كشف وزير الخارجية الأمريكي ماركو روبيو، اليوم (الأربعاء)، البند الذي لا يزال يعرقل إنهاء الحرب الروسية الأوكرانية المستمرة منذ أربع سنوات، مؤكداً أن منطقة دونيتسك هي البند المتبقي الذي لا يزال يحتاج إلى تقريب وجهات النظر خلال المحادثات التي تتوسط فيها الولايات المتحدة.
وقال روبيو خلال إفادة أمام الكونغرس: الضمانات الأمنية المطروحة لأوكرانيا تتضمن نشر عدد محدود من قوات أوروبية إلى جانب «الغطاء الأمريكي»، موضحاً أن المحادثات التي تقودها بلاده صعبة للغاية.

وأضاف: النقاش الدائر بشأن «الضمانات الأمنية، ولا سيما في حالة أوكرانيا، ينتهي عملياً إلى أن الضمانة الحقيقية هي الدعم الأمريكي»، موضحاً أن نشر عدد محدود من القوات الأوروبية، خصوصاً الفرنسية والبريطانية، في أوكرانيا بعد الحرب يبقى غير ذي جدوى من دون هذا الدعم.
وأشار إلى أن حلف شمال الأطلسي (ناتو) يحتاج بالتأكيد إلى إعادة تصور، ليس بشأن الغاية منه، بل من حيث القدرات، مبيناً أن ضعف استثمارات الحلفاء في قدراتهم الدفاعية خلال العقود الماضية، يفرض واقعاً لا يمكن تجاهله.
وأعرب روبيو عن أمله في أن يكون هذا الوضع قد بدأ يتغير بالفعل في بعض الدول، موضحاً أن بلاده لا يمكنها استخدام الجنود أنفسهم ولا السفن نفسها في أوروبا ومنطقة المحيطين الهندي والهادئ في آن واحد.
وذكر أن أمريكا مضطرة إلى إجراء خيارات وتعديلات مهما توسعت قدراتها العسكرية.

وكان الكرملين قد أعلن في وقت سابق اليوم، أن محادثات السلام الثلاثية بين روسيا، وأوكرانيا، والولايات المتحدة ستُستأنف (الأحد)، واصفاً المفاوضات بأنها معقدة وتُجرى على مستوى الخبراء.
U.S. Secretary of State Marco Rubio revealed today (Wednesday) the issue that continues to hinder the resolution of the ongoing four-year Russian-Ukrainian war, confirming that the Donetsk region is the remaining point that still needs to be reconciled during the talks mediated by the United States.
Rubio stated during a briefing before Congress: The security guarantees proposed for Ukraine include the deployment of a limited number of European forces alongside "American cover," explaining that the talks led by his country are extremely difficult.

He added: The ongoing discussion regarding "security guarantees, particularly in the case of Ukraine, essentially boils down to the fact that the real guarantee is American support," clarifying that the deployment of a limited number of European forces, especially French and British, in Ukraine after the war remains futile without this support.
He pointed out that NATO definitely needs to be reimagined, not regarding its purpose, but in terms of capabilities, indicating that the lack of investment by allies in their defense capabilities over the past decades imposes a reality that cannot be ignored.
Rubio expressed hope that this situation has indeed begun to change in some countries, explaining that his country cannot use the same soldiers or ships in Europe and the Indo-Pacific region simultaneously.
He mentioned that America is forced to make choices and adjustments no matter how much its military capabilities expand.
