تشهد كأس العالم مشاركة مميزة بوجود 48 منتخباً تم تقسيمهم إلى 12 مجموعة. ونظراً لتقارب مستويات أغلب المنتخبات الموجودة فقد وضع اﻻتحاد الدولي لكرة القدم (FIFA) معايير كسر التعادل في مجموعات كأس العالم.
وتم تقسيم المعايير إلى ثلاث خطوات لحسم ترتيب المنتخبات في المجموعات، ففي حال تساوى منتخبان أو أكثر بعدد النقاط في المجموعة نفسها بعد ختام دور المجموعات، تُطبَّق المعايير التالية بالترتيب أدناه لتحديد المراكز:
الخطوة الأولى: أكبر عدد من النقاط المحققة في مباريات المجموعة بين المنتخبات المعنية، ومن ثم أفضل فارق أهداف في مباريات المجموعة بين المنتخبات المعنية، ومن ثم أكبر عدد من الأهداف المسجلة في مباريات المجموعة بين المنتخبات المعنية.
إذا تعذر حسم الترتيب وفق هذه الإجراءات، تُطبَّق المعايير التالية على المنتخبين أو المنتخبات المتساوية في عدد النقاط فسيتم العمل على الخطوة الثانية.
الخطوة الثانية: أفضل فارق أهداف في جميع مباريات المجموعة، ومن ثم أكبر عدد من الأهداف المسجلة في جميع مباريات المجموعة، ومن ثم أعلى درجة انضباط للفريق (اللاعبون ومسؤولو الفريق) وفقًا لعدد البطاقات الصفراء والحمراء المتحصل عليها.
إذا تعذر حسم الترتيب وفق إجراءات الخطوتين الأولى والثانية أعلاه، فسيتم اللجوء للخطوة الثالثة.
الخطوة الثالثة: يُرتَّب المنتخبان أو المنتخبات المتساوية في النقاط وفقًا لأحدث إصدار منشور من التصنيف العالمي للمنتخبات الصادر من اﻻتحاد الدولي لكرة القدم.
The World Cup features a remarkable participation with 48 teams divided into 12 groups. Given the close levels of most of the teams present, the International Football Federation (FIFA) has established tiebreaker criteria for the World Cup groups.
The criteria are divided into three steps to determine the ranking of teams in the groups. If two or more teams are tied on points in the same group after the group stage, the following criteria will be applied in the order listed below to determine the positions:
Step One: The highest number of points earned in matches between the tied teams in the group, then the best goal difference in matches between the tied teams in the group, and then the highest number of goals scored in matches between the tied teams in the group.
If the ranking cannot be determined according to these procedures, the following criteria will be applied to the teams tied on points, and Step Two will be implemented.
Step Two: The best goal difference in all matches of the group, then the highest number of goals scored in all matches of the group, and then the highest level of discipline for the team (players and team officials) according to the number of yellow and red cards received.
If the ranking cannot be determined according to the procedures of the first and second steps above, Step Three will be resorted to.
Step Three: The tied teams will be ranked according to the latest published version of the FIFA World Rankings.
