في مواجهة الهزيمة النفسية التي يشعر بها العرب أمام التفوق العلمي والتقني للدول الغربية، وبعض دول الشرق التي بدأت تنافسها، فإنهم يلجؤون إلى المهدئات والمسكنات التي تخدرهم دون البحث عن العلاج الناجع الذي ينتشلهم من واقعهم ويقرب المسافة بينهم وبين الآخرين. يتباهون بعلمائهم الذين رحلوا منذ قرون بعيدة، ويلقنون أجيالهم نظرية المؤامرة عليهم لمنعهم من التطور، دون أن يتنبهوا إلى أن غيرهم وصلوا إلى ما وصلوا إليه نتيجة إيمانهم وقناعتهم بأهمية مصطلح اسمه «البحث العلمي والتطوير والابتكار»، وتسخير كل الجهود والإمكانات من أجله كأولوية لا تتقدمها أخرى.
في شهر يونيو الماضي، أفادت وزارة العلوم والابتكار والتكنولوجيا في بريطانيا بأن وزيرة الخزانة ريتشل ريفز ستخصص 86 مليار جنيه إسترليني (116 مليار دولار) بما يعادل 2.9% إلى 3% من الناتج المحلي الإجمالي لدعم البحث العلمي والتطوير، وسوف يرتفع الرقم إلى أكثر من 22.5 مليار جنيه إسترليني سنوياً بحلول عام 2029، وهذا ما يجعلنا نبحث عن النسبة التي تخصصها دول أخرى لهذا الغرض؛ لنجد أنها تصل إلى 5% في كوريا الجنوبية، و3.59% في أمريكا، و3.41 في اليابان والسويد، و2.56% في الصين. ولكن ما هي الدولة التي تتصدر القائمة بين دول العالم؟ إنها إسرائيل أيها السادة العرب، نعم إسرائيل دولة الاحتلال ذات الشعب القليل التي يواجهها العرب بقضهم وقضيضهم، فهي تنفق 6.3% من ناتجها المحلي على البحث العلمي والابتكار بحسب تقارير عام 2023، وهي قد راهنت منذ وقت بعيد على أن تفوقها لن يتحقق إلا بذلك، في حين لو بحثنا عن ميزانيات معظم الدول العربية المخصصة لهذا المجال الحيوي لوجدناها مخجلة، بل إن مسمى البحث العلمي قد تجده غائباً في قاموس بعضها.
ومع كل هذه القتامة في الواقع العربي، أجدني مسروراً بما يحدث في المملكة من تركيز كبير وحقيقي على هذا المجال كأحد أبرز محركات رؤية 2030، فهي تتصدر عربياً، وأصبحت تنافس إقليمياً ودولياً في كثير من مجالات البحث العلمي، بإنفاق مالي يزداد بنسبة كبيرة كل عام، ورغم ذلك فإننا نطمح إلى المزيد ليكون البحث والابتكار الشغل الشاغل للجامعات والأكاديميات والهيئات المتخصصة في كل المجالات، ففي ذلك سر النجاح والتفوق والقوة والمنعة.
لا توجد قوة في العالم تستطيع منع أمة من تحقيق طموحاتها إذا عملت عليها بإصرار وإخلاص وإتقان وإيمان بقدراتها.

In the face of the psychological defeat that Arabs feel in light of the scientific and technological superiority of Western countries, and some Eastern countries that have begun to compete with them, they resort to sedatives and painkillers that numb them without seeking the effective treatment that would lift them from their reality and shorten the distance between them and others. They boast of their scholars who passed away centuries ago, and they indoctrinate their generations with conspiracy theories against them to prevent their development, without realizing that others have reached what they have achieved due to their belief and conviction in the importance of a term called "scientific research, development, and innovation," and dedicating all efforts and resources to it as a priority that is not surpassed by any other.
Last June, the UK Ministry of Science, Innovation, and Technology reported that Treasury Secretary Rachel Reeves would allocate £86 billion (equivalent to $116 billion), which is about 2.9% to 3% of the GDP, to support scientific research and development. This figure will rise to over £22.5 billion annually by 2029. This leads us to look for the percentage allocated by other countries for this purpose; we find it reaching 5% in South Korea, 3.59% in the USA, and 3.41% in Japan and Sweden, and 2.56% in China. But which country tops the list among the nations of the world? It is Israel, dear Arab gentlemen. Yes, Israel, the occupying state with its small population, which Arabs confront with all their might. It spends 6.3% of its GDP on scientific research and innovation according to 2023 reports, having long bet that its superiority would only be achieved through this, while if we searched for the budgets of most Arab countries allocated to this vital field, we would find them shameful; in fact, the term scientific research may be absent from the vocabulary of some of them.
Despite all this gloom in the Arab reality, I find myself pleased with what is happening in the Kingdom, which is focusing significantly and genuinely on this field as one of the main drivers of Vision 2030. It is leading in the Arab world and has become regionally and internationally competitive in many areas of scientific research, with financial spending increasing significantly each year. Nevertheless, we aspire for more so that research and innovation become the primary concern of universities, academies, and specialized bodies in all fields, for therein lies the secret of success, superiority, strength, and resilience.
No power in the world can prevent a nation from achieving its ambitions if it works on them with determination, sincerity, skill, and faith in its capabilities.
