أدان أعضاء مجلس الأمن الدولي، بأشد العبارات، الاعتداءات المستمرة التي تشنها المليشيا الحوثية على المملكة العربية السعودية، بما في ذلك الاعتداءات التي طالت المدنيين والبنية التحتية للطاقة وأسفرت عن إصابة مدنيين بينهم نساء وأطفال.
وأشار أعضاء المجلس، في بيان صحفي صدر فجر اليوم (السبت)، إلى بيانهم الصادر في السابع من أغسطس الماضي، الذي أدان الاعتداءات الصاروخية التي شنتها المليشيا الحوثية ضد المملكة وعلى السفن التجارية، مجددين إدانتهم للاعتداءات والتهديدات التي تستهدف الملاحة التجارية في البحر الأحمر ومضيق باب المندب، ومشددين على أهمية الحفاظ على سلامة السفن التجارية وطواقمها.
وأكد أعضاء المجلس أهمية الالتزام بالقانون الدولي، ولا سيما اتفاقية الأمم المتحدة لقانون البحار، واحترام الحقوق والحريات الملاحية.
تضامن مع السعودية
وأعرب أعضاء مجلس الأمن عن تضامنهم مع المملكة العربية السعودية في مواجهة اعتداءات المليشيا الحوثية التي تؤثر على المدنيين والأعيان المدنية في أراضيها، مؤكدين حق المملكة الأصيل في الدفاع عن نفسها بما يتوافق مع القانون الدولي.
كما جددوا دعمهم للحكومة اليمنية والتزامهم بوحدة اليمن وسيادته واستقلاله وسلامة أراضيه، ودعمهم جهود مبعوث الأمم المتحدة إلى اليمن هانس غروندبرغ للتوصل إلى تسوية سياسية تفاوضية جامعة بقيادة وملكية يمنية، ودعوا الأطراف إلى الانخراط بشكل بنّاء مع جهود الأمم المتحدة.
وقف فوري للتصعيد
وطالب أعضاء مجلس الأمن المليشيا الحوثية بالوقف الفوري للتصعيد العسكري والهجمات التي تؤثر على المدنيين والأعيان المدنية، مؤكدين أهمية التطبيق الكامل لقرار مجلس الأمن رقم 2216 والقرارات اللاحقة.
ودعا المجلس إلى تعاون عملي، بما في ذلك مع الحكومة اليمنية، لتطبيق حظر الأسلحة المفروض على المليشيا الحوثية ومنع حصولهم على الأسلحة أو التدريب أو التمويل الذي يمكن استخدامه في تنفيذ المزيد من الهجمات.
قلق من تدهور الوضع الإنساني
وأعرب أعضاء المجلس عن قلقهم البالغ إزاء التقارير المتعلقة بسقوط وإصابة مدنيين وتشريد ما لا يقل عن 125 ألف شخص في أنحاء اليمن منذ بداية سبتمبر الجاري، إضافة إلى تضرر أعيان مدنية وبنية تحتية.
وحذروا من أن استمرار التصعيد من شأنه زيادة تفاقم الوضع في اليمن، وقد يؤدي إلى مزيد من نزوح المدنيين، مؤكدين أن الهجمات على المملكة والتهديدات التي تطال الملاحة الدولية في البحر الأحمر تنذر بتوسيع نطاق الصراع وتهديد الأمن البحري والتجارة الدولية وتقويض الجهود الإقليمية والدولية الرامية إلى تحقيق السلام في اليمن.
Members of the United Nations Security Council condemned, in the strongest terms, the ongoing attacks by the Houthi militia against the Kingdom of Saudi Arabia, including assaults that have targeted civilians and energy infrastructure, resulting in injuries to civilians, including women and children.
The members of the council, in a press statement issued early today (Saturday), referred to their statement issued on August 7, which condemned the missile attacks launched by the Houthi militia against the Kingdom and commercial vessels, reiterating their condemnation of the attacks and threats targeting commercial navigation in the Red Sea and the Bab el-Mandeb Strait, emphasizing the importance of maintaining the safety of commercial vessels and their crews.
The council members affirmed the importance of adhering to international law, particularly the United Nations Convention on the Law of the Sea, and respecting navigational rights and freedoms.
Solidarity with Saudi Arabia
The Security Council members expressed their solidarity with the Kingdom of Saudi Arabia in facing the Houthi militia's attacks that affect civilians and civilian objects on its territory, affirming the Kingdom's inherent right to defend itself in accordance with international law.
They also renewed their support for the Yemeni government and their commitment to the unity, sovereignty, independence, and territorial integrity of Yemen, as well as their support for the efforts of the United Nations Special Envoy to Yemen, Hans Grundberg, to reach an inclusive political settlement led and owned by Yemenis, urging the parties to engage constructively with the United Nations' efforts.
Immediate Cessation of Escalation
The Security Council members called on the Houthi militia to immediately cease military escalation and attacks affecting civilians and civilian objects, emphasizing the importance of the full implementation of Security Council Resolution 2216 and subsequent resolutions.
The council called for practical cooperation, including with the Yemeni government, to enforce the arms embargo imposed on the Houthi militia and to prevent them from obtaining weapons, training, or funding that could be used to carry out further attacks.
Concern Over Deteriorating Humanitarian Situation
The council members expressed their deep concern regarding reports of civilian casualties and the displacement of at least 125,000 people across Yemen since the beginning of September, in addition to damage to civilian objects and infrastructure.
They warned that continued escalation could exacerbate the situation in Yemen, potentially leading to further civilian displacement, affirming that attacks on the Kingdom and threats to international navigation in the Red Sea threaten to widen the conflict and jeopardize maritime security and international trade, undermining regional and international efforts to achieve peace in Yemen.
