في خطوة تاريخية غير معتادة وأثارت عاصفة من الجدل القانوني والسياسي في الولايات المتحدة، أعلن وزير الخزانة الأمريكي سكوت بيسنت أن دار سك العملة قد بدأت بالفعل في إنتاج عملات معدنية جديدة من فئة «دولار واحد» تحمل صورة الرئيس دونالد ترمب على وجهها الأمامي، وذلك كجزء من الاحتفالات الضخمة بالذكرى الـ250 لتأسيس البلاد.
التصميم الجديد الذي دخل خطوط الإنتاج في مدينة فيلادلفيا، يحمل على وجهه الأمامي صورة ترمب وإلى جانبها كلمة «الحرية» وشعار الولايات المتحدة الشهير «نثق بالله»، بالإضافة إلى التاريخين «1776-2026»، بينما يزين الوجه الخلفي للعملة النسر الأصلع المستوحى من الختم الرئاسي الأمريكي.
أين اختفت قبضة ترمب الشهيرة؟
العملة الجديدة التي يتم سكها حالياً هي نسخة معدلة من مسودة أولية كُشف عنها في أكتوبر الماضي وأثارت الكثير من الصخب، حيث كانت المسودة السابقة تُظهر ترمب رافعاً قبضته في الهواء ومرفقة بعبارة الحماس الشهيرة «قاتلوا، قاتلوا، قاتلوا» (Fight, Fight, Fight)، في إشارة واضحة ومباشرة لنجاته من محاولة الاغتيال الشهيرة التي تعرض لها خلال حملته الانتخابية عام 2024. إلا أن التصميم النهائي تم تعديله ليكون أكثر رسمية وتجنباً للمزيد من الانقسام.
وعبر ترمب عن اعتزازه البالغ بهذا التكريم، قائلاً في مقابلة تلفزيونية مع قناة «فوكس بيزنس»: «أعطوني عملة معدنية. هذا أمر غير معتاد للغاية على حد فهمي، وأشعر بالفخر الشديد لإصدارها».
ثغرة قانونية ذكية
بمجرد الإعلان عن العملة، سارع منتقدون وقانونيون إلى إثارة تساؤلات جدية حول مدى قانونية التصميم. وتستند الاعتراضات إلى قانون أمريكي صارم صادر منذ عام 1866 (بعد الحرب الأهلية الأمريكية) يحظر تماماً وضع صور الأشخاص الذين لا يزالون على قيد الحياة على العملات الأمريكية.
ومع ذلك، تبين أن وزارة الخزانة استغلت ثغرات وتفسيرات قانونية دقيقة لتمرير العملة:
- الأوراق النقدية مقابل العملات المعدنية: قانون عام 1866 الذي يحظر صور الأحياء ينطبق حرفياً على «الأوراق النقدية» التي يصدرها مكتب النقش والطباعة، بينما العملة الجديدة هي «عملة معدنية» تُنتجها دار سك العملة الأمريكية.
- تجاوز قانون 2020: رغم أن الكونغرس أقر قانوناً عام 2020 لسك عملات تذكارية بفئة دولار واحد للذكرى الـ250 وحظر فيه تصوير الأحياء، إلا أن وزارة الخزانة أعلنت رسمياً بدء الإنتاج الفعلي للعملة متجاوزة هذه العقبات البرمجية والتفسيرية، لتدخل عملة ترمب التاريخ كواحدة من أكثر العملات إثارة للجدل في التاريخ الأمريكي الحديث.
In an unprecedented historical move that sparked a storm of legal and political controversy in the United States, U.S. Treasury Secretary Scott Biesen announced that the Mint has already begun producing new one-dollar coins featuring the image of President Donald Trump on the front, as part of the massive celebrations for the 250th anniversary of the founding of the country.
The new design, which has entered production lines in Philadelphia, features Trump's image on the front alongside the word "freedom" and the famous U.S. motto "In God We Trust," as well as the dates "1776-2026." The reverse side of the coin is adorned with a bald eagle inspired by the U.S. presidential seal.
Where Did Trump's Famous Fist Go?
The new coin currently being minted is a modified version of an initial draft revealed last October that caused quite a stir, as the previous draft depicted Trump raising his fist in the air accompanied by the famous rallying cry "Fight, Fight, Fight," in a clear and direct reference to his survival of the infamous assassination attempt during his 2024 campaign. However, the final design was altered to be more formal and to avoid further division.
Trump expressed his deep pride in this honor, stating in a television interview with Fox Business: "They gave me a coin. This is extremely unusual to my understanding, and I feel very proud to have it issued."
Smart Legal Loophole
As soon as the coin was announced, critics and legal experts rushed to raise serious questions about the legality of the design. The objections are based on a strict U.S. law enacted in 1866 (after the American Civil War) that completely prohibits the depiction of living persons on U.S. currency.
However, it turned out that the Treasury Department exploited legal loopholes and precise interpretations to push the coin through:
- Paper Currency vs. Coins: The 1866 law that prohibits images of the living literally applies to "paper currency" issued by the Bureau of Engraving and Printing, while the new coin is a "coin" produced by the U.S. Mint.
- Bypassing the 2020 Law: Although Congress passed a law in 2020 to mint commemorative one-dollar coins for the 250th anniversary and prohibited the depiction of the living, the Treasury Department officially announced the actual production of the coin, bypassing these legislative and interpretive obstacles, making Trump's coin one of the most controversial coins in modern American history.
