أعلنت النيابة العامة الكويتية، الجمعة، أنها قررت حبس 13 متهماً احتياطياً لاتهامهم ببث أخبار وبيانات وإشاعات مغرضة عبر وسائل تقنية المعلومات.
وقالت النيابة في بيان إنها «باشرت التحقيق مع 13 متهماً في وقائع منفصلة تمثلت في بث أخبار وبيانات وإشاعات مغرضة عبر وسائل تقنية المعلومات تضمنت الدعوة إلى إثارة الفتنة الطائفية والتحريض على أعمال العنف، وبث مضامين من شأنها إضعاف الجلد في الأمة والنيل من تماسك المجتمع وإثارة الانقسام بين أفراده.»
وأضافت أن المضامين اشتملت على «ما من شأنه إثارة الفزع بين الناس والإضرار بالاستعدادات الدفاعية للقوات المسلحة، وذلك في ظل الظروف الاستثنائية التي تمر بها البلاد، بما ينطوي على مساس بأمن الدولة وتهديد لوحدتها الوطنية وإخلال بالنظام العام.»
وذكرت النيابة أن التحقيقات جرت بإشراف مباشر من المستشار النائب العام «الذي أمر بتشكيل فرق تحقيق متعددة باشرت فوراً استجواب المتهمين واستكمال إجراءات التحقيق، حيث تقرر حبسهم احتياطياً حضورياً على ذمة القضايا، تمهيداً لإحالتهم إلى المحاكمة الجزائية».
وأكدت النيابة العامة في هذا الصدد أن «حماية الوحدة الوطنية وصون السكينة والطمأنينة العامة من المقاصد الجوهرية التي حرص القانون على كفالتها وصيانتها، وأنها تباشر اختصاصاتها في هذا الإطار بما يكفل إنفاذ أحكام القانون والحفاظ على النظام العام وصون أمن المجتمع واستقراره».
وقالت النيابة إنها «إذ تهيب بجميع المواطنين والمقيمين استشعار جسامة المسؤولية الوطنية في هذه المرحلة الدقيقة التي تتطلب أعلى درجات الوعي والتكاتف والالتفاف حول الوطن وقيادته ومؤسساته، فإنها تدعو إلى التحلي بأقصى درجات المسؤولية والانضباط في استخدام وسائل تقنيات المعلومات والمنصات الرقمية، وعدم الانسياق وراء الشائعات أو الأخبار المضللة أو المضامين التي من شأنها إثارة الفزع بين الناس أو إضعاف الجلد في الأمة أو الإضرار بالاستعدادات الدفاعية للقوات المسلحة».
The Kuwaiti Public Prosecution announced on Friday that it has decided to remand 13 defendants in custody for their alleged involvement in disseminating malicious news, statements, and rumors via information technology.
The prosecution stated in a statement that it "has initiated investigations with 13 defendants in separate incidents involving the dissemination of malicious news, statements, and rumors through information technology, which included calls to incite sectarian strife and incitement to violence, and broadcasting content that could weaken the resolve of the nation and undermine social cohesion and provoke division among its members."
It added that the content included "what could instill fear among people and harm the defensive preparations of the armed forces, especially in light of the exceptional circumstances the country is experiencing, which entails a threat to state security and national unity and disrupts public order."
The prosecution noted that the investigations were conducted under the direct supervision of the Attorney General, "who ordered the formation of multiple investigative teams that immediately began interrogating the defendants and completing the investigation procedures, where it was decided to remand them in custody pending the cases, in preparation for their referral to criminal trial."
In this regard, the Public Prosecution emphasized that "protecting national unity and preserving public tranquility and security are fundamental objectives that the law is keen to guarantee and safeguard, and it exercises its powers in this framework to ensure the enforcement of the law and maintain public order and safeguard the security and stability of society."
The prosecution called on all citizens and residents to "feel the gravity of the national responsibility in this critical phase that requires the highest levels of awareness, solidarity, and unity around the homeland, its leadership, and its institutions, urging them to exercise the utmost responsibility and discipline in using information technology and digital platforms, and not to be swayed by rumors or misleading news or content that could instill fear among people or weaken the resolve of the nation or harm the defensive preparations of the armed forces."
