هل تضع القبعة الحمراء رئيس الاتحاد الدولي لكرة القدم جياني إنفانتينو أمام شبح الإيقاف؟
سؤالٌ تصدّر المشهد بعد مشاركته في الاجتماع الافتتاحي لـ«مجلس السلام» الذي ترأسه الرئيس الأمريكي دونالد ترمب في واشنطن، ليفتح باب الجدل على مصراعيه داخل الأوساط الرياضية والسياسية.
فالقبعة التي حملت شعار «USA» حضرت قبل أن تتضح ملامح الحدث نفسه؛ قطعة قماش بسيطة في ظاهرها، لكنها أشعلت عاصفة من التساؤلات حول حدود الحياد السياسي في كرة القدم، وما إذا كان ظهور رئيس FIFA بذلك الشكل يتسق مع نصوص مدونة الأخلاقيات، أم يضعه في مرمى المساءلة.
«مجلس السلام».. شراكة معلنة وأسئلة معلّقة
شارك إنفانتينو في الاجتماع الافتتاحي للمجلس، الذي أُطلق في يناير الماضي ويُنظر إليه كهيئة دولية بديلة للأمم المتحدة، في ظل انتقادات متكررة من ترمب للمنظمة الأممية.
وخلال اللقاء، أعلن رئيس فيفا «شراكة حقيقية بين مجلس السلام وفيفا»، متحدثًا عن خطط لتطوير مشاريع بنية تحتية كروية في قطاع غزة، في خطوة وصفها بأنها تحمل أبعادًا إنسانية وتنموية.
إلا أن أصداء الشراكة تراجعت أمام رمزية القبعة الحمراء، التي اعتبرها منتقدون إشارة سياسية قد تتعارض مع مبدأ الحياد المفترض في أعلى هرم كرة القدم العالمية.
مدونة الأخلاقيات.. نصوص واضحة وعقوبات محتملة
تنص المادة (15) من مدونة أخلاقيات فيفا على ضرورة التزام المسؤولين بالحياد السياسي في تعاملاتهم مع الحكومات والمنظمات، بما يتسق مع مبادئ وأهداف الاتحاد الدولي. كما تؤكد المادة (14) وجوب الامتناع عن أي سلوك قد يثير شبهة سوء التصرف أو تعارض المصالح.
وتشير اللوائح إلى أن أي خرق محتمل قد يعرّض المخالف لغرامة مالية تصل إلى 10 آلاف فرنك سويسري (نحو 11.4 ألف دولار)، إضافة إلى إمكانية الإيقاف عن ممارسة الأنشطة المتعلقة بكرة القدم لمدة قد تصل إلى عامين.
ومع ذلك، لم يتضح حتى الآن ما إذا كان إنفانتينو قد خالف فعليًا المدونة، كما لم يصدر تعليق رسمي من فيفا بشأن الجدل المتصاعد.
مونديال 2026.. شراكة تنظيمية تحت المجهر
يأتي هذا الجدل في وقت يعمل فيه إنفانتينو بشكل وثيق مع الإدارة الأمريكية استعدادًا لاستضافة الولايات المتحدة، إلى جانب المكسيك وكندا، نهائيات كأس العالم 2026، وهو الحدث الذي يمثل أحد أكبر المشاريع الرياضية في تاريخ القارة.

من جهتها، علّقت رئيسة اللجنة الأولمبية الدولية كيرستي كوفنتري على مشاركة إنفانتينو بصفته عضوًا في اللجنة، مؤكدة أنها ستدرس ما إذا كان رئيس فيفا قد خالف أي قواعد بسبب حضوره اجتماع المجلس الجديد التابع للرئيس الأمريكي.

The hat, which bore the "USA" logo, appeared before the details of the event became clear; a simple piece of fabric on the surface, but it ignited a storm of questions regarding the limits of political neutrality in football, and whether the appearance of the FIFA President in such a manner aligns with the texts of the Code of Ethics, or places him in the crosshairs of accountability.
"Peace Council".. An Announced Partnership and Unanswered Questions
Infantino participated in the inaugural meeting of the council, which was launched last January and is viewed as an alternative international body to the United Nations, amid repeated criticisms from Trump of the UN organization.
During the meeting, the FIFA President announced a "real partnership between the Peace Council and FIFA," speaking about plans to develop football infrastructure projects in the Gaza Strip, in a move he described as having humanitarian and developmental dimensions.
However, the echoes of the partnership faded in the face of the symbolism of the red hat, which critics considered a political signal that may contradict the principle of neutrality expected at the highest levels of global football.
The Code of Ethics.. Clear Texts and Potential Penalties
Article (15) of FIFA's Code of Ethics stipulates the necessity for officials to adhere to political neutrality in their dealings with governments and organizations, in line with the principles and objectives of the international federation. Article (14) also emphasizes the need to refrain from any behavior that may raise suspicion of misconduct or conflicts of interest.
The regulations indicate that any potential breach could expose the violator to a financial penalty of up to 10,000 Swiss francs (approximately $11,400), in addition to the possibility of being suspended from football-related activities for a period of up to two years.
However, it remains unclear whether Infantino has actually violated the code, and no official comment has been issued by FIFA regarding the escalating controversy.
World Cup 2026.. An Organizational Partnership Under Scrutiny
This controversy comes at a time when Infantino is working closely with the U.S. administration in preparation for the United States, alongside Mexico and Canada, hosting the 2026 World Cup, an event that represents one of the largest sports projects in the continent's history.
The timing of the organizational cooperation with the political appearance has raised an old, recurring question: Where does institutional coordination end, and where does political overlap begin?
The Olympic Committee is Assessing the Situation
For her part, International Olympic Committee President Kirsty Coventry commented on Infantino's participation as a member of the committee, confirming that they will assess whether the FIFA President has violated any rules due to his attendance at the meeting of the new council affiliated with the U.S. President.
