Crown Prince and Prime Minister Mohammed bin Salman bin Abdulaziz chaired the session held by the Council of Ministers today in Jeddah.

At the beginning of the session, the Crown Prince briefed the Council of Ministers on the contents of the phone call he received from the President of the United States, Donald Trump, during which they reviewed areas of cooperation between the two countries and several regional and international issues, emphasizing support for everything that contributes to achieving the security and stability of the region.

The Crown Prince informed the Council about the outcomes of his discussions with Canadian Prime Minister Mark Carney, which confirmed the commitment to solidifying and developing bilateral relations on various fronts, leading to a future characterized by deeper mutual cooperation; supported by mutual trust, close friendship, and objectives stemming from Saudi Vision 2030 and Canada's growth agenda to build a stronger and more resilient economy for both countries.

Commendation of the official visit of the Canadian Prime Minister

In this context, the Council of Ministers praised the outcomes of the official visit of the Canadian Prime Minister, including the signing of memoranda of understanding regarding the establishment of the "Saudi-Canadian Coordination Council" and cooperation in the fields of energy, investment in artificial intelligence, and skills development, as well as the success achieved at the Saudi-Canadian Investment Forum, which included the announcement of commercial and investment agreements between government entities and companies from both countries in the fields of mining, engineering, infrastructure, advanced industries, training and education, financial services, and information and communication technology.

On the domestic front, the Council of Ministers approved the State Revenue System and the introduction of a training visa to be granted to international trainees, according to several arrangements.

Complete rejection of Iran's destabilizing behavior in the region

The Minister of Human Resources and Social Development and Acting Minister of Media, Engineer Ahmed bin Suleiman Al-Rajhi, stated in his statement to the Saudi Press Agency following the session that the Council condemned, in the strongest terms, the repeated Iranian attacks on commercial ships in the Strait of Hormuz, and on the State of Kuwait, the Kingdom of Bahrain, the State of Qatar, the United Arab Emirates, the Sultanate of Oman, and the Hashemite Kingdom of Jordan, affirming the complete rejection of Iran's continued destabilizing behavior in the region and its violations of the principles of international law and the charters of the United Nations and the Organization of Islamic Cooperation, as well as the rules of good neighborliness.

Coordination with Iraq serves mutual interests

The Council of Ministers expressed its welcome to the contents of the meeting held in Riyadh between the Saudi and Iraqi sides, which included Iraq's commitment not to allow its territories and airspace to be used as a launch point for any actions or attacks targeting the Kingdom and the Gulf Cooperation Council countries and the countries of the region, in addition to agreeing to continue bilateral coordination that serves mutual interests.

The Council welcomed the announcement by the United States of America to begin procedures to repeal the "Designation of the Syrian Arab Republic as a State Sponsor of Terrorism" law, which was enacted in 1979, reiterating the Kingdom of Saudi Arabia's support for the positive steps taken by the Syrian government to enhance security and stability, build state institutions, and achieve the aspirations of its brotherly people.

Decisions:

The Council of Ministers reviewed the topics listed on its agenda, including topics studied by the Shura Council, and was informed of the conclusions reached by both the Political and Security Affairs Council and the Economic and Development Affairs Council, the General Committee of the Council of Ministers, and the Experts Authority of the Council of Ministers regarding them. The Council concluded the following:

- Authorizing the Minister of Foreign Affairs - or his representative - to negotiate with the Guatemalan side regarding a draft general agreement for cooperation between the Government of the Kingdom of Saudi Arabia and the Government of the Republic of Guatemala, and to sign it.

- Authorizing the Minister of Culture - or his representative - to negotiate with the Albanian side regarding a draft memorandum of understanding for cooperation in the cultural field between the Ministry of Culture of the Kingdom of Saudi Arabia and the Ministry of Tourism, Culture, and Sports of the Republic of Albania, and to sign it.

- Authorizing the Minister of Human Resources and Social Development - or his representative - to negotiate with the Armenian side regarding a draft memorandum of understanding for cooperation in the fields of labor and social protection between the Ministry of Human Resources and Social Development of the Kingdom of Saudi Arabia and the Ministry of Labor and Social Affairs of the Republic of Armenia, and to sign it.

- The Saudi Authority for Internal Auditors to negotiate with the Turkish Institute of Internal Auditing regarding a draft memorandum of understanding for cooperation in the field of internal auditing, governance, risk, and compliance, and to sign it.

- Approval of a memorandum of understanding for geological technical and scientific cooperation between the Saudi Geological Survey and the Iraqi Geological Survey.

- Approval of two memoranda of understanding in the field of combating corruption between the Oversight and Anti-Corruption Authority in the Kingdom of Saudi Arabia and the Office of the Attorney General in the Federative Republic of Brazil, and the High Authority for Good Governance in the Republic of Côte d'Ivoire.

- Approval of a memorandum of understanding between the General Auditing Bureau in the Kingdom of Saudi Arabia and the State Audit Office in the Republic of North Macedonia for cooperation in the field of accounting, auditing, and professional work.

- Approval of two memoranda of understanding for cooperation in the field of procedures, mechanisms, and strategies related to the non-profit sector between the National Center for the Development of the Non-Profit Sector in the Kingdom of Saudi Arabia and the Ministry of Social Development in the Kingdom of Bahrain, and the Ministry of Culture, Community, and Youth in the Republic of Singapore.

- Approval of a memorandum of understanding between the King Salman Global Center for the Arabic Language in the Kingdom of Saudi Arabia and the General Secretariat of the Gulf Cooperation Council.

- Approval of the State Revenue System.

- Introduction of a training visa to be granted to international trainees, according to several arrangements.

- Adoption of the final accounts of the Agricultural Development Fund, the Tourism Development Fund, and the universities of "Jazan, Umm Al-Qura, Hail, and Hafr Al-Batin" for previous financial years.

- Directing necessary actions regarding several topics listed on the Council of Ministers' agenda, including annual reports for the King Abdulaziz Royal Reserve Development Authority and the universities of "Umm Al-Qura, Northern Borders, and King Khalid".

Appointments and Promotions:

- Appointment of Mr. Imad bin Awda Al-Awda and Mr. Fahd bin Mohammed Al-Shibl as members of the Board of Directors of the Saudi Post Corporation.

- Approval of the promotion of Mohammed bin Yusuf Al-Harbi to the position of (Minister Plenipotentiary) at the Ministry of Foreign Affairs, and the promotion of Khalid bin Mohammed Al-Sheikh to the position of (Legal Advisor) at the fourteenth rank at the Experts Authority of the Council of Ministers.
