تشهد منطقة الناقورة جنوب لبنان، اليوم (الجمعة)، الجولة الثانية من محادثات مباشرة بين إسرائيل ولبنان، في اجتماع لجنة مراقبة وقف إطلاق النار بين إسرائيل وحزب الله، أو ما يعرف بلجنة «الميكانيزم».
وأفادت المصادر بأن السفير اللبناني السابق سيمون كرم سيكون الممثل المدني لبلاده في الاجتماع، الذي يشارك فيه نائب مستشار الأمن القومي الإسرائيلي، يوسي درازنين، والمدير الأعلى للسياسة الخارجية في مجلس الأمن القومي الإسرائيلي يوري رسنيك.
وعقد الاجتماع السابق يوم 3 ديسمبر في أول محادثات مباشرة بين إسرائيل ولبنان منذ عقود. وشارك في اجتماع لجنة «الميكانيزم» مندوبان مدنيان لبناني وإسرائيلي، هما سيمون كرم ويوري رسنيك، بالإضافة إلى الموفدة الأمريكية مورغان أورتاغوس.
وكانت هذه المرة الأولى منذ عام 1983 التي يجري فيها لبنان وإسرائيل مفاوضات يترأسها مدنيون. فبعد الاجتياح الإسرائيلي للبنان في 1982، أجرى الجانبان مفاوضات انتهت بالتوصل إلى اتفاق لوقف الحرب بينهما وإقامة لجنة اتصال، عُرف باتفاق 17 مايو. وأقر البرلمان اللبناني هذا الاتفاق، قبل أن تلغيه السلطة التنفيذية.
يذكر أن اتفاق وقف إطلاق النار الذي أبرم في 27 نوفمبر 2024 أنهى حرباً استمرت أكثر من عام بين حزب الله وإسرائيل. لكن إسرائيل تواصل تنفيذ غارات جوية على مناطق مختلفة في لبنان تقول إنها تهدف لمنع حزب الله من إعادة بناء قدراته بعد تكبده خسائر كبيرة في الحرب.
ونص اتفاق وقف النار على وقف الأعمال القتالية وانسحاب حزب الله إلى شمال نهر الليطاني، وصولاً إلى نزع سلاحه في كل لبنان، وعلى انسحاب الجيش الإسرائيلي من المواقع التي تقدم إليها خلال الحرب الأخيرة، لكن إسرائيل تُبقي على 5 مواقع إستراتيجية داخل الأراضي اللبنانية، بينما يرفض حزب الله نزع سلاحه، لافتاً إلى أن الاتفاق يلحظ فقط منطقة شمال الليطاني الحدودية، وفق «فرانس برس».
وفي أغسطس الماضي أقرت السلطات اللبنانية خطة لنزع سلاح حزب الله تطبيقاً لاتفاق بدأ الجيش تنفيذه، على أن تنتهي المرحلة الأولى التي تشمل المنطقة الحدودية مع إسرائيل (جنوب الليطاني) بحلول نهاية العام.
The Naqoura area in southern Lebanon witnesses today (Friday) the second round of direct talks between Israel and Lebanon, in a meeting of the ceasefire monitoring committee between Israel and Hezbollah, also known as the "mechanism" committee.
Sources reported that former Lebanese ambassador Simon Karam will be the civilian representative of his country at the meeting, which will also include Israeli National Security Council Deputy National Security Advisor Yossi Draznin and Senior Director of Foreign Policy at the Israeli National Security Council Yuri Resnik.
The previous meeting took place on December 3, marking the first direct talks between Israel and Lebanon in decades. The "mechanism" committee meeting included civilian representatives from Lebanon and Israel, namely Simon Karam and Yuri Resnik, along with U.S. envoy Morgan Ortagus.
This was the first time since 1983 that Lebanon and Israel held negotiations led by civilians. Following the Israeli invasion of Lebanon in 1982, the two sides engaged in negotiations that resulted in an agreement to cease hostilities and establish a liaison committee, known as the May 17 Agreement. The Lebanese parliament approved this agreement before it was annulled by the executive authority.
It is noteworthy that the ceasefire agreement signed on November 27, 2024, ended a war that lasted more than a year between Hezbollah and Israel. However, Israel continues to carry out airstrikes on various areas in Lebanon, claiming they aim to prevent Hezbollah from rebuilding its capabilities after suffering significant losses in the war.
The ceasefire agreement stipulated a cessation of hostilities and the withdrawal of Hezbollah to the north of the Litani River, leading to the disarmament of its forces throughout Lebanon, as well as the withdrawal of the Israeli army from the positions it advanced to during the recent war. However, Israel maintains five strategic sites within Lebanese territory, while Hezbollah refuses to disarm, noting that the agreement only pertains to the border area north of the Litani, according to "France Presse".
Last August, Lebanese authorities approved a plan to disarm Hezbollah in implementation of an agreement that the army began to execute, with the first phase, which includes the border area with Israel (south of the Litani), expected to conclude by the end of the year.
