من المقرر أن يتولى الرئيس الجديد لكولومبيا أبيلاردو دي لا إسبرييا منصبه رسمياً، اليوم (الجمعة)، ويتوقع أن يقود تعزيز العلاقات مع واشنطن.
ويحمل دي لا إسبرييا (48 عاماً) ذو التوجهات اليمينية المتشددة الذي انتُخب في 21 يونيو الجنسية الأمريكية، ويُعَدّ حليفاً للرئيس دونالد ترمب. ويؤدي الرئيس المنتخَب اليمين الدستورية في كالي الواقعة في جنوب غرب كولومبيا.
ومن غير المألوف أن تُقام مناسبة كهذه في كالي، وهي ثالث أكبر مدن كولومبيا، إذ جرت العادة على أن يُنصَّب الرؤساء في العاصمة بوغوتا.
واختار دي لا إسبرييا هذه المدينة التي شهدت في الآونة الأخيرة مجموعة اعتداءات تبنّتها جماعات متمردة، قرب مناطق تسيطر عليها مجموعات مسلحة تقف وراء أسوأ موجة عنف منذ عقد في البلاد.
وعقب مراسم التنصيب عند الساعة 15.00 بالتوقيت المحلي (20.00 ت غ)، يتسلم دي لا إسبرييا مقاليد السلطة من غوستافو بيترو الذي كان أول يساري يحكم كولومبيا.
وتعهَّدَ الرئيس الجديد أن تحمل ولايته الممتدة أربع سنوات «عصراً جديداً». ووعد دي لا إسبرييا الملقّب «إل تيغري» (النمر) بإنهاء محادثات السلام التي حاول من خلالها عبثاً الرئيس المنتهية ولايته التفاوض على نزع سلاح كل التنظيمات الضالعة في الاتجار بالمخدرات، علما أن كولومبيا تُعَدّ أول منتج للكوكايين في العالم.
واتُخِذَت في كالي إجراءات أمنية مشددة لمواكبة التنصيب، يشارك فيها 11 ألف عسكري، مع نشر نظام مضاد للطائرات المسيّرة لحماية الضيوف، وفي مقدّمهم قادة يمينيون من دول أمريكا اللاتينية.
ويحضر المراسم نحو عشرة رؤساء دول، إضافة إلى وفد من البيت الأبيض يرأسه وزير العدل الأمريكي، وعدد من وزراء الخارجية، من بينهم وزير خارجية إسرائيل غدعون ساعر.
وأحجمَ الرئيس المنتهية ولايته غوستافو بيترو عن المشاركة، ودعا مناصريه إلى تنظيم تظاهرات في المدن الكولومبية الرئيسية، بعدما خسر الانتخابات في يونيو بفارق ضئيل.
ونبهت الحكومة المنتهية ولايتها، (الأربعاء)، إلى احتمال وقوع «أعمال إرهابية» يوم احتفال التنصيب.
واكتسب دي لا إسبرييا، الحديث العهد بالسياسة، تأييداً واسعاً خلال حملته، بفضل لقاءاته الانتخابية المبهرة وخطبه التي كان يلقيها من خلف زجاج مضاد للرصاص، ويختتمها بتحية عسكرية تكريماً لقوات الأمن.
وعزّز وصوله إلى السلطة من تصاعد التوجُّه اليميني في دول أمريكا اللاتينية التي تشهد حرباً على المخدرات يقودها ترمب.
ودعم الرئيس الأمريكي رجل الأعمال الكولومبي، مؤكداً له أن علاقات بوغوتا مع واشنطن ستصبح «كما لم تكن يوماً»، بعد التوترات التي شهدها عهد بيترو.
وأقامت بوغوتا وواشنطن في مطلع العقد الأول من الألفية الثالثة تعاوناً عسكرياً وثيقاً، ما عزز الهجوم المسلح على جماعات متمردة مثل حركة «فارك» التي انتهى بها الأمر إلى توقيع اتفاق سلام عام 2016.
ووعد دي لا إسبرييا بتكثيف القصف على معسكرات المتمردين بدعم من إسرائيل والولايات المتحدة، وببناء سجون ضخمة على غرار تلك الموجودة في السلفادور لمكافحة الجريمة.
The new president of Colombia, Abelardo de la Espriella, is set to officially assume office today (Friday), and is expected to lead the enhancement of relations with Washington.
De la Espriella, 48, a hardline right-winger who was elected on June 21, holds American citizenship and is considered an ally of President Donald Trump. The elected president will take the oath of office in Cali, located in the southwest of Colombia.
It is unusual for such an event to be held in Cali, the third-largest city in Colombia, as it has been customary for presidents to be inaugurated in the capital, Bogotá.
De la Espriella chose this city, which has recently witnessed a series of attacks claimed by rebel groups, near areas controlled by armed groups responsible for the worst wave of violence in the country in a decade.
Following the inauguration ceremony at 15:00 local time (20:00 GMT), De la Espriella will take over power from Gustavo Petro, who was the first leftist to govern Colombia.
The new president has pledged that his four-year term will bring about a "new era." De la Espriella, nicknamed "El Tigre" (the Tiger), promised to end the peace talks that the outgoing president had unsuccessfully negotiated to disarm all organizations involved in drug trafficking, noting that Colombia is the world's leading producer of cocaine.
Strict security measures have been implemented in Cali to accompany the inauguration, involving 11,000 military personnel, along with the deployment of a drone defense system to protect the guests, including right-wing leaders from Latin American countries.
About ten heads of state are attending the ceremony, along with a delegation from the White House led by the U.S. Attorney General, and several foreign ministers, including Israel's Foreign Minister Gideon Sa'ar.
The outgoing president, Gustavo Petro, refrained from participating and called on his supporters to organize demonstrations in major Colombian cities after losing the election in June by a narrow margin.
The outgoing government warned on Wednesday of the possibility of "terrorist acts" on the day of the inauguration celebration.
De la Espriella, a newcomer to politics, gained widespread support during his campaign, thanks to his impressive campaign rallies and speeches delivered from behind bulletproof glass, concluding each with a military salute in honor of the security forces.
His rise to power has reinforced the rightward shift in Latin American countries that are experiencing a drug war led by Trump.
The U.S. president supported the Colombian businessman, assuring him that Bogotá's relations with Washington would become "better than ever," following the tensions experienced during Petro's term.
Bogotá and Washington established close military cooperation at the beginning of the third millennium, which bolstered the armed assault on rebel groups such as the FARC, which ultimately led to a peace agreement in 2016.
De la Espriella promised to intensify bombing on rebel camps with support from Israel and the United States, and to build massive prisons similar to those in El Salvador to combat crime.
