The head of the Albanian government intelligence agency, Flora Hyseni, surrendered to the authorities after an arrest warrant was issued against her as part of an investigation conducted by the Special Prosecution Office for the Fight Against Corruption and Organized Crime (SPAK), related to suspicions of leaking confidential information to unauthorized individuals.
A spokesperson for the Albanian police confirmed to the French Press Agency that Hyseni surrendered at the Morina border crossing between Albania and Kosovo, after local media reported earlier that she was not in the country.
The Special Prosecution Office had announced the suspension of Hyseni's duties and placed her under house arrest, due to suspicions of leaking classified information related to an investigation into corruption within the National Agency for Information Society, which is responsible for managing digital government services and information technology infrastructure in Albania.
Accusations of Leaking Confidential Information
According to the prosecution, Hyseni is suspected of leaking information related to corruption investigations to parties that were not legally permitted to access it.
The case falls within a broader investigation led by the Special Prosecution Office for the Fight Against Corruption and Organized Crime, which has recently pursued several officials and businessmen over suspicions related to the misuse of public funds.
In a related development, the prosecution announced the arrest of the head of a department at the Scientific Police Institute as part of the same investigation, while authorities continue to gather information to determine the nature of the data suspected of being leaked and the parties that received it.
Dismissal of the Intelligence Chief from Her Position
Following the developments, Albanian President Bajram Begaj signed a decree relieving Hyseni of her position as head of the government intelligence agency.
Hyseni had taken over the leadership of the agency in 2023, after a career in intelligence, and her appointment at that time sparked controversy within Albania, among other reasons, due to her previous background in the intelligence services in Kosovo.
Rama: No One is Above the Law
Albanian Prime Minister Edi Rama commented on the case, affirming that the accused remain innocent until final judicial rulings are issued.
Rama stated in a post on the platform "X" that "everyone is innocent until a final judgment is issued," while emphasizing that "no one is above the law, regardless of the reasons or circumstances."
The Prime Minister confirmed that Hyseni's dismissal from her duties is effective immediately.
The Investigation Involves Officials and Businessmen
The investigations are not limited to the head of the intelligence agency, as Ilir Basha, the former head of the government police, appeared before the Special Prosecution Office regarding the same case, after being dismissed from his position earlier in the year.
The investigations also involve Ermal Bikiraj, who was arrested by authorities in France in late August, and businessman Ergis Agasi, who was detained on August 26.
The Albanian prosecution continues its investigations to uncover the circumstances of the case and determine the nature of the information suspected of being leaked and the parties that obtained it, while the charges against the accused remain under investigation and do not represent final judicial rulings.
