حذّرت الأمم المتحدة، اليوم (الإثنين)، من أن التصعيد العسكري المتسارع في اليمن يهدد بإعادة البلاد إلى حرب واسعة النطاق، في وقت تواصل مليشيا الحوثي الإرهابية هجماتها على مواقع حكومية وأعيان مدنية، فضلاً عن تهديدها المتزايد للملاحة الدولية في البحر الأحمر وباب المندب.
وقال مفوض الأمم المتحدة السامي لحقوق الإنسان فولكر تورك إن موجة العنف الأخيرة «تثير شبح العودة إلى الحرب»، محذراً من أن أي تصعيد جديد سيضاعف معاناة اليمنيين الذين أنهكتهم سنوات الحرب والنزوح والأزمات الإنسانية.
هجمات حوثية متصاعدة
جاء التحذير الأممي بعد تصعيد حوثي لافت منذ مطلع أغسطس، خصوصاً في محافظتي مأرب وحضرموت، حيث تعرضت مواقع للقوات الحكومية لهجمات بالصواريخ والطائرات المسيّرة. وأفادت مصادر حكومية في وقت سابق بمقتل ما لا يقل عن 30 جندياً في هجمات حوثية على مواقع عسكرية في المحافظتين.
وامتد التصعيد الحوثي إلى الساحل الغربي، إذ تعرضت مدينة المخا المطلة على البحر الأحمر لهجمات بالصواريخ والطائرات المسيّرة، وسط مخاوف من اتساع دائرة الاستهداف لتشمل مزيداً من المنشآت والأعيان المدنية.
وبحسب مفوضية الأمم المتحدة لحقوق الإنسان، قُتل ما لا يقل عن سبعة مدنيين وأصيب 10 آخرون في هجمات للحوثيين على مناطق خاضعة لسيطرة الحكومة منذ السادس من أغسطس، فيما وردت تقارير عن سقوط ضحايا مدنيين في مناطق أخرى.
المدنيون يدفعون الثمن
ولم تتوقف الهجمات الحوثية عند المواقع العسكرية، بل طالت منشآت مدنية، بينها مرافق لتخزين الوقود ومجمع سكني تابع لمستشفى ميداني في المخا، ما يثير مخاوف متزايدة من تعريض حياة المدنيين والمنشآت الحيوية للخطر، في بلد يعاني أصلاً من تداعيات حرب طويلة تسببت في نزوح واسع وتدهور اقتصادي وأزمة إنسانية خانقة، ما يجعل استمرار التصعيد الحوثي تهديداً مباشراً لما تبقى من مقومات الاستقرار والحياة المدنية.
تهديد الملاحة الدولية
ولم يقتصر التصعيد الحوثي على الداخل اليمني، بل امتد إلى الممرات البحرية الحيوية في البحر الأحمر وباب المندب، مهدداً أمن الملاحة الدولية وحركة التجارة العالمية.
وفي 11 أغسطس، تعرضت سفينة الشحن «تهامة» لهجوم في مضيق باب المندب، أسفر عن مقتل أربعة من أفراد طاقمها واثنين من رجال الإنقاذ اليمنيين، في أول هجوم حوثي على الملاحة التجارية في المنطقة يسفر عن وفيات منذ اندلاع الحرب الإقليمية الأخيرة.
ويعيد استهداف السفن التجارية فتح ملف التهديد الحوثي لأحد أهم الممرات البحرية في العالم، وما يترتب على ذلك من مخاطر على أرواح البحارة وأمن التجارة الدولية، فضلاً عن تداعيات اقتصادية قد تتجاوز حدود اليمن.
تحذير من حرب شاملة
ويأتي التصعيد بعد فترة من الهدوء النسبي أعقبت الهدنة التي توسطت فيها الأمم المتحدة عام 2022، التي أسهمت في خفض مستوى العمليات العسكرية واسعة النطاق، رغم استمرار التوترات والاشتباكات المتقطعة بين الحوثيين والقوات التابعة للحكومة اليمنية المعترف بها دولياً.
وحذّر المبعوث الأممي الخاص إلى اليمن هانس غروندبرغ، في وقت سابق، من أن البلاد تواجه أخطر خطر للعودة إلى صراع واسع النطاق منذ هدنة 2022، مؤكداً أن التصعيد العسكري المتزايد قد يقوض فرص العودة إلى مسار سياسي تفاوضي.
وتتحمل مليشيا الحوثي الإرهابية مسؤولية التصعيد الأخير، في ظل استمرارها في شن الهجمات على المواقع الحكومية والأعيان المدنية وتهديد الملاحة الدولية، بما يهدد بتوسيع دائرة العنف وإعادة اليمن إلى مربع الحرب الشاملة.
وتأتي هذه التطورات في وقت يواجه اليمن واحدة من أسوأ الأزمات الإنسانية في العالم، إذ يعاني أكثر من نصف السكان من انعدام الأمن الغذائي الحاد، فيما يقترب نحو 6 ملايين شخص من خطر المجاعة، وفق أحدث التحذيرات الأممية.
وحذّر تورك من أن استمرار الهجمات الحوثية الإرهابية ستكون له تداعيات إنسانية خطيرة، داعياً إلى حماية المدنيين والبنية التحتية المدنية والالتزام بالقانون الدولي الإنساني، في وقت يبقى وقف التصعيد الحوثي شرطاً أساسياً لتجنب انزلاق اليمن مجدداً إلى حرب أوسع.
The United Nations warned today (Monday) that the escalating military conflict in Yemen threatens to plunge the country back into a large-scale war, as the Houthi terrorist militia continues its attacks on government sites and civilian targets, in addition to its increasing threats to international navigation in the Red Sea and Bab al-Mandab.
UN High Commissioner for Human Rights Volker Turk stated that the recent wave of violence "raises the specter of a return to war," warning that any new escalation will double the suffering of Yemenis who have been exhausted by years of war, displacement, and humanitarian crises.
Escalating Houthi Attacks
The UN warning came after a notable Houthi escalation since the beginning of August, particularly in the governorates of Marib and Hadhramaut, where government forces' sites have been targeted by missile and drone attacks. Government sources previously reported the deaths of at least 30 soldiers in Houthi attacks on military sites in the two governorates.
The Houthi escalation has extended to the western coast, as the city of Al-Mokha, overlooking the Red Sea, has been subjected to missile and drone attacks, amid fears that the targeting will widen to include more facilities and civilian targets.
According to the UN Human Rights Commission, at least seven civilians have been killed and 10 others injured in Houthi attacks on areas under government control since August 6, while reports of civilian casualties in other areas have also emerged.
Civilians Pay the Price
The Houthi attacks have not been limited to military sites but have also targeted civilian facilities, including fuel storage facilities and a residential complex belonging to a field hospital in Al-Mokha, raising increasing concerns about endangering the lives of civilians and vital facilities in a country already suffering from the repercussions of a long war that has caused widespread displacement, economic deterioration, and a severe humanitarian crisis, making the continuation of Houthi escalation a direct threat to what remains of the foundations of stability and civilian life.
Threat to International Navigation
The Houthi escalation has not been confined to Yemen's interior but has extended to vital maritime corridors in the Red Sea and Bab al-Mandab, threatening the security of international navigation and global trade.
On August 11, the cargo ship "Tehama" was attacked in the Bab al-Mandab Strait, resulting in the deaths of four crew members and two Yemeni rescue workers, marking the first Houthi attack on commercial navigation in the region that resulted in fatalities since the outbreak of the recent regional war.
The targeting of commercial vessels reopens the file on the Houthi threat to one of the world's most important maritime corridors, with the associated risks to the lives of sailors and the security of international trade, in addition to economic repercussions that could extend beyond Yemen's borders.
Warning of a Comprehensive War
The escalation comes after a period of relative calm following the UN-brokered truce in 2022, which contributed to reducing the level of large-scale military operations, despite ongoing tensions and intermittent clashes between the Houthis and the internationally recognized Yemeni government forces.
The UN special envoy to Yemen, Hans Grundberg, previously warned that the country faces the gravest risk of returning to large-scale conflict since the 2022 truce, emphasizing that the increasing military escalation could undermine the chances of returning to a negotiated political path.
The Houthi terrorist militia bears responsibility for the recent escalation, as it continues to launch attacks on government sites and civilian targets and threaten international navigation, which threatens to broaden the circle of violence and return Yemen to the square of comprehensive war.
These developments come at a time when Yemen is facing one of the worst humanitarian crises in the world, with more than half of the population suffering from severe food insecurity, while nearly 6 million people are approaching the brink of famine, according to the latest UN warnings.
Turk warned that the continuation of Houthi terrorist attacks would have serious humanitarian consequences, calling for the protection of civilians and civilian infrastructure and adherence to international humanitarian law, while the cessation of Houthi escalation remains a fundamental condition to avoid Yemen slipping back into a wider war.
