يعقد قادة منظمة شنغهاي للتعاون اجتماع قمة في قرغيزستان، اليوم (الإثنين)، وتلقي التهديدات الأمريكية المتصاعدة ضد إيران بظلالها على القمة، وتضع تماسك المنظمة أمام اختبار جديد.
إظهار تضامن رمزي
ويشارك في القمة التي تستمر إلى يوم غدٍ (الثلاثاء) في بيشكيك، الرئيس الصيني شي جين بينغ، والرئيس الروسي فلاديمير بوتين، ورئيس الوزراء الهندي ناريندرا مودي.
ويعقد القادة الثلاثة عدة لقاءات ثنائية على هامش القمة، بينها اجتماع بين بوتين وشي، ومحادثات للرئيس الإيراني مسعود بيزشكيان مع نظيريه الروسي والصيني، بالتزامن مع الجلسات الرسمية للمنظمة التي تحيي مرور 25 عاماً على تأسيسها.
ورجّحت وكالة «بلومبيرغ» أن تدفع الضغوط الأمريكية قادة المنظمة للاكتفاء بإظهار تضامن رمزي مع طهران خلال القمة التي يشارك فيها بيزشكيان.
ولم يُظهر شي أو بوتين أي استعداد لدعم إيران عسكرياً، فيما ظل الدعم الاقتصادي محدوداً. ويزيد احتمال فرض عقوبات أمريكية إضافية من حجم الرهانات أمام مجموعة تحاول تحدي النظام العالمي الذي يهيمن عليه الغرب.
تنافس وخلافات بين الأعضاء
ورغم أن التكتل توسع بصورة كبيرة خلال السنوات الأخيرة، إلا أن التنافس بين الدول الأعضاء لا يزال واضحاً. وبالنسبة إلى العديد من الدول الأعضاء في منظمة شنغهاي، تمثّل القمة فرصة لإظهار استمرار علاقاتها القوية على الساحة الدولية.
لكن المنظمة لا تشكل تكتلاً سياسياً أو عسكرياً موحداً، خصوصاً مع وجود خلافات بين الأعضاء، فضلاً عن امتلاك كل دولة مصالحها وأولوياتها الخاصة، وفق وكالة «أسوشيتد برس».
وبالنسبة إلى دولة مثل الهند، فمن المرجح أن تركز بدرجة أكبر على إظهار المواقف وتوجيه الرسائل الإستراتيجية، أكثر من تحقيق نتائج ملموسة. وتعد كل من الصين وباكستان من أبرز منافسي الهند. ومن المقرر أن يلتقي مودي وبوتين على هامش القمة، لاستعراض علاقات البلدين الثنائية.
وفيما حافظت نيودلهي على موقف محايد تجاه حرب أوكرانيا، أصبحت موسكو أكبر مورد للنفط الخام إلى الهند مع ارتفاع الشحنات بعد تعطل صادرات الشرق الأوسط بسبب حرب إيران.
واتفقت الصين والهند على السعي إلى تسوية نزاعهما الحدودي خلال أحدث جولة من المحادثات رفيعة المستوى الأسبوع الماضي، ما يؤكد تحسناً تدريجياً في العلاقات منذ اشتباكات 2020.
نفوذ وتأسيس منظمة شنغهاي
وتأسست منظمة شنغهاي للتعاون في عام 2001، بمبادرة من الصين وروسيا وأربع دول من آسيا الوسطى، باعتبارها منتدى أمنياً. وعلى مدار ربع قرن، توسعت المنظمة من حيث الحجم والنفوذ.
وتضم المنظمة حالياً 10 دول هي: روسيا والصين والهند وإيران وباكستان وبيلاروس وكازاخستان وقرغيزستان وطاجيكستان وأوزبكستان، فيما تتمتع دول أخرى عديدة بصفة «شريك حوار». وواجهت المنظمة صعوبة في إنشاء بنك للتنمية وآليات دفع مشتركة وتحقيق تكامل اقتصادي أساسي.
The leaders of the Shanghai Cooperation Organization are holding a summit meeting in Kyrgyzstan today (Monday), with rising American threats against Iran casting a shadow over the summit, putting the cohesion of the organization to a new test.
Demonstrating Symbolic Solidarity
The summit, which will continue until tomorrow (Tuesday) in Bishkek, includes Chinese President Xi Jinping, Russian President Vladimir Putin, and Indian Prime Minister Narendra Modi.
The three leaders will hold several bilateral meetings on the sidelines of the summit, including a meeting between Putin and Xi, and discussions for Iranian President Masoud Pezeshkian with his Russian and Chinese counterparts, coinciding with the official sessions of the organization celebrating its 25th anniversary.
Bloomberg Agency suggested that American pressures might lead the organization's leaders to settle for demonstrating symbolic solidarity with Tehran during the summit attended by Pezeshkian.
Neither Xi nor Putin has shown any willingness to support Iran militarily, while economic support remains limited. The possibility of additional American sanctions increases the stakes for a group trying to challenge the Western-dominated global order.
Competition and Disputes Among Members
Although the bloc has expanded significantly in recent years, competition among member states remains evident. For many member countries of the Shanghai Organization, the summit represents an opportunity to showcase the continued strength of their relationships on the international stage.
However, the organization does not form a unified political or military bloc, especially with existing disputes among members, in addition to each country having its own interests and priorities, according to the Associated Press.
For a country like India, it is likely to focus more on demonstrating positions and sending strategic messages rather than achieving tangible results. Both China and Pakistan are among India's main competitors. Modi and Putin are scheduled to meet on the sidelines of the summit to review the bilateral relations between their countries.
While New Delhi has maintained a neutral stance regarding the Ukraine war, Moscow has become the largest supplier of crude oil to India, with shipments increasing after disruptions in Middle Eastern exports due to the Iran war.
China and India agreed to seek a resolution to their border dispute during the latest round of high-level talks last week, confirming a gradual improvement in relations since the clashes of 2020.
Influence and Establishment of the Shanghai Organization
The Shanghai Cooperation Organization was established in 2001, initiated by China and Russia along with four Central Asian countries, as a security forum. Over the past quarter-century, the organization has expanded in size and influence.
The organization currently includes 10 countries: Russia, China, India, Iran, Pakistan, Belarus, Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan, while many other countries have the status of "dialogue partner." The organization has faced difficulties in establishing a development bank, joint payment mechanisms, and achieving basic economic integration.
