كشفت مصادر مطلعة اليوم (الأربعاء) عن الدول التي ستتولى مراقبة الاتفاق بين لبنان وإسرائيل، وبحسب ما نقلته وكالة «رويترز» فإن بريطانيا وإيطاليا وسويسرا وإندونيسيا ستكون من المساهمين المحتملين في آلية مقترحة قد تشهد نشر قوات أجنبية في لبنان للتحقق من نزع سلاح حزب الله.
وذكرت المصادر أنه بموجب الآلية المقترحة سيتم تفتيش قرى في جنوب لبنان والتأكد من خلوها من الأسلحة، لافتة إلى أن إسرائيل تريد أن تشمل عمليات التفتيش المنازل الخاصة.
وأفادت المصادر أن مسألة الممتلكات الخاصة تحتاج إلى معالجة بما في ذلك كيفية تفتيشها، ومن سيقوم بذلك، كما يجب أيضاً تحديد مدى حرية حركة القوات الأجنبية بشكل واضح. وقالت المصادر إن تفويض وجود القوات الأجنبية في لبنان يتطلب اتفاقاً.. والسيناريو الأرجح هو أن تتلقى هذه القوات دعوة رسمية من الحكومة اللبنانية ضمن إطار عمل تقرّه إسرائيل، مضيفة: من غير المرجح أن تقبل الولايات المتحدة وإسرائيل بتدخل الأمم المتحدة، في حين قد تعارض الدول الأوروبية إشراف «مجلس السلام» الذي أنشأه الرئيس الأمريكي دونالد ترمب.
في المقابل، أكد وزير الدفاع الإسرائيلي يسرائيل كاتس اليوم، عزمه على إبقاء القوات الإسرائيلية في المناطق التي تحتلها إسرائيل في الجنوب اللبناني وكذلك في سورية وقطاع غزة، وذلك خلال زيارته لقواته في جنوب لبنان.
وقال كاتس: «كما قلت ورئيس الوزراء بوضوح، لن ننسحب من هذه المنطقة الأمنية»، مضيفاً: «الجيش موجود هنا لحماية المستوطنات في شمال إسرائيل، وقواته ستعمل على تطهير هذه المنطقة، ولن ننسحب من المناطق الأمنية تحت أي ظرف، لا في لبنان، ولا في سورية، ولا في غزة».
وأقر وزير الدفاع الإسرائيلي بجرائم التدمير الذي تنفذه قواته، قائلاً: الجيش يدمر البنى التحتية تحت الأرض في المنطقة، ويدمر كل المنازل". وأبرم لبنان وإسرائيل في 26 يونيو اتفاقاً إطارياً بعد خمس جولات تفاوضية برعاية أمريكية، ينصّ خصوصاً على نزع سلاح حزب الله وانسحاب إسرائيل تدريجياً من الأراضي التي تحتلها في جنوب لبنان، وانتشار الجيش اللبناني بدءاً من مناطق تجريبية، لكن حزب الله يرفض بشكل مطلق التفاوض المباشر مع إسرائيل والتخلي عن سلاحه.
Informed sources revealed today (Wednesday) the countries that will oversee the agreement between Lebanon and Israel. According to what was reported by the "Reuters" agency, Britain, Italy, Switzerland, and Indonesia will be among the potential contributors to a proposed mechanism that may witness the deployment of foreign forces in Lebanon to verify the disarmament of Hezbollah.
Sources mentioned that under the proposed mechanism, villages in southern Lebanon will be inspected to ensure they are free of weapons, noting that Israel wants the inspections to include private homes.
The sources indicated that the issue of private property needs to be addressed, including how it will be inspected and who will carry out the inspections. It must also be clearly defined how freely foreign forces can move. The sources stated that the mandate for the presence of foreign forces in Lebanon requires an agreement, and the most likely scenario is that these forces will receive an official invitation from the Lebanese government within a framework approved by Israel. They added that it is unlikely that the United States and Israel will accept UN intervention, while European countries may oppose the oversight of the "Peace Council" established by former U.S. President Donald Trump.
In contrast, Israeli Defense Minister Yoav Gallant confirmed today his intention to keep Israeli forces in the areas occupied by Israel in southern Lebanon as well as in Syria and the Gaza Strip, during his visit to his troops in southern Lebanon.
Gallant stated, "As I and the Prime Minister have clearly said, we will not withdraw from this security area," adding, "The army is here to protect the settlements in northern Israel, and its forces will work to cleanse this area. We will not withdraw from the security areas under any circumstances, neither in Lebanon, nor in Syria, nor in Gaza."
The Israeli Defense Minister acknowledged the destructive crimes carried out by his forces, saying, "The army is destroying the underground infrastructure in the area and demolishing all the houses." Lebanon and Israel signed a framework agreement on June 26 after five rounds of negotiations sponsored by the United States, which specifically stipulates the disarmament of Hezbollah and the gradual withdrawal of Israel from the territories it occupies in southern Lebanon, with the deployment of the Lebanese army starting from experimental areas. However, Hezbollah absolutely refuses direct negotiations with Israel and to give up its weapons.
