ويرى متخصصون في الشأن الرقابي أن توالي قوانين العفو العام، إلى جانب غياب نصوص ملزمة تُبقي الفاسدين رهن الاحتجاز لحين السداد الفعلي، قد يفتح باباً للإفلات من العقاب المالي. ويطالب برلمانيون وخبراء بضرورة سد الفجوة التشريعية لضمان ألا تقتصر الملاحقات على العقوبات البدنية دون استرجاع المبالغ المسلوبة من خزائن الدولة.
