تواجه خطة الاستثمار الدفاعي، التي أعلنتها حكومة رئيس الوزراء البريطاني كير ستارمر، انتقادات متزايدة، بعدما كشفت وثائق رسمية عن فجوة تمويلية تبلغ 4.7 مليار جنيه إسترليني، في وقت يستعد فيه آندي بورنهام، المرشح الأوفر حظًا لخلافة ستارمر، لتولي رئاسة الوزراء خلال الأسابيع القادمة.
وأعلن ستارمر تخصيص 15 مليار جنيه إسترليني للإنفاق الدفاعي على مدى السنوات الأربع القادمة، إلا أن وزيرة الخزانة راشيل ريفز أوضحت أمام البرلمان أن الحكومة حددت مصادر تمويل لنحو 10.3 مليار جنيه فقط، بينما سيُحسم تمويل المبلغ المتبقي، البالغ 4.7 مليار جنيه إسترليني، في موازنة عام 2026.
وذكرت صحيفة (Mirror) أن مصادر مقربة من آندي بورنهام أكدت أن فريقه فوجئ بحجم العجز المالي، مؤكدة أنه لم يُبلّغ مسبقًا بوجود هذه الفجوة في الخطة الدفاعية، وهو ما قد يضعه أمام تحدٍ مالي وسياسي كبير إذا تولى رئاسة الحكومة كما هو متوقع.
ووصف أحد حلفائه العجز بأنه يشبه «قنبلة غير منفجرة»، في إشارة إلى الصعوبات التي قد تواجه الحكومة الجديدة في توفير التمويل اللازم.
ووفقًا لتقارير إعلامية بريطانية، كان ستارمر قد نصح خليفته بعدم اللجوء إلى الاقتراض لتمويل الإنفاق الإضافي؛ ما يعني أن الحكومة القادمة قد تضطر إلى إجراء تخفيضات في موازنات وزارات أخرى لتغطية العجز.
ورفض وزير الدفاع دان جارفيس، اعتبار الفجوة التمويلية أزمة، مؤكدًا أن الإعلان عن مصادر التمويل المتبقية خلال حدث مالي رئيسي، مثل الموازنة العامة، يعد أمرًا طبيعيًا.
وأكّد جارفيس أن الحكومة أحرزت تقدمًا مهمًا بإطلاق خطة الاستثمار الدفاعي، مضيفًا أنه سيواصل العمل مع قادة القوات المسلحة لتوفير الموارد اللازمة وتنفيذ الالتزامات الدفاعية بالكامل. وأوضح أن مراجعة الإنفاق الحكومية المقررة العام القادم ستوفر فرصة لطرح حاجات وزارة الدفاع، مشيرًا إلى أن هذه المسألة ستكون محل نقاش مع رئيس الوزراء القادم.
وأكّد جارفيس أنه تلقى تطمينات بأن بورنهام سيواصل دعم الإنفاق الدفاعي إذا تولى رئاسة الوزراء. وقال خلال زيارة إلى إحدى شركات الصناعات الجوية في مدينة كامبريدج: «لدي ثقة كاملة بأن آندي بورنهام سيضمن استمرار الاستثمار في قطاع الدفاع، لما يمثله ذلك من أهمية للأمن القومي والاقتصاد البريطاني، إضافة إلى دعمه للشركات والعاملين في هذا القطاع».
وفي أول خطاب رئيسي له منذ إعلان ستارمر عزمه التنحي، عرض بورنهام رؤيته لقيادة الحكومة، متعهدًا بإطلاق أكبر برنامج لبناء المساكن الاجتماعية منذ فترة ما بعد الحرب العالمية الثانية. كما تعهد بتنفيذ ما وصفه بـ«أكبر عملية لإعادة توزيع السلطة» في تاريخ البلاد، عبر منح صلاحيات أوسع لرؤساء البلديات والقيادات المحلية، مؤكدًا أن تحقيق النمو الاقتصادي لا يمكن أن يُفرض من الحكومة المركزية، بل يجب أن ينطلق من المجتمعات المحلية. وحتى الآن، لم يعلن أي مرشح منافس عزمه خوض سباق زعامة الحزب، ما يعزز فرص بورنهام في تولي رئاسة الوزراء خلال منتصف يوليو الجاري.
The defense investment plan announced by British Prime Minister Keir Starmer is facing increasing criticism, after official documents revealed a funding gap of £4.7 billion, at a time when Andy Burnham, the frontrunner to succeed Starmer, is preparing to take over the premiership in the coming weeks.
Starmer announced a £15 billion allocation for defense spending over the next four years, but Treasury Secretary Rachel Reeves clarified in Parliament that the government has identified funding sources for only about £10.3 billion, while the funding for the remaining amount of £4.7 billion will be determined in the 2026 budget.
The Mirror reported that sources close to Andy Burnham confirmed that his team was surprised by the size of the financial shortfall, emphasizing that he was not previously informed of this gap in the defense plan, which could pose a significant financial and political challenge if he assumes the premiership as expected.
One of his allies described the deficit as resembling an "unexploded bomb," referring to the difficulties the new government may face in securing the necessary funding.
According to British media reports, Starmer had advised his successor not to resort to borrowing to finance additional spending; this means the incoming government may have to make cuts to the budgets of other ministries to cover the deficit.
Defense Secretary Dan Jarvis rejected the notion of the funding gap as a crisis, asserting that announcing the remaining funding sources during a major financial event, such as the budget, is normal.
Jarvis confirmed that the government has made significant progress by launching the defense investment plan, adding that he will continue to work with military leaders to provide the necessary resources and fully implement defense commitments. He noted that the scheduled review of government spending next year will provide an opportunity to present the needs of the Ministry of Defense, indicating that this issue will be discussed with the next Prime Minister.
Jarvis assured that he received reassurances that Burnham would continue to support defense spending if he becomes Prime Minister. During a visit to an aerospace company in Cambridge, he stated, "I have complete confidence that Andy Burnham will ensure continued investment in the defense sector, given its importance to national security and the British economy, as well as its support for companies and workers in this sector."
In his first major speech since Starmer announced his intention to step down, Burnham presented his vision for leading the government, pledging to launch the largest program for building social housing since the post-World War II era. He also promised to implement what he described as "the largest redistribution of power" in the country's history, by granting broader powers to mayors and local leaders, emphasizing that economic growth cannot be imposed from the central government but must originate from local communities. So far, no rival candidate has announced their intention to enter the party leadership race, which enhances Burnham's chances of becoming Prime Minister in mid-July.
