ففي جولة تفتيشية مفاجئة لمحافظ سوهاج اللواء عبدالفتاح سراج، على المصالح والمنشآت الحكومية بالمحافظة، بهدف متابعة سير العمل والتأكد من انتظام تقديم الخدمات، حدث ما لم يكن في الحسبان. فوجئ اللواء عبدالفتاح سراج بشخص يجلس داخل أحد المكاتب الحكومية ويدير شؤونها، في حين أن الموظف الأصلي المسؤول عن المكتب لم يكن موجوداً. هذه الواقعة كشفت عن تجاوز خطير في الإدارة والرقابة..
وقد أصدر اللواء عبدالفتاح سراج قراراً فورياً وحاسماً. قضى بإحالة الموظف المسؤول الغائب عن عمله للتحقيق العاجل، لضمان مساءلته عن هذا التقصير وإرساء مبدأ الانضباط والمسؤولية في جميع المؤسسات الحكومية بالمحافظة.
