في تطوّر يثير الدهشة ويعيد إلى الأذهان أساليب الأفلام البوليسية، تمكن المجرم الشهير تولانت توما من الفرار مرة أخرى من سجن ميلانو شديد الحراسة خلال عطلة نهاية الأسبوع. هذه الواقعة ليست مجرد حادثة عابرة، بل تُسجل كالرابعة من نوعها منذ عام 2009، من منشآت احتجاز في إيطاليا وبلجيكا. وفي التفاصيل، فرّ السجين الألباني المعروف بسجله الإجرامي من الجناح شديد الحراسة في سجن أوبرا ميلانو ليلة السبت/الأحد، في أحدث هروب ناجح له من سجون إيطالية وأوروبية.

ووفقا لما أعلنته السلطات الإيطالية، قص توما البالغ من العمر 41 عاما قضبان نافذته، ثم استخدم ملاءات سرير معقودة للنزول منها، مستغلا ظروف الظلام وتبديل نوبات الحراسة لتنفيذ عملية الفرار بدقة.
ويقضي توما، وهو مواطن ألباني، عقوبة بالسجن بتهمة السرقة وجرائم أخرى، تمتد حتى أكتوبر 2048. وقال المحققون إنه تسلق جدار المنشأة الذي يبلغ ارتفاعه 6 أمتار قبل أن يختفي.
وأطلقت الشرطة الإيطالية حملة مطاردة على مستوى البلاد، شملت دوريات ونقاط تفتيش ومراقبة حدودية. وتخشى السلطات من أن يحاول توما الفرار من البلاد.
اكتظاظ حاد
ويسلط هذا الهروب الضوء على مشكلات بنيوية يعاني منها نظام السجون في إيطاليا، إذ يؤدي الاكتظاظ الحاد ونقص الكوادر إلى صعوبة متزايدة في الحفاظ على الأمن داخل المنشآت.
وبحسب جمعية أنتيغوني، بلغ معدل إشغال السجون الإيطالية نحو 133% من طاقتها الاستيعابية بحلول عام 2025، إذ تضم أكثر من 62 ألف سجين في مرافق صُممت لاستيعاب نحو 51 ألفا فقط.
كما يعاني النظام من نقص واضح في العاملين؛ فعدد ضباط السجون لا يتجاوز 46 ألف ضابط، بينما تشير نقابات السجون إلى وجود عجز يصل إلى 20 ألف موظف.
وعند وقوع حادثة الهروب، كان سجن أوبرا يحتجز 1338 سجينا في حين أن سعته الأصلية تبلغ 918 مكانا، أي بنسبة اكتظاظ تصل إلى 153%. وعلى الرغم من الحاجة إلى 811 ضابطا لتأمين السجن، كان عدد العاملين فيه لا يتجاوز 533 ضابطا فقط، وفقا لجينارينو دي فازيو، الأمين العام لنقابة شرطة السجون الإيطالية.

In detail, the Albanian prisoner known for his criminal record escaped from the high-security wing of the Opera Milan prison on Saturday night/Sunday, in his latest successful escape from Italian and European prisons.
Details of the Escape
According to what the Italian authorities announced, Toma, 41 years old, cut the bars of his window and then used tied bed sheets to lower himself down, taking advantage of the darkness and the shift change of the guards to execute the escape operation precisely.
Toma, an Albanian citizen, is serving a prison sentence for theft and other crimes, extending until October 2048. Investigators stated that he climbed the facility's 6-meter-high wall before disappearing.
The Italian police launched a nationwide manhunt, including patrols, checkpoints, and border surveillance. Authorities fear that Toma may attempt to flee the country.
Severe Overcrowding
This escape highlights structural problems faced by the prison system in Italy, as severe overcrowding and a lack of staff lead to increasing difficulties in maintaining security within the facilities.
According to the Antigone Association, the occupancy rate of Italian prisons reached about 133% of their capacity by 2025, housing more than 62,000 prisoners in facilities designed to accommodate only around 51,000.
The system also suffers from a clear shortage of staff; the number of prison officers does not exceed 46,000, while prison unions indicate a shortfall of up to 20,000 employees.
At the time of the escape incident, the Opera prison was holding 1,338 prisoners while its original capacity was 918 places, resulting in an overcrowding rate of 153%. Despite the need for 811 officers to secure the prison, the number of staff present did not exceed 533 officers, according to Gianarino Di Fazio, the general secretary of the Italian prison police union.
