وجهت المدعية العامة الفيدرالية الاتهام لشخصين مرتبطين بما وصفته السلطات بـ«مؤامرة إرهابية مستوحاة من تنظيم داعش» مقرها ميشيغان، تهدف إلى تنفيذ هجوم داخل الولايات المتحدة، وفقاً لوثيقة قضائية كشفت عنها المحكمة (الاثنين).
ويُدعى المتهمان محمد علي (20 عاماً) وماجد محمود (20 عاماً)، اللذان اشتريا أسلحة نارية بما في ذلك بنادق هجومية من طراز AR-15 في الأشهر الأخيرة، وشاركا في محادثات عبر الإنترنت تشير إلى علمهما بخطة هجومية، حسب إفادة مكتب التحقيقات الفيدرالي (FBI).
ووجهت التهم لكل منهما بموجب قانون فيدرالي يحظر محاولة أو التآمر على نقل أسلحة نارية وذخيرة يعتقد الشخص أنها ستُستخدم في جريمة إرهابية، وفي هذه الحالة تقديم دعم مادي لتنظيم داعش.
5 أشخاص متورطون في المؤامرة
وفقاً للتحقيقات، يُزعم أن خمسة أشخاص على الأقل متورطون في المؤامرة، بما في ذلك قاصر واحد، لكن الاتهامات الفيدرالية حتى الآن تقتصر على اثنين فقط.
واستخدمت الجماعة تطبيقات مراسلة مشفرة ووسائل التواصل الاجتماعي لمشاركة رسائل تتعلق بداعش تشجع على الهجمات، وفقاً لوثائق المحكمة، فيما تزعم السلطات الأمريكية أن الرجلين تدربا على إطلاق النار في ميادين إطلاق نار في الأسابيع الأخيرة، وحددا 31 أكتوبر، يوم الهالوين، موعداً للهجوم، حسب إفادة FBI.
ولم تحدد الوثيقة أي أهداف محددة للمخطط، لكن التحقيقات كشفت عن استطلاع لمواقع محتملة في مدينة فيرنديل بولاية ميشيغان، بما في ذلك ثلاثة حانات على شارع وودوارد، في 19 و20 سبتمبر الماضي، بالتعاون مع قاصر آخر.
وتشير الوثيقة إلى أن المتهم الأول محمد علي اشترى شوتغان وبندقية AR-15 وإكسسوارات مثل «محفز إعادة ضبط قسري» يزيد من سرعة الإطلاق، بينما اشترى المتهم الثاني ماجد محمود بندقية AR-15 وأكثر من 1600 طلقة ذخيرة في أكتوبر.
إجهاض الهجوم المحتمل
من جانبه، أعلن مدير FBI، كاش باتيل، يوم الجمعة الماضي عبر منشور على منصة «X» أن السلطات أجهضت هجوماً محتملاً مخططاً لهيكل عطلة الهالوين، وهو اليوم الذي سبق الاتهام الرسمي للرجلين بيوم واحد، وثلاثة أيام قبل الكشف عن الشكوى الجنائية.
وقال باتيل في منشوره: «هذا الصباح، أجهض FBI هجوماً إرهابياً محتملاً واعتقل عدة مشتبه بهم في ميشيغان الذين كانوا يخططون لهجوم عنيف خلال عطلة نهاية الأسبوع في الهالوين».
وأشارت مصادر مطلعة إلى أن هذا الإعلان أثار قلقاً داخل وزارة العدل، حيث يُعتقد أن التحقيق كان يجب أن يصل إلى مرحلة أكثر تقدماً قبل الكشف العلني عنه.
مكالمات جماعية مشفرة
في سياق متصل، أكدت الوثيقة القضائية التي تمتد لـ73 صفحة أن الجماعة شاركت في مكالمات جماعية مشفرة منذ يوليو الماضي، حيث ناقشوا هجوماً في الولايات المتحدة بدلاً من السفر إلى سورية، مستوحين من هجمات داعش في باريس عام 2015.
وتم إلقاء القبض على خمسة أشخاص تتراوح أعمارهم بين 16 و20 عاماً يوم 31 أكتوبر في ثلاثة منازل في ديربورن وإنكستر بميشيغان، حيث عثر الوكلاء على بنادق هجومية، مسدسات، معدات تكتيكية، ذخيرة، وسترات واقية في المنازل ووحدة تخزين مرتبطة بعلي، كما تم الاستيلاء على كاميرات GoPro ومجلات فارغة متوافقة مع البنادق.
بدورها، رحبت حاكمة ميشيغان غريتشين ويتمر بالإجراءات السريعة، قائلة في منشور على منصة «X»: «أنا ممتنة للعمل السريع لـFBI وشرطة الولاية في حماية سكان ميشيغان».
وتأتي هذه الحادثة بعد أشهر قليلة من إحباط FBI لمخطط إرهابي آخر في ميشيغان، حيث اتهم رجل يدعى عمار عبدالمجيد محمد سعيد (19 عاماً) بالتخطيط لهجوم على قاعدة عسكرية في وارن باسم داعش.
The federal prosecutor has charged two individuals linked to what authorities described as a "terrorist plot inspired by ISIS" based in Michigan, aimed at carrying out an attack within the United States, according to a court document revealed by the court on Monday.
The defendants are named Mohammad Ali (20 years old) and Majid Mahmoud (20 years old), who purchased firearms including AR-15 assault rifles in recent months and participated in online discussions indicating their awareness of an attack plan, according to the FBI's statement.
They were charged under a federal law prohibiting the attempt or conspiracy to transfer firearms and ammunition that a person believes will be used in a terrorist crime, in this case providing material support to ISIS.
5 Individuals Involved in the Conspiracy
According to investigations, at least five individuals are alleged to be involved in the conspiracy, including one minor, but federal charges so far have been limited to just two.
The group used encrypted messaging apps and social media to share messages related to ISIS encouraging attacks, according to court documents, while U.S. authorities claim that the two men trained in shooting ranges in recent weeks and set October 31, Halloween, as the date for the attack, according to the FBI's statement.
The document did not specify any particular targets for the plot, but investigations revealed a reconnaissance of potential sites in Ferndale, Michigan, including three bars on Woodward Avenue, on September 19 and 20, in collaboration with another minor.
The document indicates that the first defendant, Mohammad Ali, purchased a shotgun and an AR-15 rifle along with accessories such as a "forced reset trigger" that increases the firing rate, while the second defendant, Majid Mahmoud, bought an AR-15 rifle and over 1,600 rounds of ammunition in October.
Thwarting the Potential Attack
For his part, FBI Director Kash Patel announced last Friday via a post on the "X" platform that authorities thwarted a potential attack planned for the Halloween holiday, which was one day before the official charges against the two men and three days before the criminal complaint was revealed.
Patel stated in his post: "This morning, the FBI thwarted a potential terrorist attack and arrested several suspects in Michigan who were planning a violent attack over the Halloween weekend."
Informed sources indicated that this announcement raised concerns within the Department of Justice, as it is believed that the investigation should have reached a more advanced stage before being publicly disclosed.
Encrypted Group Calls
In a related context, the 73-page court document confirmed that the group participated in encrypted group calls since last July, where they discussed an attack in the United States instead of traveling to Syria, inspired by the ISIS attacks in Paris in 2015.
Five individuals aged between 16 and 20 were arrested on October 31 at three homes in Dearborn and Inkster, Michigan, where agents found assault rifles, handguns, tactical gear, ammunition, and bulletproof vests in the homes and a storage unit linked to Ali, as well as seized GoPro cameras and empty magazines compatible with the rifles.
For her part, Michigan Governor Gretchen Whitmer welcomed the swift actions, stating in a post on the "X" platform: "I am grateful for the swift work of the FBI and state police in protecting the residents of Michigan."
This incident comes just a few months after the FBI thwarted another terrorist plot in Michigan, where a man named Ammar Abdulmajid Mohammed Said (19 years old) was charged with planning an attack on a military base in Warren on behalf of ISIS.
