تستعد إيطاليا لمواجهة موجة الحرِّ الثالثة هذا الصيف، وسط توقعات بتسجيل درجات حرارة قياسية جديدة، ما دفع وزارة الصحة إلى إدراج سبع مدن ضمن مستوى الإنذار الأحمر الأربعاء؛ تشمل بريشيا وفلورنسا وبيروجيا وتورينو، إضافة إلى بولونيا وفروزينونه وروما.
ومن المتوقع أن يرتفع عدد المدن المتأثرة إلى 15 مدينة اعتباراً من الخميس، مع دخول كالياري وكامبوباسو وجنوة ولاتينا وباليرمو وبسكارا ورييتي وفيتربو دائرة التحذير.
وتُعد جزيرة سردينيا الأكثر تأثراً بالحرارة، إذ بلغت درجات الحرارة فيها 40 درجة مئوية، مع توقعات بارتفاعها إلى 45 درجة في المناطق الداخلية، في وقت تواجه فيه الجزيرة حرائق متفرقة تزيد من صعوبة الأوضاع.
وفي ظل هذه الظروف المناخية القاسية، أعلن عمال التوصيل في شركات Glovo وDeliveroo وJust Eat بدء إضراب احتجاجي الأربعاء؛ للمطالبة بوقف خدمات التوصيل خلال ساعات الذروة الحرارية، وضمان حصولهم على أجورهم حتى في فترات التوقف الإلزامي. وينطلق الإضراب عند السادسة مساءً في ميلانو وفلورنسا، وعند الرابعة والنصف عصراً في بولونيا، على أن تتخلله مسيرات احتجاجية في المدن الثلاث، فيما يعتزم عمال بييمونتي تنفيذ إضراب الخميس من العاشرة صباحاً حتى الخامسة مساءً.
وقد أصدرت عدة أقاليم وبلديات أوامر تُلزم العاملين الأكثر تعرضاً للحرارة بالتوقف عن العمل بين 12:30 ظهراً و4 عصراً في أيام الإنذار الأحمر، مع السماح بالعمل في حال توفير الشركات إجراءات سلامة تحدّ من المخاطر، مثل الماء وواقيات الشمس ودورات تدريبية حول العمل في الحر. غير أن كثيراً من العمال يؤكدون أن خيار التوقف ليس فعلياً؛ لأن أجورهم تعتمد على عدد الطلبات المنجزة، ما يجعل الامتناع عن العمل يعني خسارة الدخل.
ويستثنى جزء كبير من عمال Just Eat من هذا الوضع، إذ إن العديد منهم موظفون رسميون يتقاضون أجراً ثابتاً بالساعة، ما يمنحهم حماية أكبر مقارنة بعمال المنصات الأخرى.
ويطالب العمال خلال الإضراب بتطبيق تعليمات الحرارة بشكل فعّال، وضمان الأجر خلال ساعات التوقف، إضافة إلى مطالب أوسع تشمل توفير عقود عمل والانضمام إلى شبكات الضمان الاجتماعي. ومن المقرر أن تُعقد الخميس جولة تفاوض وطنية في وزارة العمل بين النقابات ومنصات التوصيل؛ بهدف توسيع نطاق الحماية الممنوحة للعاملين في هذا القطاع.
Italy is preparing to face the third heatwave this summer, with forecasts predicting new record temperatures, prompting the Ministry of Health to include seven cities in the red alert level on Wednesday; these include Brescia, Florence, Perugia, and Turin, in addition to Bologna, Frosinone, and Rome.
The number of affected cities is expected to rise to 15 starting Thursday, with Cagliari, Campobasso, Genoa, Latina, Palermo, Pescara, Rieti, and Viterbo entering the warning zone.
Sardinia is the most affected island by the heat, with temperatures reaching 40 degrees Celsius, and expectations of rising to 45 degrees in the inland areas, while the island is facing scattered fires that complicate the situation.
In light of these extreme weather conditions, delivery workers at Glovo, Deliveroo, and Just Eat announced the start of a protest strike on Wednesday; demanding a halt to delivery services during peak heat hours and ensuring they receive their wages even during mandatory breaks. The strike will begin at 6 PM in Milan and Florence, and at 4:30 PM in Bologna, with protest marches planned in the three cities, while workers in Piedmont intend to strike on Thursday from 10 AM to 5 PM.
Several regions and municipalities have issued orders requiring workers most exposed to the heat to stop working between 12:30 PM and 4 PM on red alert days, allowing work if companies provide safety measures that mitigate risks, such as water, sunscreen, and training courses on working in the heat. However, many workers assert that the option to stop is not practical; as their wages depend on the number of completed orders, making abstaining from work mean a loss of income.
A large portion of Just Eat workers are exempt from this situation, as many of them are official employees earning a fixed hourly wage, which provides them with greater protection compared to workers on other platforms.
During the strike, workers are demanding the effective implementation of heat guidelines, ensuring pay during break hours, in addition to broader demands including the provision of employment contracts and joining social security networks. A national negotiation round is scheduled for Thursday at the Ministry of Labor between unions and delivery platforms, aiming to expand the protection granted to workers in this sector.
