U.S. President Donald Trump signed a law today (Saturday) imposing a wide range of new sanctions on Russia, in a move aimed at increasing economic pressure on Moscow in light of the war in Ukraine.
The White House announced Trump's signing of the legislation after it was passed in Congress, with the sanctions targeting key sectors of the Russian economy, including the energy and defense sectors, as well as what is known as the "shadow fleet" of oil tankers used to circumvent the sanctions imposed on Moscow.
Tariffs up to 100%
The law grants the U.S. president new powers to impose tariffs of up to 100% on goods imported from the top five buyers of Russian oil or gas, in addition to countries that continue to purchase Russian energy under the conditions set by the legislation, as well as countries classified as major facilitators of circumventing the sanctions.
China and India are among the largest buyers of Russian oil, but the law does not specify the targeted countries by name, giving the U.S. administration leeway in determining which entities will be subject to the new measures.
Targeting banks, officials, and oil tankers
The measures include sanctions targeting Russian officials and financial institutions, along with oil tankers linked to the "shadow fleet," as part of efforts to reduce the revenue Moscow receives from energy exports.
The legislation was approved in the Senate by a majority of 86 votes to 11, before being passed by the House of Representatives by a majority of 262 votes to 159. The law is named the "Lindsey O. Graham Act to Sanction Russia and Iran for 2026."
Russia warns of the impact of sanctions
The Kremlin had warned, prior to the signing of the law, that the imposition of additional U.S. sanctions on Russia would make reaching a peace agreement regarding the war in Ukraine more difficult.
