وسط مساعٍ دولية وإقليمية لمنع انهيار الهدنة، يبحث وفد حركة حماس الذي وصل القاهرة، مساء أمس (السبت)، مع مسؤولين مصريين، الانتهاكات الإسرائيلية، وترتيبات بدء مفاوضات المرحلة الثانية من اتفاق وقف إطلاق النار في غزة.
تصعيد عسكري إسرائيلي
وتأتي زيارة وفد حماس في ظل تصعيد عسكري إسرائيلي متجدد في غزة،وتركز الزيارة على تعزيز الاتصالات المتعلقة بوقف إطلاق النار، وتبادل الأسرى والمحتجزين، والاستعدادات للمرحلة الثانية .
وتناقش المحادثات بين حماس والمسؤولين المصريين المستجدات الميدانية بعد انتهاكات إسرائيلية أدت إلى مقتل عشرات المدنيين في غارات جوية على غزة نهاية الأسبوع الماضي، ما أثار مخاوف من انهيار الهدنة التي دخلت شهرها الثاني.
ونقلت وسائل إعلام عن مصادر من حماسقولها : إن المناقشات تشمل فصائل فلسطينية أخرى، لتثبيت الهدنة ومواجهة الانتهاكات المتكررة، مع التركيز على آليات الإفراج عن الأسرى الإسرائيليين مقابل إطلاق سراح فلسطينيين.
إدارة قطاع غزة
وقال مصدر في حماس إن لقاءات العاصمة المصرية تهدف إلى البحث في ترتيبات وتشكيل لجنة تكنوقراط مستقلة تتولى إدارة قطاع غزة.
ويتوقع أن يعقد وفد حماس لقاءات ثنائية مع قادة الفصائل، مثل الجهاد الاسلامي، والجبهتين الشعبية والديمقراطية، ولجان المقاومة الشعبية، والمبادرة الوطنية، على أن يعقد لقاء تشارك فيه جميع الفصائل.
من جانبه، كشف قيادي في حماس ترتيبات لعقد اجتماع بين قيادتي حماس وفتح خلال الأيام القليلة القادمة، على أن يتم ترتيب لقاء موسع برعاية مصر ومشاركة كافة الفصائل، يركز على الوحدة الوطنية وتعزيز البيت الداخلي الفلسطيني، ومستقبل قطاع غزة، والشراكة السياسية.
تقليص الوجود العسكري
وفيما بدأ الحراك الأمريكي لتشكيل مجلس السلام المنصوص عليه في قرار مجلس الأمن الأخير الخاص بغزة، نقلت صحيفة «هآرتس»، عن مسؤولين أمريكيين، تأكيدهم أنّ واشنطن بدأت بتقليص وجودها العسكري في المركز الخاص بغزة، وهو المركز المعني بمراقبة وقف اتفاق إطلاق النار، وإدخال المساعدات ونزع السلاح في غزة. وبحسب المسؤولين الأمريكيين، فإن هذه الخطوة تمهد لاتباع المركز لمجلس السلام.
خطة تقسيم غزة
وكشفت صحيفة «وول ستريت جورنال»، خطة لتقسيم غزة إلى قسمين، في المنطقة الخضراء، وبموجب الخطة سيتم بناء مساكن جديدة مؤقتة للفلسطينيين.
وأفاد مسؤولون أمريكيون بأن فرقا هندسية ستعمل على وضع خطط جديدة للبناء في المنطقة الخضراء، وستزيل الأنقاض والذخائر غير المنفجرة.
وقالت الصحيفة إنه لم يبدأ البناء بعد، لكن الخطة تقضي بأن توفر هذه الأماكن المسماة «التجمعات الآمنة البديلة» جميع الاحتياجات من سكن وتعليم ورعاية طبية. وتنص الخطة على أن تبقى هذه المساكن المؤقتة قائمة ريثما يتم تنفيذ خطط دائمة لإعادة الإعمار.
واعتبر مسؤولون أن هذا الاقتراح الأمريكي هو على الأرجح السبيل الوحيد لبدء إعادة إعمار قطاع غزة حتى تغادر حركة حماس السلطة.
Amid international and regional efforts to prevent the collapse of the truce, a delegation from Hamas that arrived in Cairo last night (Saturday) is discussing with Egyptian officials the Israeli violations and arrangements for the start of negotiations for the second phase of the ceasefire agreement in Gaza.
Israeli Military Escalation
The visit of the Hamas delegation comes amid renewed Israeli military escalation in Gaza, focusing on enhancing communications related to the ceasefire, the exchange of prisoners and detainees, and preparations for the second phase.
The discussions between Hamas and Egyptian officials address the field developments following Israeli violations that led to the deaths of dozens of civilians in airstrikes on Gaza at the end of last weekend, raising fears of a collapse of the truce that has entered its second month.
Media sources reported that Hamas officials stated that the discussions include other Palestinian factions to solidify the truce and confront the repeated violations, with an emphasis on mechanisms for the release of Israeli prisoners in exchange for the release of Palestinians.
Administration of Gaza Strip
A source in Hamas stated that the meetings in the Egyptian capital aim to discuss arrangements and the formation of an independent technocratic committee to manage the Gaza Strip.
The Hamas delegation is expected to hold bilateral meetings with leaders of factions such as Islamic Jihad, the Popular Front, the Democratic Front, the Popular Resistance Committees, and the National Initiative, with a broader meeting involving all factions to be held.
For his part, a Hamas leader revealed arrangements for a meeting between the leaderships of Hamas and Fatah in the coming days, with plans for a broader meeting under Egyptian sponsorship involving all factions, focusing on national unity, strengthening the Palestinian internal front, the future of the Gaza Strip, and political partnership.
Reducing Military Presence
As the American initiative to form the peace council stipulated in the recent UN Security Council resolution regarding Gaza begins, the newspaper "Haaretz" reported that American officials confirmed that Washington has started to reduce its military presence at the center dedicated to Gaza, which is responsible for monitoring the ceasefire agreement, facilitating aid entry, and disarmament in Gaza. According to American officials, this step paves the way for the center to transition to the peace council.
Plan to Divide Gaza
The "Wall Street Journal" revealed a plan to divide Gaza into two sections in the green zone, under which new temporary housing will be built for Palestinians.
American officials reported that engineering teams will work on developing new construction plans in the green zone and will remove debris and unexploded ordnance.
The newspaper stated that construction has not yet begun, but the plan stipulates that these areas, called "alternative safe gatherings," will provide all needs for housing, education, and medical care. The plan states that these temporary homes will remain in place until permanent reconstruction plans are implemented.
Officials considered that this American proposal is likely the only way to begin the reconstruction of the Gaza Strip until Hamas leaves power.
