حددت وزارة الداخلية الكويتية آلية «الحجز المنزلي الذكي» للمركبات؛ وهي خدمة تتيح إبقاء المركبة المحجوزة في منزل مالكها باستخدام جهاز تقني يُثبَّت في المركبة وفق ضوابط الإدارة العامة للمرور.
وتُطبَّق خدمة الحجز المنزلي الذكي على المخالفات التي تقررها الإدارة، كما تتيح للمالك طلب تحويل الحجز من مقر المرور إلى المنزل؛ شريطة الالتزام بالضوابط المحددة وتركيب الجهاز المخصص لهذا الغرض.
وتتضمن الآلية رسماً إضافياً عند انتقال موظف الحجز لتركيب الجهاز في منزل مالك المركبة، وذلك عن كل مركبة مخالفة، إضافة إلى رسم يومي مقابل خدمة الحجز المنزلي الذكي.
وألزمت الداخلية الكويتية مالك المركبة بعدم العبث بالجهاز أو إتلافه، ودفع قيمته في حال الإتلاف، وعدم تحريك المركبة إلا ضمن الحدود التي تحددها الإدارة، وتسليم الجهاز فور انتهاء مدة الحجز، وإبلاغ المرور بأي عطل يطرأ عليه.
كما شددت الوزارة على تطبيق العقوبات المقررة بحق من يخالف ضوابط الحجز المنزلي الذكي، مؤكدة بدء العمل بالآلية من تاريخ نشرها في الجريدة الرسمية.
The Kuwaiti Ministry of Interior has defined the mechanism for "smart home detention" for vehicles; a service that allows the detained vehicle to remain at its owner's home using a technical device installed in the vehicle according to the regulations of the General Traffic Department.
The smart home detention service applies to violations determined by the department, and it allows the owner to request the transfer of the detention from the traffic department to their home, provided that they adhere to the specified regulations and install the designated device for this purpose.
The mechanism includes an additional fee when a detention officer visits to install the device at the vehicle owner's home, for each violating vehicle, in addition to a daily fee for the smart home detention service.
The Kuwaiti Ministry of Interior has obligated the vehicle owner not to tamper with or damage the device, to pay for its value in case of damage, not to move the vehicle except within the limits set by the department, to return the device immediately after the detention period ends, and to inform the traffic department of any malfunction that occurs.
The ministry also emphasized the enforcement of penalties against those who violate the regulations of the smart home detention, confirming that the mechanism will be effective from the date of its publication in the official gazette.
