في خطوة تاريخية ومذهلة تهدف لمواجهة خطر «انقراض المواليد»، فجّرت سنغافورة مفاجأة مدوية بإعلانها حزمة دعم مالي غير مسبوقة للوالدين، تضمن حصول كل طفل سنغافوري على ما يقارب 70 ألف دولار سنغافوري (نحو 40 ألف جنيه إسترليني) ممتدة من لحظة صرخته الأولى وحتى بلوغه سن 17 عامًا!
لم يأتِ القرار من فراغ، بل كاستجابة سريعة لإنذار خطر ديموغرافي مرعب، حيث سجلت البلاد أدنى معدل خصوبة في تاريخها عند 0.87 طفل فقط لكل امرأة، وهبط عدد المواليد السنوي إلى أدنى من 30 ألف طفل، في وقت أصبح فيه واحد من كل 5 مواطنين بعمر الـ65 أو أكثر.
لكن لن يحصل الوالدان على المبلغ دفعة واحدة، بل تم تصميمه كـ«شبكة أمان ممتدة» تضمن استقرار الأسرة عبر مراحل النمو:
- منحة ولادة فورية: 10,000 دولار سنغافوري مباشرة عند قدوم الطفل.
- ائتمانات مالية مستمرة: مساعدات شهرية وسنوية تتكفل بمصاريف سنوات الطفولة.
- استثمار مستقبلي: دعم مالي مخصص للتعليم العالي بعد المرحلة الثانوية.
واستبدلت الحكومة السنغافورية الأنظمة القديمة بنظام أكثر عدالة يمنح الدعم المتساوي لكل الأطفال بغض النظر عن ترتيب ولادتهم، والمقرر انطلاقه في أبريل 2027. بل ويمتد ليشمل:
- تمديد إجازات رعاية الأطفال للآباء والأمهات.
- خفض تكاليف دور الحضانة وتسهيل الحصول على السكن المدعوم للأسرة الشابة.
- تقليل ضغوط العمل لخلق بيئة مشجعة على تأسيس أسر جديدة.
ورغم أن رئيس الوزراء لورانس وونغ أكد أن ضخ الأموال وحده لن يحل المشكلة في ظل ارتفاع تكاليف المعيشة، إلا أن هذه الخطوة تُعد أضخم استثمار بشري تشهده المنطقة، في محاولة لإقناع الشباب بأن الإنجاب لم يعد عبئًا مالياً، بل خيار مدعوم من الدولة حتى الرشد.
In a historic and astonishing move aimed at combating the threat of "birth extinction," Singapore has made a stunning announcement of an unprecedented financial support package for parents, ensuring that every Singaporean child receives nearly 70,000 Singapore dollars (around 40,000 British pounds) from the moment of their first cry until they reach the age of 17!
The decision did not come out of nowhere, but rather as a swift response to a terrifying demographic alarm, as the country recorded its lowest fertility rate in history at just 0.87 children per woman, and the annual number of births fell below 30,000, at a time when one in five citizens is aged 65 or older.
However, parents will not receive the amount in one lump sum; it has been designed as an "extended safety net" to ensure family stability throughout the stages of growth:
- Immediate birth grant: 10,000 Singapore dollars directly upon the arrival of the child.
- Ongoing financial credits: Monthly and annual assistance covering childhood expenses.
- Future investment: Financial support designated for higher education after secondary school.
The Singaporean government has replaced old systems with a fairer system that provides equal support for all children regardless of their birth order, set to launch in April 2027. It will also extend to include:
- Extension of childcare leave for parents.
- Reduction of childcare costs and facilitation of access to subsidized housing for young families.
- Reduction of work pressures to create an encouraging environment for establishing new families.
Although Prime Minister Lawrence Wong emphasized that injecting money alone will not solve the problem amid rising living costs, this step is considered the largest human investment the region has seen, in an attempt to convince young people that having children is no longer a financial burden, but a state-supported option until adulthood.
