دعت الولايات المتحدة إلى إجراء تحقيقات شاملة في أعمال العنف والهجمات الأخيرة التي شهدتها مدينتا الزاوية وبنغازي الليبيتان، مؤكدة ضرورة محاسبة المسؤولين عنها، في وقت تتصاعد المخاوف من تداعيات الانقسام الأمني والسياسي على استقرار البلاد.
وأعرب مكتب كبير المستشارين الأمريكيين للشؤون العربية والأفريقية عن قلق واشنطن إزاء التطورات الأخيرة، مندداً بالهجمات التي استهدفت مصفاة الزاوية والمنشآت الحيوية في المدينة، إلى جانب اغتيال مدير إدارة الاستخبارات العسكرية اللواء فوزي المنصوري في بنغازي.
وقال المكتب، في بيان نشره عبر منصة «إكس»، إن هذه الاعتداءات تؤكد الحاجة الملحة إلى وجود مؤسسات عسكرية وأمنية ليبية موحدة ومهنية، تكون قادرة على حماية الشعب الليبي وتوفير الأمن والاستقرار في مختلف أنحاء البلاد.
وحثت واشنطن الأطراف الليبية على مضاعفة جهودها لتجاوز حالة الانقسام القائمة، والدفع باتجاه توحيد المؤسسات العسكرية والاقتصادية والسياسية، باعتبار ذلك خطوة أساسية نحو تحقيق الاستقرار وإنهاء حالة التوتر التي تشهدها البلاد.
وتأتي الدعوة الأمريكية بعد تعرض منشآت نفطية وكهربائية في مدينة الزاوية، الواقعة غرب ليبيا، لهجمات بطائرات مسيّرة، أسفرت عن اندلاع حرائق وإلحاق أضرار بعدد من المنشآت الحيوية، وسط حساسية خاصة لموقع المدينة ودورها في قطاع الطاقة الليبي.
وتعد مصفاة الزاوية، التي تقع على الساحل الغربي للبلاد، من المنشآت النفطية المهمة، كما تضم المنطقة عدداً من المنشآت المرتبطة بإنتاج وتخزين وتوزيع الوقود، ما يجعل أي استهداف لها ذا تداعيات تتجاوز الجانب الأمني إلى قطاع الطاقة والإمدادات المحلية.
وفي بنغازي، شرقي ليبيا، قُتل مدير إدارة الاستخبارات العسكرية اللواء فوزي المنصوري إثر هجوم بعبوة ناسفة قرب منزله، في واقعة أثارت مخاوف بشأن عودة عمليات استهداف الشخصيات الأمنية والعسكرية، في ظل استمرار التوترات والانقسامات التي تعاني منها المؤسسات الأمنية في البلاد.
وتعاني ليبيا منذ سنوات انقساماً سياسياً ومؤسسياً انعكس على المشهد الأمني، مع وجود سلطات ومؤسسات متنافسة في شرق البلاد وغربها، فيما لا تزال جهود توحيد المؤسسات العسكرية والأمنية وإجراء انتخابات وطنية تواجه عقبات سياسية وأمنية.
وتؤكد الولايات المتحدة، إلى جانب بعثة الأمم المتحدة للدعم في ليبيا، أهمية توحيد المؤسسات الليبية ودعم مسار سياسي يقود إلى استقرار مستدام، في وقت يمثل فيه استمرار استهداف المنشآت الحيوية والشخصيات الأمنية تحدياً إضافياً أمام جهود إنهاء حالة الانقسام.
The United States has called for comprehensive investigations into the recent violence and attacks witnessed in the Libyan cities of Zawiya and Benghazi, emphasizing the necessity of holding those responsible accountable, at a time when fears are rising regarding the implications of the ongoing security and political division on the country's stability.
The office of the Senior Advisor to the U.S. for Arab and African Affairs expressed Washington's concern over the recent developments, condemning the attacks that targeted the Zawiya refinery and vital facilities in the city, alongside the assassination of Major General Fawzi Al-Mansouri, the head of the military intelligence department, in Benghazi.
The office stated in a statement published on the platform "X" that these assaults underscore the urgent need for unified and professional Libyan military and security institutions capable of protecting the Libyan people and providing security and stability throughout the country.
Washington urged the Libyan parties to double their efforts to overcome the existing division and push towards unifying military, economic, and political institutions, considering this a fundamental step towards achieving stability and ending the state of tension the country is experiencing.
The American call comes after oil and electricity facilities in the city of Zawiya, located in western Libya, were targeted by drone attacks, resulting in fires and damage to several vital installations, amid particular sensitivity regarding the city's location and its role in the Libyan energy sector.
The Zawiya refinery, located on the country's western coast, is one of the important oil facilities, and the area includes several installations related to the production, storage, and distribution of fuel, making any targeting of it have implications that extend beyond security to the energy sector and local supplies.
In Benghazi, eastern Libya, Major General Fawzi Al-Mansouri, the head of the military intelligence department, was killed in an attack with an explosive device near his home, an incident that raised concerns about the return of operations targeting security and military figures, amid ongoing tensions and divisions affecting the security institutions in the country.
Libya has been suffering from political and institutional division for years, which has reflected on the security scene, with competing authorities and institutions in the east and west of the country, while efforts to unify military and security institutions and conduct national elections continue to face political and security obstacles.
The United States, along with the United Nations Support Mission in Libya, emphasizes the importance of unifying Libyan institutions and supporting a political path that leads to sustainable stability, at a time when the continued targeting of vital facilities and security figures represents an additional challenge to efforts to end the state of division.
