مسارات الاقتصاد، وتقليص الاعتماد على دخل النفط، إذ إن للمرة الأولى.. الأنشطة غير النفطية تحقق 56% من الناتج المحلي.
ولم تكتفِ القيادة السعودية بذلك، بل طرقت قضية مهمة بمنتهى الشجاعة، والصراحة، والمصداقية؛ إذ تعمّد الخطاب الملكي السنوي أن يوجّه رسالة واضحة إلى من جعلوا همّهم تضخيم كل ما يعلن عن إعادة النظر في مشاريع سعودية، أو إعادة هيكلة الإنفاق على هذا المشروع أو ذاك. كأنهم يريدون أن يقولوا للعالم إن الإصلاحات كسرت ظهر السعودية! ويعرف السعوديون وأصدقاؤهم وشركاؤهم أن ذلك عادي جداً لكل دولة تنفق على التنمية، والبناء، والتطوّر، واقتناء التكنولوجيا.
ولذلك أكد الخطاب الملكي على أن الدولة لن تتردد في إلغاء أو إجراء تعديل جذري في أي برامج أو مستهدفات إذا اقتضت المصلحة العامة. وذلك بناءً على تأكيد قدرة القطاعين العام والخاص على مواجهة التحديات، وامتصاص الصدمات الاقتصادية، ومراجعة مسار برامج وتحويرها لتكون أشد مناعة ضد التقلبات.
وجاءت تلك المعلومات، والمُنجزات من قيادة تتابع بدقة، وترصد ما يتم تحقيقه في جميع المشاريع التي تنفذها الدولة؛ خصوصاً في ظل الدور الكبير الذي قام به ولي العهد في بلورة رؤية 2030، والمتابعة الصبورة لما يتم تحقيقه، والحلول الهادفة لإزالة العراقيل والتحديات. ولذلك كان الخطاب الملكي شديد الوضوح والشفافية، في شأن إمكان مراجعة مسار برامج، أو مشاريع، أو إحداث أي تعديل جذري لأي مستهدفات، إذا كان ذلك ما تقتضيه المصلحة العامة. وهو ما يغرس الطمأنينة في نفوس السعوديين إلى متانة اقتصاد بلادهم، وبقاء قيادتهم الرشيدة عيناً ساهرة لضمان تحقّق مستهدفات رؤية 2030، وما يتصل بها من سياسات، ومشاريع، وتخطيط. مع التشديد الكامل على أن الحكومة تسعى باستمرار إلى رفعة المواطن وتقدّمه وزيادة دخله.
وقد أدّت المتابعة اللصيقة من ولي العهد الأمير محمد إلى ما تحقّق من تقدّم كبير في البنية الأساسية، والخدمات التقنية، والمستهدفات السياحية والترفيهية. وهو ما جعل المملكة منطقة جذب للاستثمارات الأجنبية، الباحثة عن الأمان، والازدهار، والاستقرار، وحرص الدولة على الإصلاح الاقتصادي والمجتمعي. وأدّى ذلك بدوره إلى تحقيق الخطط الكبرى لتطوير قطاعات الرياضة، والسياحة، والترفيه والتكنولوجيا، وجعل المملكة وجهة لملايين السيّاح الأجانب، وفرصة كبيرة للعمل التجاري والاستثماري.
ولا يمكن إغفال الجزء الأخير في الخطاب الملكي السنوي، لجهة التنديد بالعدوان الإسرائيلي على دولة قطر، وتأكيد التضامن معها بجملة قوية متوثبة «نقف مع قطر في كل ما تتخذه بلا حدّ». وهو ما قاد إلى فضح مماطلات حكومة بنيامين نتنياهو في شأن إتاحة نافذةِ أملٍ لقيام دولة فلسطينية، في وقت تتجه عشرات الدول من مختلف أرجاء العالم إلى الاعتراف بالدولة الفلسطينية، التي تنص الشرعية الدولية على ضرورة قيامها في إطار «حل الدولتين».
لا شك أن أشغال الجمعية العامة للأمم المتحدة بعد أيام قليلة ستكون موجعة لنتنياهو أكثر من الفظائع التي يرتكبها ضد الفلسطينيين. إذ سيكون الاعتراف الدولي بالدولة الفلسطينية نجاحاً حقيقياً للدبلوماسية السعودية نحو إعطاء الفلسطينيين حقوقهم المشروعة في دولة مستقلة مسالمة.
الأكيد أن الخطاب الملكي السنوي قدّم الإنجازات السعودية وفق الأرقام والحقائق، في المجالات كافة، وفي مجملها تطوّرات إيجابية تؤكد تحقيق مستهدفات رؤية المملكة، قبل سنوات من الوصول إلى العام 2030، رؤية رجل شجاع «يقول ويفعل» من أجل أن تعانق بلاده «عنان السماء».
