أعلن الرئيس الأمريكي دونالد ترمب، أنه يعتزم دفع مبلغ قدره 5 آلاف دولار لكل مواطن أمريكي بالغ، في حال تمكن الحزب الجمهوري من الاحتفاظ بسيطرته على الكونغرس خلال انتخابات التجديد النصفي المقررة في نوفمبر القادم، في خطوة انتخابية لافتة يسعى من خلالها إلى حشد الناخبين خلف حزبه.
وطرح ترمب الفكرة خلال أول مؤتمر انتخابي للحزب الجمهوري مخصص لانتخابات التجديد النصفي، والذي تستضيفه مدينة دالاس بولاية تكساس، مطلقاً على المدفوعات المقترحة اسم «توزيعات ترمب» (Trump dividend).
ولم تتضح حتى الآن آلية تنفيذ هذه المدفوعات، أو ما إذا كان المقترح يتوافق مع القوانين الأمريكية الحالية، كما لم يقدم ترمب تفاصيل بشأن مصادر تمويلها.
1.35 تريليون دولار تكلفة محتملة
ويبلغ عدد البالغين في الولايات المتحدة نحو 270 مليون شخص، ما يعني أن تنفيذ الاقتراح بصورته المعلنة قد تصل تكلفته الإجمالية إلى نحو 1.35 تريليون دولار.
ويثير هذا الحجم الهائل من الإنفاق تساؤلات بشأن كيفية تمويل البرنامج، وما إذا كان يحتاج إلى موافقة الكونغرس، فضلاً عن مدى إمكانية تطبيقه قانونياً في حال إقراره.
على صعيد آخر، كشف موقع «أكسيوس» أن إدارة الرئيس ترمب، تعتزم إرسال مبالغ مستردة بقيمة تصل إلى 500 دولار لنحو مليون شخص في الولايات المتحدة، ممن تقول الإدارة إنهم دفعوا رسوماً زائدة مقابل تغطيتهم الصحية ضمن برنامج «أوباما كير».
ومن المقرر أن تُحوّل المبالغ مباشرة إلى المستفيدين في 30 ولاية، قبل انتخابات التجديد النصفي المقررة في 3 نوفمبر، في خطوة تأتي في وقت يسعى فيه ترمب إلى إبراز ما يعتبره وفورات حققها الأمريكيون نتيجة تشريعات خفض الضرائب وخطته المتعلقة بأسعار الأدوية الموصوفة.
500 مليون دولار في صندوق حكومي
وبحسب مسؤولين أمريكيين، ستُموّل عملية رد الأموال من صندوق تبلغ قيمته نحو 500 مليون دولار، ويضم رسوماً زائدة دُفعت في إطار برنامج قانون الرعاية الصحية الميسرة «ACA»، بعد أن تبيّن أن بعض شركات التأمين حصلت على مبالغ تفوق المستحقات خلال فترة إدارة الرئيس السابق جو بايدن.
وأوضح مسؤول أمريكي أن الأموال الزائدة أُعيدت إلى الحكومة، وظلت في حساباتها، مشيراً إلى أن المبالغ «تم تحصيلها بأكثر من اللازم وكانت موجودة ببساطة في الحسابات الحكومية».
ومن المتوقع أن يتطرق ترمب إلى برنامج رد الأموال خلال خطاب يلقيه مساء الأربعاء في مؤتمر الجمهوريين الخاص بالانتخابات النصفية، الذي يستضيفه في مدينة دالاس بولاية تكساس.
من سيحصل على المبالغ؟
وبحسب مسؤولين في الإدارة، فإن برنامج الاسترداد سيشمل المسجلين في «أوباما كير» الذين لا يحصلون على مساعدات لتغطية أقساط التأمين الصحي ضمن البرنامج.
وأشارت الإدارة بشكل خاص إلى عدد من الولايات التي تضم أعداداً كبيرة نسبياً من المستحقين، من بينها ألاباما وألاسكا وأركنساس وفلوريدا وديلاوير ونيوهامبشر وتكساس وويسكونسن وكارولاينا الجنوبية وميشيغان وأوهايو وميسيسيبي وميسوري.
ويأتي الإعلان في وقت يسعى فيه ترمب والجمهوريون إلى تعزيز حظوظهم في انتخابات الثالث من نوفمبر، وسط مؤشرات على تراجع شعبية الرئيس وازدياد المخاوف لدى الناخبين بشأن ارتفاع تكاليف المعيشة وتداعيات الحرب مع إيران.
ترمب يضع نفسه في قلب المعركة الانتخابية
وخلال خطاب استمر ساعة و45 دقيقة، أشاد ترمب بما وصفه بأنه «أعظم عامين في تاريخ الرئاسة»، واضعاً نفسه بصورة مباشرة في قلب المعركة الانتخابية القادمة.
وقال ترمب لأنصاره إن الولايات المتحدة ستواجه عقداً من الصعوبات إذا سلم الجمهوريون السلطة إلى الديمقراطيين، داعياً الناخبين إلى التصويت للجمهوريين لضمان استمرار سياسات إدارته.
كما تعهد بزيارة عدد من الولايات والدوائر الانتخابية المتأرجحة خلال الأسابيع الثمانية التي تسبق يوم الاقتراع.
وفي إشارة صريحة إلى اعتماده على شعبيته الشخصية في حشد الناخبين، قال ترمب للحاضرين: «أطلب منكم أن تتخيلوا أنني على بطاقة الاقتراع».
معضلة أمام الجمهوريين في الدوائر المتأرجحة
ويواجه الجمهوريون الذين يخوضون سباقات انتخابية صعبة معضلة سياسية، إذ يحتاج بعضهم إلى الابتعاد نسبياً عن ترمب لاستقطاب الناخبين المستقلين والمترددين، لكنهم في الوقت ذاته يخشون خسارة قاعدة «ماغا» المؤيدة بشدة للرئيس.
انتخابات محفوفة بالمخاطر للجمهوريين
وتكتسب انتخابات التجديد النصفي أهمية كبيرة بالنسبة للحزبين، إذ يواجه الجمهوريون احتمال فقدان السيطرة على إحدى غرفتي الكونغرس على الأقل.
وتشير استطلاعات الرأي إلى أن الديمقراطيين أكثر حماساً للمشاركة في التصويت، في وقت تراجعت فيه شعبية ترمب إلى مستويات قياسية منخفضة.
ويحاول الجمهوريون، من خلال المؤتمر، الترويج لإنجازات الإدارة، وتسليط الضوء على المرشحين، ومهاجمة الديمقراطيين، فضلاً عن تنشيط قاعدة انتخابية تبدو أقل حماساً للمشاركة مقارنة بالناخبين الديمقراطيين.

Trump proposed the idea during the first Republican campaign rally dedicated to the midterm elections, which is being hosted in Dallas, Texas, calling the proposed payments "Trump dividends."
The mechanism for implementing these payments is still unclear, as is whether the proposal complies with current U.S. laws, and Trump has not provided details regarding the funding sources.
$1.35 trillion potential cost
The number of adults in the United States is approximately 270 million, which means that implementing the proposal as announced could result in a total cost of around $1.35 trillion.
This enormous amount of spending raises questions about how the program will be funded, whether it requires congressional approval, and the legal feasibility of its implementation if approved.
On another note, Axios revealed that the Trump administration plans to send refunds of up to $500 to about one million people in the United States, whom the administration claims paid excessive fees for their health coverage under the "Obamacare" program.
The amounts are set to be transferred directly to beneficiaries in 30 states before the midterm elections scheduled for November 3, in a move that comes at a time when Trump seeks to highlight what he considers savings achieved by Americans as a result of tax cut legislation and his plan regarding prescription drug prices.
$500 million in a government fund
According to U.S. officials, the refund process will be funded from a fund valued at around $500 million, which includes excessive fees paid under the Affordable Care Act (ACA) after it was found that some insurance companies received amounts exceeding the dues during the administration of former President Joe Biden.
A U.S. official explained that the excess funds were returned to the government and remained in its accounts, noting that the amounts "were collected excessively and were simply sitting in government accounts."
Trump is expected to address the refund program during a speech he will deliver on Wednesday evening at the Republican conference for the midterm elections, which he is hosting in Dallas, Texas.
Who will receive the amounts?
According to administration officials, the refund program will include those enrolled in "Obamacare" who do not receive assistance to cover health insurance premiums under the program.
