في تطور سريع لواقعة السباح الناشئ، أمرت النيابة العامة المصرية بحبس الحكم العام لبطولة الجمهورية للسباحة و3 من أفراد طاقم الإنقاذ احتياطياً 4 أيام على ذمة التحقيقات، لثبوت مسؤوليتهم المباشرة عن وفاة الطفل يوسف محمد أحمد عبد الملك (12 سنة) غرقاً داخل أحد حمامات السباحة بمجمع حمامات استاد القاهرة الدولي الخميس الماضي.
وباشرت النيابة العامة التحقيقات فوراً، وانتقلت إلى موقع الحادثة لمعاينته، حيث تبين عدم وجود كاميرات مراقبة فعالة في المسبح.
وانتقلت النيابة بعد ذلك إلى مقر الاتحاد المصري للسباحة وضبطت: الملف الطبي الخاص بالطفل المتوفى، مقطع فيديو كامل (غير مجتزأ) يوثق الواقعة بالكامل، جميع المستندات الخاصة بتنظيم البطولة والإشراف الطبي عليها، وأجهزة تسجيل كاميرات المراقبة لتفريغ محتواها.
كما انتقلت النيابة إلى مستشفى دار الفؤاد وأجرت مناظرة جثمان الطفل، وندبت مصلحة الطب الشرعي لإجراء التشريح وبيان سبب الوفاة النهائي، وما إذا كان الطفل يعاني أمراضاً تمنعه من المشاركة، ومدى التزام الطاقم الطبي بالإجراءات السليمة من لحظة انتشاله حتى إعلان الوفاة.
الفيديو يكشف التفاصيل الصادمة
وبحسب بيان صادر عن النيابة العامة، فإن تفريغ المقاطع المرئية أثبت أن الطفل يوسف وصل إلى نهاية السباق ثم تهاوى إلى قاع المسبح، وظل دون أن ينتبه إليه أي من الحكام أو المنقذين، حتى تم اكتشافه أثناء إعداد السباق التالي، أي بعد مرور 3 دقائق و34 ثانية كاملة تحت الماء.
أكثر من 20 شاهداً أكدوا الإهمال
واستمعت النيابة إلى أقوال أكثر من 20 شاهداً، من بينهم: والد الطفل، والد إحدى المتسابقات، المدرب الخاص، مدير عام الدعم ومتابعة الهيئات الرياضية بوزارة الشباب والرياضة، عضو اللجنة الطبية لسلامة اللاعبين، المدير التنفيذي للاتحاد المصري للسباحة ومدير البطولة، الحكام المشاركون، المدير التنفيذي للاتحاد المصري للغوص والإنقاذ، الأطباء الذين تعاملوا مع الحالة، جميعهم أجمعوا على وجود إهمال جسيم وتقصير واضح من الحكم العام وطاقم الإنقاذ، ما تسبب مباشرة في وفاة الطفل.
مخالفات طبية وتنظيمية خطيرة
وكشفت التحقيقات أيضاً أن الملف الطبي للطفل يوسف خالٍ تماماً من الفحوصات والتقارير الطبية الإلزامية التي نص عليها قانون الرياضة والكود الطبي للاعبين (قرار وزير الشباب والرياضة رقم 1642 لسنة 2024).
كما كشفت أن الاتحاد المصري للسباحة ونادي الزهور الرياضي لم يلتزما بضوابط سلامة وصحة اللاعبين، ورغم وجود طبيب رعاية مركزة وطبيبة اتحاد وسيارة إسعاف في الموقع، إلا أن الإجراءات لم تكن كافية أو سريعة.
التحقيقات مستمرة
وتواصل النيابة العامة استكمال التحقيقات، حيث استدعت رئيس الاتحاد المصري للسباحة، وعدداً من المسؤولين به وبنادي الزهور، وتنتظر تقرير الطب الشرعي النهائي، وستستجوب من تسفر عنه التحقيقات من مسؤولين آخرين.
In a rapid development regarding the incident involving the young swimmer, the Egyptian Public Prosecution ordered the detention of the chief referee of the national swimming championship and three members of the rescue team for four days pending investigations, due to their direct responsibility for the drowning death of the child, Youssef Mohamed Ahmed Abdel Malek (12 years old), in one of the swimming pools at the Cairo International Stadium last Thursday.
The Public Prosecution immediately began investigations and went to the scene of the incident to examine it, where it was found that there were no effective surveillance cameras in the pool.
The prosecution then moved to the headquarters of the Egyptian Swimming Federation and seized: the medical file of the deceased child, a complete (unedited) video documenting the entire incident, all documents related to the organization of the championship and medical supervision, and the recording devices of the surveillance cameras to extract their content.
The prosecution also went to Dar Al-Fouad Hospital and conducted an examination of the child's body, and appointed the Forensic Medicine Authority to perform an autopsy and determine the final cause of death, as well as whether the child had any medical conditions that would prevent him from participating, and the extent of the medical team's adherence to proper procedures from the moment he was rescued until the announcement of his death.
The video reveals shocking details
According to a statement issued by the Public Prosecution, the analysis of the video footage proved that the child Youssef reached the end of the race and then collapsed to the bottom of the pool, remaining unnoticed by any of the referees or rescuers until he was discovered while preparing for the next race, which was three minutes and thirty-four seconds later, completely underwater.
More than 20 witnesses confirmed negligence
The prosecution listened to the statements of more than 20 witnesses, including: the child's father, the father of one of the competitors, the personal coach, the General Director of Support and Monitoring of Sports Bodies at the Ministry of Youth and Sports, a member of the medical committee for player safety, the executive director of the Egyptian Swimming Federation and the championship director, participating referees, the executive director of the Egyptian Diving and Rescue Federation, and the doctors who dealt with the case. All of them agreed on the existence of gross negligence and clear shortcomings by the chief referee and the rescue team, which directly led to the child's death.
Serious medical and organizational violations
The investigations also revealed that the medical file of the child Youssef was completely devoid of the mandatory examinations and medical reports stipulated by sports law and the medical code for players (Minister of Youth and Sports Decision No. 1642 of 2024).
It was also revealed that the Egyptian Swimming Federation and the Al-Zohour Sports Club did not adhere to the safety and health regulations for players, and although there was an intensive care doctor, a federation doctor, and an ambulance on site, the procedures were neither sufficient nor prompt.
Investigations are ongoing
The Public Prosecution continues to complete the investigations, having summoned the president of the Egyptian Swimming Federation and several officials from it and from Al-Zohour Club, and is awaiting the final forensic report, and will interrogate any other officials that the investigations reveal.
